Honorable Sir,

  1.  www.corruptionindrdo.com continues to expose the corruption/nepotism prevailing in DRDO since the last four years. DRDO’s honest officials send corruption inputs from all DRDO establishments and with help of RTI’s and from internet information, the corruption inputs are regularly passed to the government and relevant agencies like CVC, IB, CBI etc.
  2. www.corruptionindrdo.com’s efforts recognized by honest officials of DRDO and website regularly getting corruption/nepotism inputs from each and every corner of the country. On basis of the points raised by the website, DRDO also took several corrective measures and constituted inquiry committees for examining the truths.
  3. In my 16th April 2014 letter I have requested Honorable Prime Minister to kindly take appropriate corrective measures against officials who are involved in unconstitutional acts and give strength to RTI- Act 2005. It has really empowered the common man. Also, fix those who are diluting the effectiveness of  the strong RTI Act -2005.
  4. The online RTI portal “Guideline – An applicant who desires to obtain any information under the RTI Act 2005 can make a request through this RTI Online Portal to only the Central Public Authorities of main Ministries/Departments located at New Delhi initially”. In the first phase, this facility is available to Ministries/Departments/Apex Bodies mentioned in the list available in ‘GUIDELINES’, but there is no list available in RTI portal. Like Defence Ministry having several offices in  New Delhi
  5. Sir, I have received a letter from DoPT Letter No.6/1/2014-IR dated 6/6/2014 copy to Sh Kaushal Kishor Pandey, SO, PMO, New Delhi in respect of reply my letter dated 16 April 2014 to Prime Minister with subject “Unconstitutional act of DoPT officials who are managing the Online RTI Portal and supporting corrupt officers of DRDO”
  6. In DoPT letter Sh R K Girdhar, Under Secretary (RTI) stated that “if you not satisfied with the reply of CPIO, may filed appeal before the first appellate authority in the same public authority u/s 19(i) of the RTI Act 2005” it seems that the letter forwarded by PMO was not even read by Sh R K Girdhar. It shows the seriousness of DoPT regarding RTI issues or Sh R K Girdhar just trying to shield the nodal officer.
  7. I have enclosed the remark of nodal officer not CPIO that they have returned with “You have filed more than 40 online RTI applications relating to DRDO on the address of Department of Defence which has been physically transferred to DRDO under intimation to you. DRDO is a separate public authority and is also placed under Second Schedule of the RTI Act, 2005. Therefore, your online RTI applications seeking information in r/o the DRDO and sent to Department of Defence will not be acted upon henceforth. You may directly send your application to the DRDO for the information.”
  8. Sh R K Girdhar, just overlooked the letter contents and send regular fixed reply without applying any mind. I don’t know RTI Act 2005 is a serious responsibility or just for feeding papers.
  9. Sir, after exposing the corruption / nepotism of DRDO’s senior officials because RTI Act-2005. Some officials suspended, some got charge sheet and some are in queue. Now DRDO officials are trying to make a wall for RTI Act 2005. Recently an unconstitutional letter issued by Dr. R B Sharma, CPIO, DRDO, Hqrs Cell on 8th March 2014 to all establishment/Lab show that they clearly made their policy not to give any RTI reply. (Copy enclosed) As per Sh R K Girdhar in one RTI reply in reference to that “any CPIO can compel to other CPIO not to give information under RTI” he stated that “There is no such policy of compelling or a CPIO being compelled by other PIO for not providing information to the information seeker. A PIO can be penalized by Information Commission under Section 20 of the RTI Act, 2005.”
  10. Further in 28th May 2005 a meeting was held under DRDO transparency officer Dr. Sudershan Kumar, DS and CC R&D (PC & SI). In that he told to all DRDO’s CPIO not to supply any information under RTI Act-2005. It can be verified by records of DRDO RTI cell that no information was passed after this decision to any RTI applicant.
  11. DRDO is in neck deep corruption/ nepotism/ favoritism and the reason being this DRDO is unproductive since last 15-20 years, don’t believe their data and dabas because when our forces will be ready to accept those then only our country will believe on DRDO, otherwise it will  be only ok for 26 January  republic show  tableau .
  12. In view of the above, I request you Sir, the RTI is the only effective way to restrict corruption in DRDO. Please give directives to DRDO & DoPT to honor the RTI act 2005 in the right spiritto promote transparency and accountability in the working of every public authority.

DRDO trying to manage counter the Ex-Defence Minister Sh. A K Antony’s recommendation to scrap RAC with help of ASCI

Ex-Defence Minister Sh. A K Antony recommended reconsideration of DRDO recruitment of scientists again from UPSC channel instead of DRDO’s own Recruitment Assessment Centre (RAC). From 1984 on wards RAC independently recruited scientists as or when required by DRDO. The RAC is managed by DRDO scientists who were under control of DRDO top brasses directly.

CVO, MOD analyzed after receiving several complaints against DRDO top brasses that there were a lot of manipulations done in laid down recruitment rules by RAC & senior DRDO officials to recruit their  wards. CVO, MOD proposed CBI enquiries against 10 top DRDO scientists who were involved in such criminal conspiracy. CVO, MOD also suggested that RAC be scrapped and scientists’ recruitment should be done through UPSC again. For this it was suggested that a study is conducted that would evaluate the RAC functionality by XLRI, ASCI Hyderabad, etc.

As DRDO has several experts bluff masters who have already proven their expertise by fooling the nation in different important projects, few are delayed by several years and few are closed unceremoniously.

So again they came forward to counter CVO, MOD suggestion and gave HR audit to Administrative Staff College of India (ASCI), Hyderabad. ASCI introduced just one program in DRDO in 2006-07. Today, in 2014, ASCI is running several programs in the name of risk management, basic project management and a lot of other gimmicks in ITM-Mussoorie, DIPAS-Delhi, DRDL, ANURAG and so on. It is essentially a give and take game with no scope for improvement or benefits of DRDO or the officials. This can be seen from HR Audit of DRDO: A Pilot Study, a feedback format by ASCI, Hyderabad enclosed for your ready reference.

Interestingly the format is very good but the process of feedback is very bad.

The ASCI approaches each lab/establishment of DRDO with the feedback format.  I don’t know whether ASCI knows about the absolute power of DRDO directors or not. Example of LASTEC, when ASCI approached Director, LASTEC, Dr. A K Maini and asked for 20 volunteer names of DRDS, DRTC and Admin allied, he gave names of 20 chamchas (yes-men) in all categories. Can you imagine that ASCI will get the real picture of DRDO work scenario by using such methodology of assessment? It is impossible.  These things repeat everywhere and this futile exercise is for countering CVO, MOD suggestion only.

The major check points for ASCI

Section 2 Point No. 1. (c) Working for nation attitude – Totally missing very few young scientists having such thinking.

(f) Professional freedom – Nil and this is the main reason of the exodus of nearly 700 in the last three years. You can verify this from continuous questions in the parliament on this issue.

(i) Rewards and recognition – Only reserved for chamachas. Please see the last ten years award list (in case of LASTEC local annual awards when Chairman award committee was Dr. R K Tyagi he gave award to himself and when Chairman award committee was Mrs. Neelam Malhan she gave the award to herself. It is not a joke; it is the great award culture of DRDO, which is followed in all awards of DRDO.

(t)Opportunity of Promotion – Only reserved for chamachas. Almost 90% results of every assessment were known by labs officials before assessment. In DRDO, officials are divided in three parts, one whom the director makes sure their promotions, second part those if get clear promotion line or not cleared director doesn’t bother and third part are those for them director makes sure that in any case they have to be deprived for promotion. This is a well known truth of today’s DRDO.

(u)Training – Only reserved for chamachas. Only name of selected officials cleared by Director’s office. It is immaterial whether person selected for training is related with his assigned work or field.

Remaining points are useless.

Point No 3.

(h) Workload – there are more than 50 % workforce (nearly 30000 personal) that has no work load due to outsourcing for minting money. It can be proved by analyzing their specific individual output.

(i)      Grievances redressal mechanism – Very poor it can judged by the increasing number of court cases and representations received by Scientific Adviser , ASCI will not get clear picture from an individual feedback of chamchas.

ASCI will take money and forget but the nation who is going to pay for this HR Audit; it will get a big zero.

Ego & high handedness of Lab Directors ruined the Defence Preparedness.

Subject: Ego & high handedness of Lab Directors ruined the defence preparedness.

There are several cases of such criminal offences of DRDO Directors where, the day he assumes charge, he becomes an authority without accountability, capable of implementing corruption and nepotism under his control. He deceives the organizational goal.

Dr. Anil Kumar Maini, Director LASTEC, DRDO has set an example of personal vendetta against an honest hard working officer Sh. Prakash Singh, Senior Administrative Officer – II (SAO-II), LASTEC, DRDO

Dr. Maini is frustrated because Sh. Prakash Singh exposed his corrupt practices to CBI. Dr. Maini mislead DRDO Hqrs. managing Compulsory Retirement Orders (CRS) for Sh. Prakash Singh.

After one year, honorable Defence Minister noticed this injustice and Sh. Prakash Singh was reinstated.

For three years in successive prior to 2014 Sh. Prakash Singh was given 65 marks only in APAR. After reinstatement the responsible officer under whom Sh. Prakash Singh reporting Joint Director (AFHQ Cadre) is well versed with the criticality of work assigned to Sh. Prakash Singh and his committed involvement towards day to day administrative work has evaluated him with 90 marks.

When Dr. Anil Kumar Maini came to know about the APAR marks of Sh. Prakash Singh, he was annoyed with the assessing officer, the Joint Director (AFHQ Cadre) and told him to give a justification/presentation in front of board of senior scientists of LASTEC.

Such irresponsible act of Dr. Anil Kumar Maini for ego satisfaction may create a divide in DRDO cadre.

It has been brought to the notice of honorable Defence Minister several times, that administrative responsibilities given to scientists are not being performed according to laid down constitutional provisions. Most of the time, “Chamchas” follow the director’s verbal orders blindly. The DRDO lab directors busy with settle their personal vendetta they don’t have time to see the national interest.

It is requested that appropriate directive may be issued to Dr. Anil Kumar Maini to stop the harassing of honest officials of LASTEC, DRDO.

13 years on, jail term to 4 for corruption

NEW DELHI: Four people, including an 82-year-old, have been sentenced to four years in jail by a special CBI court in connection with a 2001 corruption case.

Observing that “corruption hinders the economic growth of the nation”, special CBI judge Kanwaljeet Arora also imposed a fine of Rs 1.5 crore on the convicts. The court convicted the then officials of Visakhapatnam Steel Plant —Bhima Razu Prasad and Ashwani Kumar Gupta— and officials of a private company —Anil Verma and A C Chanana— under sections of Prevention of Corruption Act. In 2001, CBI had registered a case against them for entering into a criminal conspiracy to cheat Visakhapatnam Steel Plant. The prosecution stated that Prasad and Gupta obtained pecuniary advantage for Verma and Chanana by increasing the contractual rates of handling and transportation from Rs 36 per metric tonne to Rs 140 per metric tonne. Their act caused a wrongful loss of Rs 2.01 crore to the plant.

Even as 82-year-old Chanana pleaded leniency on the quantum of sentence citing his old age and a protracted trial, the court rejected his plea saying, “it has to be borne in mind that punishment prescribed by law is to protect society by deterring the potential offenders on one hand and by preventing the offender from repeating the offence on the other hand”.

While the court imposed a fine of Rs 15 lakh each on Prasad and Gupta and Rs 10 lakh on Chanana, it imposed a fine of Rs 1.05 crore on Verma saying he was the principal beneficiary and gained more than Rs1 crore at the expense of Visakhapatnam Steel Plant. “The conduct of the convicts not only led to pecuniary loss to public exchequer but raised the basic cost of the product manufactured by their organization, which is being used in manufacturing automobile, general engineering and fabrication sectors. The increase in this cost ultimately affected the consumers who were required to shell out more,” it said.

Defence Minister A K Antony reinstated Sh Prakash Singh and ordered CBI intervention but Dr Anil Kumar Maini’s case was in pipeline with CVO, MoD.

Dr Anil Kumar Maini, Director, Lastec, DRDO was submitted his VRS paper silently and got sanction by competent authority and leaving DRDO on 31st May 2014. Dr A K Singh extended his all efforts to arrange farzi vigilance clearance like in the case of top corrupt DRDO official Dr W Selvamurhty’s vigilance clearance. The local DRDO vigilance cell’s vigilance clearance was put with pension paper and till date Dr W Selvamurthy not got vigilance clearance from CVO, MoD. As everyone knows that CVO, MoD raised note sheet with request of action against 10 top DRDO officials from CBI and Defence Minister A K Antony approved, so how can Dr W Selvamurthy got vigilance clearance from CVO, MoD at the time of his superannuation.

However, reliable sources said Singh was ‘punished’ for highlighting widespread corruption in DRDO. The officer had filed a complaint with the CBI against three senior functionaries: Manas Kumar Mandal  Technology Centre) and Dr Arun Kumar (director, personnel, at the headquarters). Subject:  Alarming Situation in DRDO For HR Management

DRDO has established more than 52 Labs/Establishments across the country with an aim and object to provide reliable & sustainable warfare technologies to the defence forces.

In its pursuit to evade the frontline technology, DRDO encourages its employees and officials to pursue higher qualification and provides all possible incentives as per GOI rules and guidelines.

DRDO Hqrs/ top brasses however, misuses the GOI facilities and encourages the diploma/ degrees from unrecognized universities/institutes for their pet employees (Chamchas), largely the cases are from the universities which are recognized by the UGC/AICTE but the courses offered by these in the mode of distance education, where the study centers / franchises are not properly authorized by UGC/AICTE or Apex body. Most of the cases in DRDO, these Diploma /Degrees are managed fraudulently because it is observed that employee who claimed the diploma / degree not having proper marks sheets, not having proof of proper fee receipts, not having leave records as per exam date sheets, not having admit cards of centers/ and n numbers of ways to verify the degree/ diploma etc.

Surprisingly, you will be shocked to know that these diploma / degree holders have become senior scientists and in DRDO, almost 10 to 15% in total staff / Technical officers / scientists possess such diploma/ degrees etc.

The growing incompetency and failure of projects causes shift towards system engineering. Since 15 years the basic science or fundamental research work has vanished from DRDO objectives, because of improperly qualified workforce.

The person inducted as laborer/peon/security assistant or technician, subsequently via limited departmental competitive examination (LDCE) channel and with the fake/unrecognized diploma / degree become scientist. It is all because of DRDO having their own recruitment and assessment system that is RAC & CEPTAM.

Sir, you already noticed few top scientists of DRDO misused the autonomy given to DRDOyou’re your good office recommended to reexamine the recruitment procedure of scientist in DRDO and asked for CBI intervention vide Ref- Note at 45-55 ante and observations of JS & CVO at note 56 ante.

RTI reveals that DRDO having such employees/ officers who don’t have proper recognized diploma / degree but no action was taken on this issue by DRDO Hqrs till date. (Copy enclosed for ready reference.)

In RTI reply No.01/2091/P2014/0054 dated 12 March 2014 DRDO Hqrs informed that “it is stated that the cases for grant of Lump Sum Incentive are received from respective Labs/Estt in which it is certified that the higher qualifications and the institute are approved by the competent authority. On receipt of such confirmation, the cases are submitted to Ministry of Defence who process each and every cases and issue sanction for grant of Lump Sum Incentives after getting concurrence of the Integrated Finance. However, in case of any doubt regarding verification/ reorganization, the same is thoroughly examined before issuing the sanction. It is also stated here that the lump sum incentive is only one time to promote higher qualification among employees.” (Copy Enclosed for ready reference)

Sir, the astonishing fact of DRDO working is revealed by Director of Personal vide letter No DOP/01/03500/Lump sum/M01 dated March 2014 to all Director Lab/Estt/ Dte in Hq dated 11 March 2014 in Para – 1, line- 9 states that Of late it has been notice that in most of the cases are taken up acquiring higher qualification, recognition of various courses and universities/ institutes by Competent Authority is not verified/ authenticated by Labs prior to sanction of permission. This non verification in the some cases results in award of degrees/ diplomas by Universities / Institutes not recognized by the competent recognizing authorities. Grant of incentives for such higher qualification becomes against the Rules”   (Copy enclosed for your ready reference.)

It is requested that suitable committee should be form under supervision of CVO, MoD to scrutinize the DRDO scientist, officials and staff’s education qualification records thoroughly, so the incompetent and illegally inducted persons can weed out.

DRDO already spends crores of rupees for digitizing HR records so it is not big task to scrutinize the DRDO’s 7000+ scientists, 25000 + officials and staff’s education qualification.

Sh G Jupiter helped Intelligence Bureau (IB) to nab the espionage activity of DRDO.

The officer had a meeting with Ms Rosy Sharma then Deputy Secretary, D (R&D) Ministry of Defence on 20th and 21st June 2001.

Sh G Jupiter helped the Government of India to exposed and fixed mafia and spy agent operating in DRDO.

Intelligence Bureau (IB) officer Sh K T Moses has awarded Indian Police Medal for exposing this case, however, Sh G Jupiter was victimized by DRDO for the same act to the extent that he had to approached Honorable Court (CAT) for justice but mighty DRDO did not honor the Honorable Court (CAT) judgment till date and happy to harass a genuine honest patriot.

To maintain the honesty and commitment to the nation, it is requested that this case may please be treated with open heart and the officer should be given justice and his dues the nation woes.

    HYDERABAD, May 4: Defence Research Development Organisation (DRDO) scientist Srinivasulu, who was nabbed by Intelligence Bureau (IB) officials and city police here on Thursday night, was found to be working as a faculty member in the Tripoli University in Libya.

    IB officials, acting on a tip off, sought the assistance of city police, who arrested the B-grade defence scientist at the Rajiv Gandhi International airport when he was about to board the Dubai-bound Air-India flight.

    According to sources, Srinivasulu neither submitted his resignation nor obtained permission from the DRDO authorities for working in Libya. He obtained a passport without the knowledge of DRDO which is statutory. He left for Libya an year-and-half back and joined as a faculty member in the university at Tripoli.

    During interrogation, Srinivasulu reportedly confessed before IB officials that he was taking some secret documents with him and one of his colleagues at Tripoli university, Kumar, was also involved in the spying.

    Sources added that Srinivasulu has planned to go to Sharjah by the Dubai-bound Indian Airlines flight and then to Malta Islands in Africa by air. From there he was to catch a ship for Tripoli.

New Delhi: At least 10 top scientists of the country’s premier defence research agency, the DRDO, are accused of flouting rules and misusing their positions to recruit family members in the organisation.
Among the accused are M Natarajan, former scientific adviser to defence minister AK Antony and VK Saraswat, India’s Missile Man and former DRDO chief.
Antony was apprised of the matter in November last year
by Sameer Kumar Khare, joint secretary and chief vigilance officer (CVO) in the defence ministry.
Khare, in his report (dna has a copy), recommended “criminal action against top functionaries of DRDO for committing irregularities in the recruitment of officers/officials, including their kith and kin, in DRDO by misusing their position of power”. Based on his report, Antony handed over the investigations to the CBI in November.
Apart from Natarajan and Saraswat, charged with nepotism, the other big names in the CVO’s report are W Selvamurthy, former chief controller, R&D, Arun Kumar, former director, recruitment & assessment centre (RAC), AK Bansal, former director,AK Bansal and SM Veerabhadrappa, senior scientist.
“The brazenness with which systems and procedures have been overridden, it would not be prudent to believe that these are isolated cases,” Khare said in his report.
“The malice may have spread to wider areas hence causing to raise doubts that the integrity of the whole recruitment systems as such might have been compromised. This situation warrants a comprehensive and thorough investigation of the recruitment system, structure and cases of criminal misconducts of similar nature, including the present cases, by the CBI.”
Antony had said in November: “DRDO may be directed to put in place an appropriate recruitment system with adequate checks and balances. They may consider bringing the system under the purview of UPSC.” All recruitments were done through the UPSC till 1982, after which DRDO’s recruitment & assessment centre handled it. The ministry said DRDO could take a professional agency’s help to come up with a foolproof recruitment system.
Ravi Gupta, DRDO spokesperson, told dna that he could not comment as the CBI is investigating the matter.

I congratulate all the honest and innocent workforce of DRDO, who did noticed the misadventures of DRDO Hqrs & Directors of lab and informed the Honorable Defence Minister/ Honorable President of India through registered complaints. These corrupt officials used to write their own constitutions such that they can misinterpret the government laid down rules and misappropriate the government funds for their own benefits, under the shadow of secrecy and OSA 1923, and they swallowed their ugly acts.

God gave me courage to fight against the corrupt officials of DRDO. I have begun this journey just after “KARGIL WAR”. DRDO did consumed thousand & thousand crores, did not delivered any significant product which can utilize in “KARGIL WAR” and then General Malik uttered “casualties in the conflict could have been reduced had the Defence Research & Development Organisation (DRDO) “not come in the way”

On 28th October 2013 Defence Secretary Sh R K Mathur put up note to Defence Minister with proof of involvement in recruitment of scientists unfairly with manipulation and hiding facts while investigation, trying to close three times the investigation with wrong feedbacks by following top DRDO officials.

 A very strong recommendation from Honorable Defence Minister highlights the incompetence of existing Recruitment & Assessment Centre ( RAC). Honorable Defence Minister recommended the replacement of RAc by suitable recruitment agency like UPSC from financial year 2014-15.

CBI inquiry is big blow for DRDO having lakhs crores  infrastructure, having more than 30000 strong scientific / technical work forces, having 52 labs across the country.

Some of the above top ex DRDO officials’ calls on to Honorable Defence Minister to convince their innocence during last to last week and expressed that CBI inquiry may stop further research work in DRDO. Honorable Defence Minister very well knew that in the last 30-40 years of their scientific carrier what are their ground contribution because DRDO measurably failed to deliver any significant product in our last “KARGIL WAR”. They forgot that before them or after them whatever DRDO achieved or achieving that is because of honest people work force not by their corrupt / nepotism /incompetent group.

DRDO directors demonstrated their incompetency several times but they manage major share in defence budget every year. They do not deserve single penny until unless they are able to develop an import substitute.

With fake degree’s the manpower were selected as charge-man/ technical assistant and become scientist’H’ outstanding scientist, distinguished scientists by purchasing degree from private institutions, deemed universities and also manipulating by DIAT itself, crores of crores rupees were distributed by DRDO every years in the name of scientific development but now by CGDA audit also revealed that this money is routing through private institutes and deemed universities. It also confirmed facts that if any one check DRDO’s M Tech/PhD’s/ honorable degrees then will found that the money connection and degrees allotments like reveri’s by private universities and deemed universities etc. And unfortunately this mechanism also starts following in government intuitions in the name of resource development.

The incompetence of DRDO directors have been observed and felt by services Hqrs. Since inception of DRDO till 1990, DRDO used to work very closely on General staff requirement and Generals were closely monitoring day to day developments of DRDO. But when DRDO started “working on major programs” without prior knowledge of basic science &technology gave assured commitment for product development which never saw the light of the day.

The time has come for sincere and honest efforts by scientific community for an end result/ product development.

Honorable Defence Minister is requested to thoroughly investigate the DRDO procurement policy which has made the scientist a mere suppliers. Every director of 52 Labs has fake companies or associations with suppliers. Investigation will reveal that incompetent suppliers who are in touch with DRDO director beside his knowledge base, if he is rice exporter/ simple computer peripheral sellers /simple traders, he can sell any high-tech missile parts/ high tech laser components / high end software’s or anything which required by DRDO scientists in national interest or strategic applications. Dilemma these high tech information is shared by these incompetent suppliers with their families in kitchen and dining table. This is only for money matter nothing else no national interest, no values, no moral. In last 10 years honorable defence minister and national security adviser also received n numbers of anonymous letter but having truth and IB also gave confirmation reports.

Sir, how can you imagine wonders from this mind set the lab directors of DRDO ?  Absolute power, Absolute corruption.

Government of India, Ministry of Defence should reconsider the appointment of Scientific Adviser to RM as it was done through search committee before 1984. A person with a moral values /strong scientific knowledge base known across the globe/ technical leadership/ technology contributions like  Dr. Daulat Singh Kothari,  Prof. Suri Bhagavantham, Dr. Basanti Dulal Nagchaudhur I, Dr. Raja Rammana, etc.

The selection of Scientific Adviser in house the incompetent manpower has damaged the scientific temperament. The current environment / work culture there are no special or outside observation encouragement for innovation, creativity, scientific achievements, etc, only incompetent/ yes man/ are encouraged. Today in DRDO no transparency in recruitments / promotions /procurements is observed, every lab facing nepotism/ yes man culture.

Sir, I want to congratulate you for taking such strong decision and giving signal to all corrupt official of DRDO, in spite of big lobbyist ex – DG, SA to RM who have good connection in PMO.

The decision is timely, well awaited Lokpal has passed honorably from both the houses and Lokpal recommends appropriate punishment for corrupt officials, “They will get their due”

BELIEVE ME FELLOW CITIZENS, DAYS OF CONTINUANCE OF THE SERVING CORRUPT OFFICERS OF DRDO IN GOVERNMENT SERVICE ARE VERY LIMITED AND THE COUNTDOWN HAS STARTED FOR THEIR REACHING TO THEIR RIGHTFUL PLACE OF BEHIND THE BAR PUBLIC NOTICE

All fellow honest citizens are called upon to provide information of corruption in DRDO so as to file a public interest litigation (PIL) to eradicate corruption from DRDO, Ministry of Defence.

This is a matter of great happiness to one and all that at least 10 (ten) prima-facie corrupt very senior retired scientists of DRDO are facing thorough investigation of the CBI on the approval of the Hon’ble honest Defence Minister Sh. A.K. Antony who is a beacon of hope to all honest fellow citizens. Now it has been decided by the likeminded retired and serving employees/officers of DRDO and by the interested honest fellow citizens to eradicate altogether every form of corruption from DRDO. So, I call upon all fellow honest citizens, retired and serving employees and officers of DRDO to kindly bring into the kind notice of me about the acts of corruption, criminal misconduct amounting to corruption, criminal conspiracy to commit criminal offences, breach of trust by the public servants of DRDO on the following aspects through whatever means suitable to them (i.e.through post, through email and through fax etc.).

1.      Corruption in Direct Recruitment for various posts in DRDO

(i)      Acts and omissions of Corruption in direct recruitment of non-gazetted staff in admin & allied    cadre and in  DRTC cadre of DRDO.

(ii)     Acts and omissions of Corruption in direct recruitment of Scientist ‘B’ under DRDS cadre of DRDO through   scientist entry test (SET) scheme.

(iii)      Acts and omissions of Corruption in direct recruitment of Scientist ‘B’ (for isolated posts) and  Scientist ‘C’, ‘D’, ‘E’, ‘F’,‘G’ & ‘H’ through lateral entry scheme.

(iv)     Acts and omissions of Corruption in direct recruitment of Scientist under DRDS cadre through ROSA Scheme.

(v)      Acts and omissions of Corruption in direct recruitment of Scientist under DRDS cadre through NRI Scheme.

2.       Corruption in promotion for various posts in DRDO

(i)      Acts and omissions of Corruption in promotion given through Limited Departmental Competitive Exam (LDCE) method to DRTC personnel.

(ii)     Acts and omissions of Corruption in promotion given to the post of Scientist ‘B’ through LDCE  method to DRTC personnel.

(iii)    Acts and omissions of Corruption in promotion to the post of  Scientist C, D, E & F done through assessment boards of RAC by not creating the documents of the marks given by each member of the assessment board or by destroying such record or by not taking into cognizance the marks of individual members of the assessment boards.

(iv)    Acts and omissions of Corruption in promotion to the post of Scientist G & H (both outstanding scientists and distinguished scientists) through peer committee review method by rejecting the recommendation of the earlier committee or by nominating favorable members in the peer review committee or by taking into consideration the fake contribution mentioned by the candidates without ascertaining the correctness of the same.

(v)     Acts and omissions of Corruption in constitution of the assessment boards for promotion of scientist to the post of scientist C, D, E & F.

(vi)    Acts and omissions of Corruption in constitution of the members of peer committee for promotion to the post of Scientist G &H.

(vii)   Acts and omissions of Corruption in promotion done by CEPTAM through assessment to various non-gazetted and gazetted posts of DRTC cadre of DRDO.

(viii) Acts and omissions of Corruption in constitution of the assessment boards for promotion done by CEPTAM through assessment to various non-gazetted and gazetted posts of DRTC cadre of DRDO.

(ix)    Acts and omissions of Corruption in making promotion in Admin & allied cadre, DRTC cadre & DRDS cadre of DRDO by violating the express provisions of the concerned SROs.

3.       Corruption in permanent absorption of deputationist and service officers against various posts in DRDO

(i)      Acts and omissions of corruption in permanently absorbing the deputationist against the various posts of DRDO

(ii)     Acts and omissions of corruption in permanently absorbing the service officers in the DRDS cadre of DRDO.

(iii)    Acts and omissions of corruption in permanently absorbing service officers on the higher posts in DRDS cadre of DRDO in comparison to last post held by them in Defence forces.

4.       Corruption in making compassionate appointment in DRDO

(i)      Acts and omissions of corruption by giving false reports by the board of officers in favor of some candidates and in against to some candidates.

(ii)     Acts and omissions of corruption by taking into cognizance fake certificates of some candidates and ignoring genuine certificate of some candidates.

(iii)    Acts and omissions of corruption by appointing some candidates on impersonation basis.

(iv)    Acts and omissions of corruption in making appointment by twisting and distorting the extant government policy.

5.      Corruption in handling vigilance cases and matters

(i)      Acts and omissions of corruption by not implementing the standing policy of DOP&T (fully endorsed by DRDO HQ) regarding transfer of personnel and officers of DRDO holding sensitive appointments at regular interval.

(ii)     Acts and omissions of corruption on the part of director of vigilance & security of DRDO HQ by not taking into custody the original concerned record of DRDO and not submitting the same to the CVO of MOD within a maximum period of one month pertaining to complaints of vigilance nature submitted to CVC under Public interest disclosure and protection of the informer (PIDPI) resolution (colloquially-whistle blowers complaints) and forwarded to the Director of Vigilance & Security of DRDO HQ through CVO of MOD.

(iii)    Acts and omission of corruption in the form of submitting false report by the custodians of the concerned record of DRDO to the Director of Vigilance & Security pertaining to PIDPI complaints forwarded by CVC to the Director of Vigilance & Security of DRDO HQ through CVO of MOD.

(iv)    Acts and omissions of corruption in the form of not ascertaining the correctness of the report submitted by the custodians of the record of DRDO to the Director of Vigilance & Security of DRDO HQ by Director of Vigilance & Security of DRDO HQ and forwarding the same to the CVO of MOD leading to escape of the corrupt officers of the DRDO.

6.      Corruption in giving service extensions to the senior scientist of DRDO after attaining the age of superannuation

(i)      Acts and omissions of the corruption in the form of devising separate Performa in violation of the Performa prescribed by the DOP&T and submitting the proposal to the DOP&T in the tailor-made Performa for service extension of senior scientist in DRDO after attaining the age of superannuation.

(ii)     Acts and omissions of the corruption for initiating proposals for service extension of ineligible senior scientist as per the FR 56(D), processing and getting approval of such proposals from DOP&T and from appointment committee of cabinet.

(iii)    Acts and omissions of the corruption in the form of giving false comments and false appreciations and false contributions in favor of chosen retiring senior scientists in the concerned note sheets of the concerned files so as to extend illegal service extension to some chosen scientists by misrepresenting the material facts.

(iv)    Acts and omissions of the corruption by disregarding the complaints of vigilance angle pending against some of the retiring senior scientists and pushing forward proposal for service extension to them to do irreparable loss to public interest.

7.      Corruption in making buildings and infrastructure facilities and equipping such facilities with the necessary store      items in DRDO

(i)      Acts and omissions of corruption in awarding contract to particular contractors (having cartel or having an existing fake firms) for supply of stores and hiring of services for purely or mainly administrative nature of function of DRDO.

(ii)     Acts and omissions of corruption in the form of involvement of blood and marriage relatives of high officials of DRDO as owners, as board of directors or acting as partners in the firms or contractors to whom DRDO has been giving regular supply orders.

(iii)    Acts and omissions of corruption of any kind in tendering procedures for supply of stores and hiring of services and manpower in DRDO.

(iv)    Acts and omissions of corruption in the form of submitting inflated bills, of the store item purchased or the services hired, to the offices of DCDA (R&D).

(v)     Acts and omissions of corruption involving the colorable exercise of authority to abuse and misuse the authority vested in the capacity of senior government functionary for vested interests with regard to purchase of stores and hiring of services and manpower.

(vi)    Acts and omissions of corruption involving the cases of corruption in the form of misplaced sense of economy in purchasing stores and hiring services and manpower in DRDO.

(vii)   Acts and omissions of corruption involving any other kind of financial impropriety.

(viii) Acts and omissions of corruption by dismantling some portion of the newly constructed official buildings without actual need and to get the same renovated lavishly.

8.      Corruption in purchase of stores and in hiring of the services in DRDO exclusively or mainly on administrative nature of jobs

(i)      Acts and omissions of corruption in procurement of stores and hiring of services for purely or mainly administrative nature of function of DRDO.

(jj)     Acts and omissions of corruption in awarding contract to particular contractors (having cartel or having an existing fake firms) for supply of stores and hiring of services for purely or mainly administrative nature of function of DRDO.

(iii)    Acts and omissions of corruption in the form of involvement of blood and marriage relatives of high officials of DRDO as owners, as board of directors or acting as partners in the firms or contractors to whom DRDO has been giving regular supply orders.

(iv)    Acts and omissions of corruption of any kind in tendering procedures for supply of stores and hiring of services and manpower in DRDO.

(v)     Acts and omissions of corruption in the form of submitting inflated bills, of the store item purchased or the services hired, to the offices of DCDA (R&D).

(vi)    Acts and omissions of corruption involving the colorable exercise of authority to abuse and misuse the authority vested in the capacity of senior government functionary for vested interests with regard to

9.      Corruption in awarding DRDO chair, chairman of the boards of DRDO and DRDO fellow

(i)      Acts and omissions of corruption for initiating processing and approving the proposal for awarding DRDO chair, chairmanship of the various boards of DRDO and DRDO fellowship to undeserving candidates by misrepresenting material facts.

(ii)     Acts and omissions of corruption done by the serving senior scientists of DRDO HQ in the form of quid-pro-quo to those retired scientists in the form of awarding DRDO chair, chairmanship of the various boards and DRDO fellowship who gave clean chit in the corruption cases against the serving senior scientists.

(iii)    Acts and omissions of corruption for initiating proposals to remove the age limit of 70 years for DRDO chair to give undue advantage to chosen retired scientists like SK Salwan.

(iv)    Acts and omissions of corruption in the form of giving DRDO chair to those retired chairman of RAC who was involved in rule making activity illegally for assessment of scientist F for promotion to the post of scientist G in 2011.

10.     Corruption in the form of misleading the parliament of India

(i)      Acts and omissions of the corruption in the form of false report submitted to either house of parliament about the successfulness of the particular project which was actually not successful.

(ii)     Acts and omissions of the corruption in the form of giving false report to either house of the parliament with regard to involvement and entrusting of Admin & allied cadre responsibilities to the scientist and technical manpower of DRDO.

11.     Miscellaneous nature of corruption in DRDO

(i)      Acts and omissions of corruption in the nature of disobeying the direction of law by the senior officer of DRDO while acting in official capacity.

(ii)     Acts and omissions of corruption in the nature of breaching the trust of public in the capacity of public servants by senior scientist of DRDO violating their official capacity.

(iii)    Acts and omissions of corruption and criminal conspiracy to breach the trust of public in the capacity of public servant and to commit other criminal offences with common intention to do so.

(iv)    Acts and omissions of corruption in the nature of joining those private educational or commercial concerns by the retired senior scientist of DRDO within 01 year from retirement to whom DRDO have given funds and acted in collaboration with them.

(v)     Acts and omissions of corruption in the nature of embezzlement of govt. money in DRDO in whatever manner possible.

(vi)    Acts and omissions of corruption in the form of misappropriation of govt. money by twisting the material facts and acting in collusion.

(vii)   Acts and omissions of corruption in the nature of false claim of TA/DA and LTC by using flyer points and charging from the govt. exchequer in the name of LTC.

(viii) Acts and omissions of corruption in the form of drawing HRA illegally while residing in govt. guest houses by the very senior functionaries of DRDO.

(ix)    Acts and omissions of corruption in the form of using govt. vehicle for personal uses & showing them as official usage.

(x)     Acts and omissions of corruption in the form of weekly visiting native places situated at Hyderabad and Bangalore in the pretext of official duty and charging huge amount as air fare by the very senior scientist of DRDO HQ.

(ix)    Acts and omissions of corruption in the form of showing false expenses in other heads of accounts for actual expenses of lakhs of rupees incurred for liquor parties and lavish dance parties arranged every year and directors’ conference in Metcalfe House, Delhi and at Development Enclave, Delhi.

(x)     Acts and omissions of corruption in the form of acquiring and amassing disproportionate movable and immovable assets by the very senior scientists contrary to their known sources of income.

(xi)    Acts and omissions of corruption in the form of posting and retaining unauthorized Gazetted and non-Gazetted manpower of AFHQ cadre in DRDO HQ.

(xii)   Acts and omissions of corruption in the form of illegally posting AFHQ cadre officers in the labs of DRDO at Delhi.

(xiii) Acts and omissions of corruption in the form of creation of illegal and unauthorized designations in DRDO HQ and in the labs of DRDO without the authority/approval of Finance Ministry.

(xiv) Acts and omissions of corruption in the form of willful distraction and non-maintenance of the concerned record as per the provisions of public record act 1993 so as to avoid fixation of responsibility against the illegal acts of the very senior scientists of DRDO.

(xv)   Acts and omissions of corruption in the form of allotting govt. accommodation to non-eligible persons in DRDO’s own accommodation by the Estate Managers of the EMU of DRDO.

Don’t be afraid of anything, be bold and be knowledgeable in the sense that whoever has committed criminal offences of criminal conspiracy for committing breach of trust and using and issuing fake certificate or tampering in govt. records or indulging in criminal misconduct amounting to corruption for committing any kind of criminal offences can be caught and brought to the book at any time as per the provisions of IPC 1860, Cr. PC 1973 and prevention of corruption act 1988. There is no bar of limitation act in initiating criminal case by any person for committing criminal offences by the high serving and retired functionaries of DRDO. The only thing is important is that whatever information you provide to me should be verifiable from some independent govt. document whether in your custody or not and wherever available. Don’t think that particular case of corruption in DRDO in your knowledge is some 15 years or 20 years old. Documentary evidences created during ordinary transaction of official work in DRDO are like the guided missiles in which very senior scientist of DRDO are very expert. Don’t forget that the responsibility to eradicate corruption from DRDO lies on shoulders of every stakeholder. Please do contribute in this effort of nation building for which next progeny of ours will always remember us. Fellow honest citizens of this great country are the biggest stakeholder to eradicate corruption from DRDO.
