DRDO sets timeline for fixing grievances to discourage direct complaint to PM Modi

NEW DELHI: As scientists involved in defence research continue to write to Prime Minister Narendra Modi with their grievances, DRDO headquarters has asked all its department heads to take timely action on these complaints to avoid direct communication with PM or Defence minister.

Following series of complaints, the DRDO’s vigilance department has now fixed a deadline to complete probe into any grievance within in ten days of receipt of complaint.

Days after assuming office, Prime Minister Narendra Modi had asked government officials to give their suggestions directly to his office. But, within months, the PMO’s desk handling grievances was flooded with hundreds of representations. To address complaints, Cabinet Secretary P K Sinha, in August 2015 issued an instruction that writing directly to the PMO by violating the prescribed channel of communication has to be viewed ‘seriously’ and is liable for ‘disciplinary action’.

But, despite strict instructions from the Cabinet Secretariat, several scientists have been continuously approaching prime minister’s office and defence minister.

“In absence of appropriate action to be taken on such complaints, the complainant addresses his grievances to various authorities including the Raksha Mantri (defence minister) and Prime Minister’s Office,” according to an stinker from the vigilance department head of the DRDO, Dr. JP Singh, Director, Vigilance and security writes..

“It has been noted with concern that neither any timely action is taken by the head of Clusters or establishment on complaints which are addressed to them, nor any action taken report is forwarded by them headquarters,”

Vigilance department believe that because of in-action by concerned Clusters or Establishments in the DRDO, ‘copious correspondence among various government agencies take place as all the complaints were processed as per extant of guidelines of the DoPT.

“All heads of Clusters/ Laboratories/ Establishments and Units are requested to take timely action on complaint directly addressed to them and forward Action Taken Report to the Chief Comptroller with ten days of the receipt of complaint,” Dr. JP Singh, Director, Vigilance and security writes.

Citing a Cabinet Secretary note on official communication channel, the DRDO headquarters in August last year, had issued detailed instructions to all its laboratories for strict compliance regarding representations being sent directly to higher authorities bypassing the prescribed channel of communication.14-sept-16-the-new-indian-express

Sir,

DRDO officials think they are entitled to waste taxpayers’ money and if Parrikar Sahib asks then they easily convince him in the name of defence preparedness, as they are in well practices in last ongoing cases.

But they don’t know the strength of honest team of DRDO, all are watching devotedly the acts and deeds of each and every corrupt official of DRDO, may be it take few time but everyone know that GOD can do wonder any time, like Parrikar Sahib got the responsibility of Defence..

As you aware  Sir, DRDO official having completion of purchasing latest vehicle for their personal use as staff car but GOI banned to purchase luxury vehicle for staff car. Here, in the name of project use for instrument and measurement equipment they manage to procure all available luxury vehicles worth corers of rupees. If you ask the list with photographs all such vehicles are decorated with red beacons and brass plate of designation of user official and they regularly use for their family ride also. Website already submitted lot of evidences, national papers also took the issues but unfortunately DRDO top officials were success to convince you this all done only in the name of defence preparedness of country.

Let see following case is perfect example of fooling the all laid down guidelines of GOI and all it is happening with help financial watch dogs PCDA (R&D). How they are closing their eyes on each and every violations of DRDO?

HEMRL, DRDO, Pune based lab used same tactics and procured an Innova vehicle in the name of  “Mobile Instrument Carrier”.Toyota Innova purchased against this tender from a firm “Ms Spar Enterprises, Mumbai“.

The vehicle prepared to use as staff car for Director, fitted red beacon, but unfortunately the matter is reported by Media and an RTI request was submitted by me through PMO.

The vehicle was grounded and the BA number is not even applied by HEMRL for this Toyota Innova.

Last 8th February 2016 the vehicle was taken out without BA number from HEMRL by Shri KPS Murthy, Sc. H,Director, HEMRL and proceeds to VRDE, Ahmednagar accompanied by Cmdr S K Patel, Director, QRS. The vehicle driver was M.B. Ramgude VO ‘C and the vehicle met with accident with MSRDC bus near Krutrim Reshim Paidas Kendra around 11:45 AM, location come under Khadki Police Station, In-charge – Sh. Sushil S Kadam (Senior Police Inspector) Mobile No. 9667977777, Police station Contact No. 020-25818659 / 26208423.

The matter was reported to you on 15th February 2016, here started the DRDO official confidence to fool the country by any means. HEMRL floated a tender for repairing the above road accidental Toyota Innova vehicle again using same name “Mobile Instrument Carrier”, in fact the vehicle never used for said purpose, because there was no such requirement at all, if it was there then why they put Red beacon on it and, why hide after paper and website publish the facts and overall why they not applied for BA number till date.

The according to DRDO Transport policy following are the procedure to procure special dedicated vehicle. But unfortunately HEMRL not followed a single step of above transport policy or neither CDA objected on purchase and as well as repairing case.

Interestingly the “Mobile Instrument Carrier”   used only once and two great instrument of DRDO was inside the special carrier. One Shri KPS Murthy, Sc. H & Director, HEMRL and other one Cmdr S K Patel, Director, QRS the husband famous DRDO Agniputri, Ms Tessy Thomas, Director, ASL & RCI, Hyderabad. See the weight of these two instruments.

Unless immediate action taken on culprits, this will go the way of case of Rustom2 Innova misuse by Dr K Tamilmani and his cohorts. Tamilmani after getting pension, now, happily spending life in US, while DFA M Shankar is on deputation to ISRO, and other culprit P Srikumar is in hiding. All escaped and PGD of Rustom2 Sh APVS Prasad is struggling to rectify others misuse. Hence, in HEMRL case, an exemplary action is solicited from honorable RM

So as usual hope for some exemplary action from Parrikar sahib’s office, or DRDO official again success to convince Parrikar sahib this case was done for defence preparedness of country.

DRDO forgot Ethics for dealing sexual harassment case, proves that DRDO really following Different rules for different officers

Subject:  DRDO forgot Ethics for dealing sexual harassment case, proves that DRDO really following Different rules for different officers

Sir,

      As you already witnessing that in DRDO day by day number of cases are increasing of harassment whether it matter of service / minority / SC/ST/ Sexual harassment.

But surprisingly the processing/ handling of these cases are entirely different in each and every case, not a single case is dealing with proper ethics. Every case is dealing on the basis of accused/charged officer’s relations with his director and other connection with other senior officials sitting in DRDO Hqrs.

In some cases of sexual harassment accused were transferred or temporally attached to some other locations immediately without looking even their seniority, like one scientist ‘G’  from DIPAS transferred to INMAS.

Same time other cases like Sh Vipin Jain, Administrative Officer, ITM, DRDO Mussoorie and Sh V K Arora, Technical Officer ‘D’ IRDE, DRDO, Dehradun both are enjoying their power and position.

In Case of Sh Vipin Jain, Administrative Officer the charge sheet already served. He asked more time to reply i.e. 25th July 2016. See some great facts of DRDO culture.

  • Director, ITM give him full executive powers and always try to spend more to more time with him and giving full moral support to accused, who already found guilty by ICC, and bases of that he was chargesheeted.
  • Additional Director, ITM sharing lunch with him in daily basis.
  • Sh Vipin Jain, Administrative Officer trying to influence witness with all means.
  • As per reliable sources he already got written statement from 4 witnesses in his favor, because he is in position to ruin the carrier of any witness with holding their all official/ personal/financial records.
  • Sh Vipin Jain, Administrative Officer trying to throughout victim from official accommodation.
  • The chairman of ICC who conduct the inquiry is in trauma to see the favor given to accused/charged officer, the height of ITM management they served a notice/explanation to her on demand of accused. (Copy enclosed for your ready reference)

See the Director, ITM reaction on such sensitive matter.

Date of incident 26th January 2016 day time by the evening Director knows the total incident but try to bury the case to help Sh Vipin Jain;

Although very next day victim reported verbally to Ms Gopa Chaudhari, Chairman, women cell but Director was not ready to take cognizance such serious matter.

On 2nd March 2016 the victim submit written complaint to Ms Gopa Chaudhari, Chairman, women cell, ITM, DRDO Mussoorie (Copy of Complaint enclosed for your ready reference because I know the Insensitive officials of DRDO cannot going to show you real picture of the incident like they always did for even project status also).

On same day Ms Gopa Chaudhari act very efficiently and submit her report to Director with her recommendations in capacity of Presiding Officer, ICC. But nothing has been done by Director, ITM. (Letter enclosed for your ready reference)

On 4th March 2016 news flashed on TOI and the matter blow in Delhi and next day then CC (HR) flown to ITM, Mussororie but as per DRDO legacy system they did nothing up to 8th March 2016.

After pressure from Delhi Director ITM give direction to ICC to investigate the matter vide letter no ITM/Dir/ENQ/2016/2 dated 8 March 2016, referred the ICC letter No ITM/ICC(W)/2015-16 dt 2/3/2016. See the seriousness of Director on such sensitive matter, it takes 6 days to release the order, he gave sufficient time to accused to settle the course but unfortunately Sh Vipin Jain not able to convince victim and his family.

The best part of Director’s order is the inquiry should be done as per DOPT F. No. 11013/2/2014-Estt (A-II1) Dated July 16th, 2015 but they forgot the following the rules or just giving privilege to accused to harass and manage the witness as he is holding all executive powers of ITM.

Suspension

  1. A Government servant may also be placed under suspension before or after issue of a Charge Sheet where his continuance in office will prejudice the investigation, for example if there is an apprehension that he may tamper with witnesses or documents. Suspension may also be resorted to where continuance of the Government servant in office will be against wider public interest such as there is a public scandal and it is necessary to place the Government servant under suspension to demonstrate the policy of the Government to deal strictly with officers involved in such scandals. It may be desirable to resort to suspension in case of misdemeanor involving acts of moral turpitude.

Special provisions to deal with threats or intimidation

  1. Disciplinary Authority may also dispense with inquiry under Rule I 9(ii), and action may be taken without the inquiry when the Disciplinary Authority concludes that it is not reasonably practicable to hold such an inquiry. The circumstances leading to such a conclusion may exist either before the inquiry is commenced or may develop in the course of the inquiry. Such situation would be deemed to have arisen:

(i) where the Government servant, through or together with his associates terrorizes, threatens or intimidates witnesses who are likely to give evidence against him with fear of reprisal in order to prevent them from doing so; or

(I) where the Government servant himself or with or through others threatens, intimidates and terrorizes the Disciplinary Authority, Members of the Committee, the Presenting Officer or members of their family.

Sir, as per above facts you can realize the pathetic situation of DRDO management and their HR policies. There is famous that DRDO management follows “Different rules for different officers”

I personally feel if any one go through the victim complaint and statement, which she narrated in front of ICC will shake heart of any sensitive person. So it is no need to say what action is required.

The History of CEPTAM is everyone know but now the time of Internet Era the corruption and nepotism is not possible buried in the dump of files. Great Dr AK Singh did lot of misadventure while he was Director,CEPTAM the cases started coming out one by one like Ms Mishra case, more than half dozen recruitment of single village, driver Sh. Sunderpal case is on, Sh Rajesh Goyal did lot of corruption in purchasing with his favorite firm and the compulsory SMS of CEPTAM-06 the clear example but as history of saving corrupt official in DRDO is still in top.

It is not necessary to send you examples because you have already lot of complaints were pending in different stages.

Please find enclosed article of Yathawat magazine for perusal, it is up to  whether take action or just pass gave blessing to DRDO officials that not repeat next time like as earlier MoD treat the Sh Rajesh Goyal, Ex Dircetor, CEPTAM-06 SMS case which submitted with all documentary evidences. Dr. Sudhir Gupta, director, CEPTAM is another great feather of DRDO, and showed his best scientific caliber in CEPTAM- 07, if you investigate his complete service book than it will reveal his manipulations in government funds and allowances like LTC etc while serving in AGRA Lab.

Following letter is received by website from Driver Association  seeks the misuse of manpower and vehicles in ADE.

As you are visiting ADE Bangalore in coming days, please do needful appropriate action for the sake of organisation and as well for misuse of poor tax payers money.

enclosed letter fully exposed the misuse of manpower and resources of ADE and GTRE. recently The New Indian Express also covered the article regarding misuse of project vehicles as staff car. The Vigilance Directorate send a letter to all labs/estt as their letter no DVS/02/2052/P/26 dated 25 May 2015. (copy enclosed) 

Interestingly, Bangalore  DRDO establishment don’t bother such letters or Honorable Supreme Court Order not to put red beacon on cars. Dr.K.Tamilmani using, GTRE, Project Vehicle Toyota Innova, Sh P. Sri Kumar,Director, ADE using Toyota Innova purchased in the name of Remote Video Terminal, four Toyota Innova purchased in RUSTOM-II and one vehicle mysteriously handover to Mr Shanker, IFA deputed in Bangalore. The Toyota Innova met with accident so it is requested to initiate through inquiry for the misusing staff and project vehicles.

  1. Defence Research Laboratory (DRL), Tezpur (Assam) is an establishment under Defence Research & Development Organisation (DRDO), Ministry of Defence.
  2. Vijay Veer, Scientist ‘G’ is Director, DRL, Tezpur with effect from 01 March 2012 and Mr. Baikuntha Jyoti Gogoi (B.J. Gogoi), Scientist ‘D’ is Nodal Officer of Programme Arunodaya at DRL, Tezpur.
  3. Manas Kumar Mandal, Distinguished Scientist is Director General of the Life Sciences Cluster with effect from 02 September 2013. Dr. Mandal was a Professor of Psychology at the Department of Humanities and Social Sciences, IIT, Kharagpur, prior to joining DRDO and his recruitment in DRDO is mystery well known to CVO, MOD and DRDO.
  4. The Arunodaya Programme was sanctioned by GOI letter No. DGLS/DRL/P(TD)/14-15/99/1957/D(R&D) dated 25 August 2014 and DPC letter No. DRDO/DPC/DIR/32500/LS/2014 dated 27 August 2014 signed by Ms. Nabnita R Krishnan, Director, Directorate of Planning & Coordination (DPC), DRDO HQ. Total cost of the Programme is about Rs. 38 crore with PDC of 05 Years (Aug 2014 to Aug 2019).
  5. Under the guidance and approval of Dr. Manas Kumar Mandal Life Sciences cluster planned a project known as ARUNODAYA PROGRAMME “Soldier Preparedness in High Mountain of NE Region: Arunodaya Programme” with Project No. TD/14-15/DRL-99 and Cost about Rs. 18 crore was sanctioned to DRL, Tezpur.
  6. DRL, Tezpur is nodal laboratory of Arunodaya Programme. Mr. H.K. Gogoi, Scientist ‘F’ is Project Coordinator and Mr. Baikuntha Jyoti Gogoi, Scientist ‘D’ is Nodal Officer of Arunodaya Programme.
  7. The business of eating and looting public money has started in this Arunodaya Programme by Mr. B.J. Gogoi and Dr. Vijay Veer under patronage of Dr. Manas Kumar Mandal, DG, Life Sciences. One such example of corruption is submitted as case study.

  2. The Project No. S&T-09/DIH-116 entitled “Development of Specific Technologies to meet the fresh food requirement of Armed Forces under different Operational Environments” was sanctioned by DRDO HQ vide letter No. DLS/79/99705/DIH-116/745/D(R&D) dated 31 March 2009 in which DRL, fund of Rs. 1484 Lakh was sanctioned to DRL, Tezpur in the said project and there was provision of procurement of vehicle with fund of Rs. 9.0 Lakh.   3. Tata Safari was purchased under the project with approximate cost of Rs. 8.5 lakh in year of 2011. As a matter of fact, DRL, Tezpur is already having a project vehicle Tata Safari with Registration No. 11B108688Y that was purchased under the Project No. S&T-09/DIH-116 sanctioned in April 2009. Since the project is completed hence this project vehicle should be used in any other project and there was no need of hired transport as DRL, Tezpur was already having project vehicle.   4. B.J. Gogoi, Scientist ‘D’ and Dr. Vijay Veer, Director make a master plan for looting public money by hiring 4×4 Mahindra Scorpio vehicle at about 8 lakhs/year. If their intensions were positive they would have thought of purchasing such vehicle rather than hiring the same at 8 lakhs/year, despite the Tata Safari (Project Vehicle) was already available with DRL.
  5. In the demand dated 12.12.2014, under point (2) of Note at page no. 2, it is stated that “The firms are registered/will be got registered before tender enquiry”. According the demand dated 12.12.2014 initiated by Mr. M.G. Vairale, Scientist ‘C’ & MTO and countersigned by Mr. B.J. Gogoi, Scientist ‘D’. This demand was endorsed by Store Officer and OI/C Budget & Project Cell.
  6. As per the demand, the tender enquiry was floated to following seven firms. In demand the column of registration No. is blank for all vendors, which itself proves that none of the vendors were registered at DRL, Tezpur as per basic requirement of Purchase Manual 2006.drl hired vehicle case table

In scope of work under point (1) Service, it is stated “Provision of Vehicles registered as Commercial Vehicles with licensed drivers” but the hired vehicle provided by the contractor is having white number plate with Registration No. AS 25 E 1645, Blue Color Mahindra XUV. In case this vehicle have been registered as commercial vehicle at RTO then it should have been having yellow number plate and should have been registered as Commercial Vehicle(Taxi). This establish the Vehicle No. AS 25 E 1645 is personal vehicle and not the commercial vehicle. The indenter, nodal officer as well as Director are fully aware of this fact and it grossly violated the scope of work and terms & condition of the contract agreement.   8. The contract is for 12×7 = 84 Hours /Week but in DRDO office hours are 09:00 to 17:30 and 05 days week, then how hired vehicle was utilized 12 hours per day and seven days in week. This proves the contract is bogus and main objective is misappropriation of public fund by Mr. B.J. Gogoi and Dr. Vijay Veer on the name of hired vehicle.
  9. Two Project Vehicles may be purchased hardly within one month as there was provision of Rs. One crore in sanction of the project for hired vehicle/transport but why till date vehicles were not purchased? The answer is very simple – corruption and eating money by Nodal Officer and Director.
  10. Through Investigation and Verification of Registration of vehicle as Commercial Vehicle, Entries in the Log Book of the said vehicle, Service Tax payment by vendor to Custom & Excise Department, Tour Program/Movement Order/ Tour Claims of official of DRL and bill submitted by vendor to DRL will itself show the whole conspiracy on the name of Hired Vehicle at DRL, Tezpur in Arunodaya Programme.
  11. There are several such cases are available in DRL, Tezpur regarding fake claim and misappropriation of public fund in hired vehicles.

Therefore in light of above mentioned facts and evidences following actions are requested.

  • Cancel the contract immediately to save public money as Project Vehicle Tata Safari is available at DRL, Tezpur.
  • To procure two new project vehicles at earliest
  • Through investigation of all procurement/contracts cases etc in Arunodaya Project made by Mr. B.J. Gogoi till now.

Respected sir,                                                                                                                                               With extreme humility & guided solely by the public interest to save the public exchequer from illegal enhanced payment of pensionary benefits to shri A K Maini, voluntarily retired scientist ‘H’ & director LASTEC, Delhi, DRDO, MOD (voluntarily retired on 09-06-2014), the following irregularities & illegalities deliberately incorporated in the pension claim of shri A K Maini submitted in may 2015 to the office of your goodself are brought to your kind notice for immediate action in the form of to hold on the admitting the claim of pension to shri A K Maini submitted by the office of Director, LASTEC, Metcalfe House, Civil Lines, Delhi pin-110054.

  1. No formal hometown declaration document has been submitted by shri A K Maini during his entire service in DRDO w e f 1978 to 09-06-2014.
  2. No entry of hometown declaration existed in the 2nd page of the service book of Maini for complete 20 years i.e. w e f 1978 to 1998.
  3. An entry declaring hometown at the address of Delhi was made by Maini in his own handwriting in 1999.
  4. An additional entry of changed hometown address at Jammu was again inserted later on by Maini in his own handwriting in different inks in his service book without mentioning the date of such insertion.
  5. No D.O. PART-II was published for the changed place of the hometown i.e. of Jammu.
  6. No correspondence exists in any official document of LASTEC, Delhi for obtaining permission of the competent authority for change of hometown of
  7. Both the entries of hometown in the service book of Maini were made by  Maini himself in two (02) different inks at two different times and he miserably failed to submit cogent reasons for the same in response to the comments sought from him officially.
  8. Maini availed many times Hometown LTCs to Jammu i.e. at the changed place of Hometown inserted in his service book by himself without approval of the competent authority.
  9. This conduct of Maini was officially brought to the notice of DRDO HQ New Delhi & DRDO HQ referred the matter to the LAO (R&D),  Sharma, at METCALFE House Civil Lines Delhi who gave 02 (two) conflicting advices as follows i.e. the advice – (01) to recover the entire amount of hometown LTCs availed by  Maini during his entire service in DRDO with penal interest, the advice (02) to let go the pension papers of  Maini without any recovery.
  10. Illegal special pay @ Rs 4,000 has been paid to Maini during his service as scientist ‘G’ in DRDO, MOD violating the extant rules in this regard.
  11. The illegally sanctioned & drawn special pay @ Rs 4,000 by Maini was illegally taken into account for fixation of pay when he was promoted to the post of scientist ‘H’ in DRDO on 01-07-2010.
  12. He has been illegally overpaid @ Rs 4,000 & allowances thereof during the entire period w e f 01-07-2010 to till his voluntary retirement on 09-06-2014.
  13. Accordingly he has been sanctioned more pension then his legitimate entitlement by the Director, LASTEC, Delhi due to wrong fixation of his basic pay as on 01-07-2010.
  14. Pension papers of Maini has been submitted to the ofiice of your goodself without effecting the recovery of the Hometown LTCs amount reimbursed to Maini & without withholding any amount from the entitlement of retirement gratuity to
  15. No formal or informal action has been taken against Maini either at the level of the O/O Director, LASTEC, Delhi or at the level of DRDO HQ New Dehi for the particular conduct of Maini with regard to 02 (two) different entries of Hometown declaration made by him in his own service book in his own handwriting in two different inks changing the Hometown without any authority.
  16. Maini has been lobbying in PCDA (p), Allahabad in last week to any how get issued PPO in his favour hurriedly without letting to know about the irregularities & illegalities deliberately incorporated in the pension claim submitted by O/O Director, LASTEC, Metcalfe House, Civil Lines, Delhi pin-110054 to the O/O PCDA (P) Allahabad.
  17. The pension papers have been submitted on the date when officer in charge of the pension cell of the O/O Director, LASTEC, Metcalfe House, Civil Lines, Delhi pin-110054 was present by affixing the earlier date (i.e. the date on which the officer-in-charge of the pension cell was on leave) then the actual date of signing the forwarding letter by some other officer.
  18. Maini submitted false annual immovable property returns every year in his entire service stating in writing that “He & members of his family did not have any immovable property”.
  19. Maini have been residing at Mayur Vihar,Phase- I Delhi,house belonging either to him or to the members of his family and he has been drawing HRA during his more than 36 years of service in the O/O Director, LASTEC, Metcalfe House, Civil Lines, Delhi pin-110054 still he falsely submitted nil immovable property returns.
  20. This fact mentioned in point no 18 above was brought to the notice of the DRDO HQ by the whistle blower of the corruption and misconducts done by Maini but no action has been taken as yet by the DRDO HQ New Delhi in that regard.
  21. A proposal of vigilance clearance was submitted by the office of Director of vigilance & security, DRDO HQ,New Delhi to the O/O Director vigilance (MOD) disregarding the material facts mentioned in point no 18 & 19 above which led to issuance of wrong vigilance clearance to Maini by the office of Director ( vigilance) MOD under the O/O CVO of MOD.
  22. K D Nayak, DG (MED & CoS) holding the additional charge of DG (ECS) illegally pressurized & issued show cause notices to Director, LASTEC, Delhi & to Dy. Director (Admin) LASTEC for not turning the blind eye to the irregularities & illegalities pertaining to the pension claim of his Friend Maini and for not submitting the pension claims of Maini immediately to the O/O pcda (P) Allahabad irrespective of any irregularity & illegality. I, therefore, request your good self to kindly act swiftly &with utmost due diligence keeping in view the above mentioned material facts to protect the public interest. You are also requested to call for the concerned original pension fileof the LASTEC Delhi including the original note sheets containing the comments of the officer-in-charge of the pension cell of the O/O Director, LASTEC, Metcalfe House, Civil Lines, Delhi pin-110054 which will spill all the beans.
