In a fresh blow to Defence Research and Development Organisation (DRDO), the Central Vigilance Commission (CVC) has advised initiation of major penalty against two of its scientists.
Acting on a complaint alleging irregularities in appointment and promotion of scientists and based on subsequent investigation by the Chief Vigilance Officer of the Defence Ministry, the CVC found Arun Kumar and A K Bansal blameworthy.
“The case has been examined by the commission. On the facts of the case, the commission is in agreement with Ministry of Defence and advises initiation of major penalty proceedings against Dr Arun Kumar, senior scientist, DRDO, and A K Bansal, additional director, Recruitment Assessment Centre,” the CVC office memorandum dated August 23 said.
Recruitment and Assessment Centre (RAC) of the DRDO was set up in July 1985 for the recruitment and promotion of scientists. The RAC is exempted from the purview of Union Public Service Commission.
Sources said the complaint was lodged by a DRDO employee alleging nepotism and lapses in the policy of recruitment and promotion.
It is learnt that the matter was taken up by the defence vigilance based on Defence Minister A K Antony’s directions.
Arun Kumar is currently serving as Director, Personnel – a DRDO department that coordinates recruitment of scientists and appointment of consultants. Kumar was promoted to the grade of an outstanding scientist in 2010. It was alleged that he misused power to induct his daughter in a laboratory functioning under the DRDO, in violation of laid down norms. After examining the probe report, the CVC has also advised the ministry to reconsider the appointment of his daughter.
The DRDO’s image took a beating recently after a secret audit report ordered by Antony unravelled the rot within. Citing various cases, the report claimed that the DRDO’s functioning was not transparent.
Also, no comprehensive database with details of projects sanctioned by the DRDO and how many were declared successful was in place.
The DRDO has a network of 52 laboratories and establishments spread across the country with an annual budget of over Rs 10, 500 crore. Currently, it has over 5,000 scientists and around 25,000 support staff working in several areas of defence technology.

The appellant submits that there are a large number of senior scientists who have lived or are living in Government guest houses and yet claiming House Rent Allowance which is contrary to the rules. Thus, they are defrauding the Government. He provides a list of such scientists which is as follows :-

staying in DRDO transit facilities/Guest house from the date of their reporting to that station Officers, if have stayed/staying in the DRDO transit facilities/Guest house for more than a month and have simultaneously claimed /claiming HRA for the said period of stay, is against govt. orders/regulations.
2. In view of the above, officers posted at any station who have stayed/staying in
DRDO transit facilities/Guest house for a month or more from their date of reporting and also have claimed/claiming HRA for the said period are required to refund the amount of HRA wrongly claimed forthwith by 15 Sep 2011 through MRO under intimation to the undersigned.
4. This has the approval of the competent authority.
5. The contents of this letter may please be communicated to all concerned.” He wishes to know as to why no recoveries have been effected so far.
6. To this, Shri Mishra would respond that recoveries have been made from all of the scientists.
7. In my opinion, this does not mitigate the irregularity committed in claiming HRA by the above named scientists. Even so, it is to be noted that recoveries have been made from all concerned. If so, the appellant may be informed accordingly in 03 weeks.

This is a case of the corruption so that the main object to take this information is to provide as an evidence before High Power Investigating Officer/ Commissions / High Courts in the interest of law and justice. 8. Brief facts of the case:-
I submitted my RTI application before the CPIO, DRDO, New Delhi on dt.29-10-2011. Cause for put up this application was the allegation of the corruption / misuse of the office for HRA benefits in their own financial interest after corrupt practices because “ It has been observed that some officers posted to a lab have stayed / are staying in DRDO transit facilities / Guest house from the date of their reporting to that station. Officers, if have stayed / staying in the DRDO transit facilities / Guest house for more than a month and have simultaneously claimed / claiming HRA for the said period of stay, is against govt orders / regulations.” So that financial losses occurred to govt. funds by the corrupt officers / scientists. CPIO reply is not satisfactory and not as per the law because the RTI is related with the allegation of the corruption and not exempted under section 24(1) of the RTI Act-2005.
In his reply FAA mislead to me with the reference of Supreme Court civil Appeal no – 6454. However in this Supreme Court civil Appeal no – 6454,clearly mentioned that- “37. The right to information is a cherished right. Information and right to information are intended to be formidable tools in the hands of responsible citizens to fight corruption and to bring in transparency and accountability. The provisions of RTI Act should be enforced strictly and all efforts should be made to bring to light the necessary information under clause (b) of section 4(1) of the Act which relates to securing transparency and accountability in the working of public authorities and in discouraging corruption.”
I was not satisfied with the reply of CPIO,DRDO HQ, New Delhi, after that I submitted an appeal before FAA to take the information but the FAA of DRDO dismissed the appeal and failed to provide the information with the ref. of second schedule of the RTI Act & section 24(1) of the RTI Act-2005.
9. Reasons/grounds for this appeal:-
1- That this information is directly related with the corruption and misuse of the office and not come under section 24(1) of the RTI Act because Director of Personnel for DG(R&D) issued a recovery of HRA letter no-DOP/03/31000/M/05 DT-17 Aug.2011 . It seems that a financial irregularity are carried out by the officers / scientist in DRDO. So that financial losses occurred to govt. funds by the corrupt officers / scientists.
2- That the main object to take this information is to provide as an evidence before High Power Investigating Officer/ Commissions / High Courts in the interest of law and justice.

Never possible that Mr. Sarasvat SA to RM is unknown from the Tender pulling ways in DRDO by corrupt scientist and sheltered by the seniors put up a big question and if he is not known then it is also a question to the intelligence and vigilance agencies. 1-Ex – Scientists of DRDO getting the Tenders with the pecuniary arrangement with his colleagues Presently working in DRDO. — HERML having practice to hire outside manpower to produce explosive and the companies involved in this business is related to ex- DRDO senior officials. Dr Hardwar Singh, Ex- Director HEMRL & present director M/s Viswaat Chemicals Pvt Ltd since 2006), the sources said that earlier he was sleeping partner (his son Bunty was inducted in the firm as an employee) when he was active Director, HEMRL. 2- Single contractor submit tenders in different names and pull the tender on high value — Dr S K Vasudeva ex Director spic (presently Program Director at the age of 66 yrs).Dr S K Vasudeva has a close friend Sh Sudhir Marwaha.Sh Sudhir marwaha has created many namesake companies in the name of his close relatives and friends. Tenders are filled by these relatives and friends in the name of these namesake companies for all the construction and technical projects in SPIC DRDO.All the projects in this way are awarded to Sh Sudhir Marwaha by CCE R&D( for the last one decade). 3- Back door support — Tender released to another party came through back door with the support of DARE senior members who took all product input, budget, data sheets and quoted rates accordingly to pull tenders.[ For detail Pl. see Annex – III]
A high revenue loss is expected from this type of the tender pulling techniques developed by corrupt scientists. Scientific Advisor to Raksha Mantri & Secretary DRDO , Mr. Sarasvat is fully Accountable & Responsible to Govt. of India revenue loss.
I request you to take suitable action against the corrupt scientist / accountable officer and prevent the tender pulling by the Ex – Scientists of DRDO getting the Tenders with the pecuniary arrangement with their colleagues presently working in DRDO.

I have faith on our system, that’s why I am writing to you even after RTI rejected my request to provide a satisfactory answer.
The purpose of this mail is to “delink our scientists from the external polluted world” and if anyone does it for his own interest he or she must be noticed and get the due reward so that our new generation of scientists will focus on more creative things than doing unwanted jobs”
1.This is a requirement for a entirely new technology product called ARINC -818 used for Video data over Fibre Channel”
2. Normally for new technology it’s practice to initially purchase off the shelf product to get familiar with the technology.
3. Based on this requirement we spent almost 8 months time with DARE team to provide demo, data sheets etc etc.
4. finally tender came with our specification ( a product from GRT, USA).
5. since the requirement was very urgent they asked us to delivery in 4 weeks. You can see the same in the tender specification attached for your reference
6.after tender is released another party came through backdoor with the support of DARE senior members took all our product input, budget, data sheets and quoted
7. Due to his link he has managed to grab the order with 16 weeks as delivery time as a development project ( if it has to be a development project there are many companies to quote for the same, but since it was 4 weeks delivery no one quoted as it understood to be a off the shelf product.
9. the tender opening was delayed to make this party do some development job.
10. However it was not delivered ( as expected) even after 16 weeks.
11. in the mean time we asked the details of what this party is going to supply ( only technical info) in 16 weeks and i was replied in negative by RTI reply.
12. we even got calls to withdraw the complain which was actually not a complaint but an information. I have attached the RTI letter for your reference.
13. I request you to take this investigation forward as Mr. Arun kumar is not very responsive and showing negative interest on such matters.
14. It seems if no one ask them they will take their sweet time to deliver something which of course will be acceptable to DARE team as the TOP Senior people have the blessings. However it is not the way we look forward our scientist to get involved in favouritism to this extent and which will not take us forward.
We look forward for a quick and satisfactory investigation to this matter which will have a positive impact.

Dear Sir,
I can give you my affidavit whenever you require to put my strong complaint related with the CVO / Director / Add. Director (Intelligence & vigilance); O/o –DRDO that they are working for providing the shelter to the corrupt officers and scientist in DRDO. After having strong evidences they ignored and give the clean chit to the corrupt officers / scientist. This clean chit is used by the corrupt officers and scientist to show their integrity. A lot of honest departmental senior officers and scientist put up complaints against the corrupt DRDO scientist but this Directorate of Intelligence and vigilance give the shelter to corrupt persons and recommended the action against the honest officers and scientist. This is a very good joke in your corruption preventive department. Can you scrutinize the complaints investigated by this CVO / directorate (Intelligence & vigilance) of DRDO? If yes than a lot of honest officers / scientists / NGO’s and individuals will give you strong evidences related high level corruption in DRDO, Ministry of Defense.
Secondly , however RTI is not your jurisdiction but a lot of the RTI file before CPIO, o/o DRDO to take the corruption related information’s, but CPIO never give the corruption related information to the RTI activist and get sheltered from 24(1) of the RTI act. If you can take the notice on RT I applications related with corruption than definitely you can get evidences against the corruption.
Thirdly, a lot of the scientist are involving in spy the researches and leak the classified information’s. This Directorate (intelligence and vigilance) O/o – DRDO is fully aware about these things but after that they are given the shelter to the corrupts.
Fourthly, I put up more than 100 complaints scrutinized by the (intelligence and vigilance) O/o – DRDO and give shelter to the corrupt offices / scientists—-
1- Scientist ’F’ O/o-DRDO; Neelam Bhalla complaint for recruitment of Swati Srivastava Scientist D/o-Mr Arun Kumar, Director O/o- DRDO HQ.
2- Senior Administrative Officer, O/o- DRDO Mr Prakash Singh , more than 40 corruption related complaints.
3- My corruption related more than 20 complaints against RAC OF DRDO.& others.
4- Spy of the research related complaints by the honest DRDO Scientists.
5- More than 50 corruption related complaints through www.drdocorruption.com
TOP senior scientists of the DRDO directly related with corruption, so that CVO / Directorate (intelligence and vigilance) O/o – DRDO give the shelter to his senior involved in corruption.
I request you to re-investigate the all corruption related cases of the DRDO investigated by the CVO / Directorate (Intelligence & vigilance) of DRDO through another investigating agency or directly by the CVC. I assure you that you will find out the heavy corruption in DRDO. I will be highly obliged for your kind consideration and necessary action.

India became a nuclear state with underground explosion on 18th May 1974, known as Pokhran-I (Smiling Buddha). The economic condition then did not permit this misadventure as the fallout was international sanction.
Sh. Atal Bihari Bajpai, then opposition leader expressed his view in the parliament “A hunter went for hunting the lion in the deep & dense forest on a bullock cart, when the lion appeared and roared the hunter in hurry asked his subordinate to load the gun, the helping hand said sorry sir, in a hurry we forgot to bring the gun but license is with us. The hunter requested the lion please give me some time to bring the loaded gun and then I assure you a decisive fight”
What Sh Bajpai said then was proved during KARGIL WAR 1999, the active defence asked for latest arsenal from DRDO and in return DRDO showed them the license.
DRDO bosses show the licenses instead the loaded gun (Product) and when the user demand they always seek more time. This mockery will continue until a firm accountability is implemented and user active participation in project/ program is made mandatory.
User requirements if not met in time then concerned officers who participated in developmental process should be made accountable.
Until these steps are taken, DRDO will only show the licenses of doing research even if country faces next KARGIL like scenario.
DRDO needs similar determination in development projects/programs like the US & Russia. When Americans developed the mother of bomb GBP-43/B with blast yield 11 Ton in 2003, then in 2007 Russia produced Father of Bomb (ATBIP) with blast yield 44 Ton. And now US produced MOP (Massive Ordinance Penetrator) which penetrate 60 feet thick concrete wall bunker and will reach the target with satellite guidance.
SA to RM is not only to enjoy the personal gym which was constructed and procured at Development enclave under project funds but he is also supposed to accelerate the developmental efforts in frontline technologies having 20 years life.
The constitutional limitation of SA to RM is such that he is not able to take timely decision/action to save the image of DRDO like Sh T Mohan Rao, Director, GTRE’s massage parlour episode; he has overlooked GTRE lab which is running without suitable and committed head since May 11, 2011. Similarly like Dr Arun Kumar, DOP, lots of cases/complaints pending against him with documentary evidences right from Defence Minister, CVC, Women Cell, Court etc but SA to RM does not bother about the image of DRDO.
This type of corrupt team of DRDO are becoming role model for the young scientists and in the process sincere scientists leaving DRDO.
The decision made for extension of service is without any analysis. The incompetency is growing, the deserving are the sufferers, the team lead by aspiring seniors stop working and result no output is poor tax payer of the country is ultimate looser.
The PMO, the Finance Minister is not able to find the hole in their GDP. In last 20 years technology import by DRDO has bypass all the procurement policy. For DRDO Directors “money is flowing”. The government has show leniency and the technology being imported is on its peak. 90% of the sanction budget for DRDO is being spent on 15 years old abandon technology of developed nations.
The experts from DRDO justify the procurement as the supplier agents offers them massage parlour to hefty commissions, good food, spa and stay in a 5 stars for a brief period.
The obsolete technology are imported as custom built item and 5 to 10 times higher cost and paid in Indian currency. The global tenders placed two to three times until the desired supplier decides the percentage of commission with journey to country from where technology is being imported. Further in the name of AMC signed MOU to ensure their periodical personal inputs and this periodical revenue is the sole cause of extension in service.
With this attitude of DRDO top brasses and MoD’s inability to handle the situation can we imagine to ever see the Vision – 2020? It is a big question?

Why I asked this Information –
DRDO sends annually many officers for higher studies particulars to IIT’s and national Universities. The admission which granted normally after tough competitions are available to DRDO’s sponsored candidates was easily.
Aim of such higher studies is to use the academic platform to solve the complicate technical issues. DRDO in turn give the IIT’s or Universities sufficient grants against project and R&T schemes.
No one gets benefited neither the institutions nor the DRDO, it is because the most of the individuals after getting higher education working as admin, allied works, and the reaction of this most of them leave the organization. For example Dr.DP Singh, Estate Manager, Scientist ‘F’ did his post graduation and PhDs from DRDO sponsoring and performing duty of admin purely non scientific assignment. Sh A.K Musla, Sc ‘F, holding post Joint Director Admin in IRDE, Dehradun, he also did his B.Tech and M.Tech from DRDO sponsored funds and working as purely in admin. I am quoting only two names as tip of the iceberg, because in DRDO you will find 100 of such cases. DRDO is shear wasting the corers and corers rupees public funds in the name of higher education programs. Although, the aim and object of the higher education program is really good, but in hands of bad corrupt officials, the output is wasting by DRDO.
According to the ministry, a total of 1,107 scientists, mostly young entrants, have resigned from the DRDO between 2003 and 2007, implying that on an average one person leaves every two days.

What I have asked in my RTI
The DRDO Awards Scheme, in its present form, was introduced in the year 1999 to motivate DRDO scientists, engineers and partners in industries and academic institutions in contributing for the cause of national security and self-reliance. The present Award Scheme, instituted by the Government of India, are therefore, meant to encourage DRDO scientists and our partners in the Private Sector Undertakings (PSUs), the private firms as well as the academic institutions in performing even better towards accelerating the pace of development of critical technologies, transfer of technologies from laboratories to industries as well as productionisation of the state-of-the-art defence systems
The Scheme consists of a total of 17 awards, out of which, 4 awards are given by the Directors of the concerned laboratories/establishments in recognition of outstanding contributions of their scientists and other supporting staff consisting of technical, administrative and allied cadres. The remaining 13 awards are decided at the DRDO HQrs for which nominations are called every year from all laboratories/establishments. The nominations are initially short listed by the Screening Committee under the chairmanship of the Chairman, Recruitment and Assessment Centre (RAC). The short listed nominations are, thereafter, examined by the Apex Committee for finalisation of the awards which also consists of two outside experts. These awards are normally given away by the Prime Minister of India on the “Technology Day” which falls on 11th May of every year.
In this connection it is requested to provide the following detail information

Why I asked this Information –
The awards given by Government of India like Padma Award, Shanti Swaroop Bhatnager Award etc all these awards are given with an aim to encourage/motivate/ recognize the contribution of individual recipients and therefore it carries a citation.
DRDO constituted its awards like Scientist of the year, Young Scientist awards, Technology Leadership Award etc. with the aim to inculcate a culture of hard work, dedication, scientific achievements, and technology breakthrough leading to the technology development for national security.
But the award given in DRDO, the mode of selection, the encouragement to the scientific team does not rely on the standards.
Different rules for different occasion or different rules for different officer, the motto of DRDO or the definition of DRDO is suitably implemented..
The public would like to know the manner DRDO spending nearly 2 crores of rupees annually to these awards, the recipients does not know that he has been chosen for this award, there is no scientific presentation of technology. The recipients, are even unable to operate any scientific instruments like network analyzer, spectrum analyzer etc because most of awardees scientist or technical personals are working as Director Management Services, Head Material Managements, Security Officer, Library In-charge, Works In-charge and other suitable position from where they can feed their Akas(Boss).
If any one look in to the list of award recipients and analyses year wise, he will be find the most of citation actually not even justify the work or relation between award and awardees.
There is N number of examples available in various labs where most of awards were not justified; it is purely depending upon the Director’s choice. So nut shell DRDO awards are like ”Andha banten revari apne apne ko de” it is nothing doing with their contribution whether the awardees is related to technology or not. How come a person sitting in security, MT will entitled to get technology award, when DRDO having other awards for non technical working area.
It is really big question in front of country people?
Like in Kargil, one officer got gallantry award and later it was found that the fake encounter was staged for award. (Famous ketchup Colonel Case)
Same tactics is adopted by DRDO they are distributing awards to their own boys with fake technology propaganda.
Since money belongs to poor tax payers, when Padama award citation are available to citizen of India then how can DRDO deny give details in the name of schedule –II exemption.
One award Defence Technology Absorption Awardis using by DRDO for giving color to their pet firms. Why I asked this Information –
Almost 400 Corers of rupees are distributing through these boards and different DRDO projects to IIT’s, Universities’ and Colleges and even some NGO’s, in the name of expanding and deepening the knowledge-base, Enhancing core competence in the field of knowledge, To encourage and provide funds for basic research in pertinent scientific disciplines etc.
The most of funds distributed till date to maximum private universities and private institutions and especially in last ten years out of total grants has gone to southern states. DRDO in its charter of duty has specifically mentioned Kashmir to Kanyakumari and Gujarat to North East the equal opportunity will given to universities/institutions.
The DRDO is giving funding for various R&T projects with IIT’s, IIsc’s and various premier scientific institutions. In return DRDO sends annually many officers for higher studies particulars to IIT’s and national Universities.
The number of international papers can justify the real out of projects working with IIT, IIsc and other various institutions.
I am surprised that DRDO is deny for giving information related to paper publish in international journals, where is schedule-ii exemption is comes in between.
Information sought is already publish in journals, so why DRDO afraid to give information. It shows that DRDO is not respect for RTI Act 2005.
International publications are basically the most valuable achievement of any scientific institute /organization and it always proudly mentioned by each and every institute /organization.

Why I asked this Information
The information sought for is not related to end senior officer in his individual/personal capacity but in his capacity being a public authority.
Too frequent visit to a particular destination on Government expenses require to justify and as to how much it was beneficial to the organization and how much to the officer especially when he belongs to that particular destination. It appears that the permanent residence is his Hqrs and place of posting is a temporary duty station. The frequent move availability of the officer in the Hqrs. station may lead to problem of command and control and discipline, which may hamper the progress and led to undue delay and time and cost overrun to ongoing projects of DRDO.
In this particular case I requested the TD details of Dr. Prahlada, Appellate Authority, CC R&D (Ae & SI) & DS, who is staying C-7 Qutab Enclave, DRDO guest house since his posting to DRDO Hqrs, for him most of time he took his breakfast in his Hyderabad residence and lunch in DRDO Hqrs and evening for dinner he was again back to his Hyderabad residence. Please see his TD detail and then decide.
Second one is Shri RC Aggarwal, Director DEAL, Dehradun, since his posting he use to out from DEAL, Dehradun almost more than 250 days out of 365 days. How can the armed forces expect trustworthy products from these so called senior scientists?
There more 9-10 CC R&D and Directors who are belongs to Hyderabad and Bangalore and their families are staying Hyderabad and Bangalore respectively and they all are staying in DRDO guest houses they are giving their residence address in telephone directory at DRDO guest houses and enjoying HRA also. They are frequent fliers, they all are already break the Milkha Singh ‘s (Flying Sikh of India) records and relishing without fear with TD with poor tax payers money.

Rama Rao Committee: The Defence Ministry had set up a committee on February 8th 2007, chaired by Former Secretary, Department of Science and Technology, Dr. P Rama Rao to review and suggest measures to improve the functioning of DRDO. The Defence Research and Development Organisation (DRDO) Review Committee constituted by the Government to suggest measure for improving the functioning of DRDO inter alia Ministry of Defence, and Services has submitted its report to the Government on 05th March 2008. It is under study of the Government.
Mohan Rao- Sh T Mohan Rao – Ex Director, GTRE caught red handed by Bangalore police in Jay Mahal Massage Parlour on 11th Maay 2011 with a supplier’s agent Sh V N Narayan and spend one night in police custody. He was removed as director, GTRE and attached with CEMILAC, but he is enjoying his service extension.
Boopathy: Sh G Bhoopathy, Director, DLRL, Hyderabad joined as Charge man and rise up to Director, in Feb 2011 he did great job, the contractor supplied two …… using project hired vehicles in his house and all drama was seen by guards, enquiry set up but nothing is done byDr VK Sarswat. Like old time when king was busy with ayashi then opportunist start looting and same thing happened in DLRL, misuses of power started in every corner of DLRL.
Arun: Dr Arun Kumar, DOP, DRDO Hqrs is the top manipulator of DRDO, whether it is question in manipulation of recruitment, or manipulation of promotion, or manipulation of service extension he is the best. Lot of complaints are pending against him, Civil Cases, Criminal Cases, Complaint in Women Cell, Complaint in CVC. SA blindly saving him for unforeseen reason may be SA is blackmailing by Dr Arun Kumar.
Please find following response from our SFCIAN, DRDO Complex, Jagdalpur. Now it is establish that if you put voice in genuine matters then DRDO management can’t ignore it, beside the corrupt official sitting there in top like DOP, Dr Arun Kumar have to take decision as per Government laid down rules and on the basis of humanitarian ground.
So keep it up and raise your voice against corruption, nepotism and favouritism prevailing in DRDO by all means but same time consider the national security also.
The Government has allowed us to speak about corruption, so don’t fear to expose corruption because the corruption is eating our organization like termite. The friends from all DRDO labs sharing their problems of harassments, victims of favouritisms like in this time the DRDO lab Directors did a very much unconstitutional act. In A-Par they reduced the marks in some cases more than 10 marks and increased more 10 marks to their favourite ones. Here the question arises, that how come a lab Director judge minutely the work done by DRTC staff instead of his immediate boss who is leading the project. It is clear cut conspiracy or act of sabotaging the projects undergoing in DRDO.
In RTI anyone ask these anomalies but on the other side I want to inform all you that in DRDO, DRDC meeting it is decided that the RTI activities are to be suppressed and also suppress representation practices, in this year at the last moment DRTC result was revaluated as per new unwritten guidelines they cut those name who were involved in any RTI’s / representations.
In one case of IRDE, Dehradun, the chairman of assessment board did not like the body language of candidate and declared unfit for promotion. The question is that the DRDO authorities who made these retired DRDO officials as chairman on the basis to oblige them are well versed about the proceeding of board. Nowhere is written about body language, or what to wear. This kind of examples is lame excuses to hide their ugly acts.

To purchase GM’s required items GM has kept tejasvi as cash purchasing officer for last 3year and continuing now also which is completely against Govt.Rules(it is allowed only max 6months as per rule).

e) There is a rule that temple should not be constructed in govt.land. But, the existing GM since,he is an hindu,he is constructing temple & in the name of temple construction he is collecting fund from vendors and contractors for which there is no accountability.

SA to RM is so helpless that even after Bangalore Police arrested GTRE, Director Sh T Mohan Rao under Immoral Traffic Act from a massage parlour and interrogated him with supplier ILN Technology’s agent Sh V N Narayan. But SA to RM is helpless and simply shifts him to anther Lab CEMILAC and from where Sh T Mohan Rao remotely managing GTRE show. After passing five months the GTRE is running without proper leadership the more than two thousand DRDO officials working without head of establishment. Why? Because of SA to RM is helpless in front of DRDO’s richest Director Sh T Mohan Rao. According the sources honorable Minister of State for Defence Sh M M Pallam Raju who is directly looking after DRDO activities & defence production protecting the interest of Sh T Mohan Rao. The system is helpless because of the prevailing corruption, nepotism; favoritism in DRDO is in its peak.
In DRDO like Sh T Mohan Rao a few cases have further surfaces, where Sh G Bhoopthy, Director, DLRL was found having illicit relation in absences of his wife with call girls at his official residence. He is famous to use contractors for this kind of activities, for project hired transport AP 11 TV0937 the contractor supplied the call girls in month of February 2011, the inquiry was conducted by Brig Ajay Gupta but no action is take why? SA to RM is helpless.
Sh G Bhoopthy freely enjoying the government funds, the misappropriation of funds like in the case of procurement of Access Control System is tip of ice berg. The two-two inquiry committee was constituted committee members enjoyed their temporary duties and put the biased report like they justified that purchase of double quantity power fencing ( DLRL boundary periphery is approx 3000 meters and DLRL purchased 6ooo meters at more than double price Rs 1185 instead of DRDL purchase Rs 585), that quantity is purchased as backup. So again SA to RM is still helpless.
Sh R C Aggarwal, Director, DEAL, Dehradun spent nearly Rs 10 Lakh /annually on temporary duties from 2008 onwards, all his movements to Hyderabad & Bangalore was planned to get project SDR (Software Define Radio) for Rs 100 Crores sanctioned . He got extension of two years without having requisite international stature, subject matter expertise and barely after three months of extension is he planning to flee out of SDR. He has understood that with the present scenario and capability, DEAL cannot developed or integrate SDR, DEAL can only resubmit a feasibility report for SDR development as phase-II. He has all ready spent crores of rupees for procuring obsolete items (SDR Kits) which were declared obsolete by Europe & US firms. Like SDR 3000 which is lying in corridor of SIDEC building in DEAL.
Says Sh RC Aggarwal Government has enough money and we can play without being committed to develop or demonstrate technology of SDR, from each case of software/hardware procurement he has getting some kickback that’s the reason he is the only person who is contributing Rs 1.25 Lakh/month in his GPF account.
Sh R C Aggarwal with help of works division of DEAL spends crores of Rupees in the name of renovation of corridors/conference halls/toilets and each and every corner of DEAL. The earlier in 2007 the whole works were done by Sh Ashok Sen and now the strong and well built infrastructure demolished by Sh R C Aggarwal and whole DEAL scientist and staff seen this disaster as silent spectator. All keep their mouth shut on wasting of government fund s the only reason is their carrier.
Sh Hemant Gupta, HMM (Head Material Management) a highest corrupt scientist of DEAL has now managed his transfer in DECS (Directorate of Electronics & Computer Science) , DRDO Hqrs, New Delhi with the help of his relative sitting in higher post at DRDO Hqrs. When Sh Hemant Gupta involved in Scientific activity of DEAL never got proper ACR and promotion call in normal course in his tenure in DEAL but when Sh R C Aggarwal took charge as a Director, DEAL and he put him as HMM then he got outstanding report, so the nepotism of Sh R C Aggarwal is shows everywhere in DEAL weather it is in giving outstanding reports to his bania community or giving all creamy post to same bania community and same thing in allotment of tenders there are also domination in bania community.
It is not surprising thing because the guru & boss of Sh R C Aggarwal, Dr R Sree Hari Rao, CC (R&D) earlier when he was director, DLRL did same thing in DLRL, his close relative Sh N Sriniwasa Rao is one of the most youngest scientist ‘G’, who never did any project independently, Dr R Sree Hari Rao, CC (R&D) not only favored his relative but he did it for all his community and lot of real hard working scientist suffered and retired without getting due recognitions/ promotions like Shri K Manjunath, retired as Scientist ‘F’ only.
Due same practice adopted by Sh R C Aggarwal, unrest is developing in senior scientist of DEAL and SA is receiving representations, but what will happen – SA to RM is helpless.
This is not the case is only in DEAL whole DRDO labs are working in same spirit. If somebody dare to talk this means he should be ready for punishment first transfer to farthest lab and second is unwritten redline on his future service carrier.
In such environment how our defence forces can believe on these insensitive so called scientist/ technocrats who are wasting money and resources on their personal use/ on call girls / on massage parlours/ or ingathering properties .
But above all SA to RM is helpless.
I request to Honorable Prime Minister that as the ministers are already declared their assets on website, please instruct to DRDO top brasses to declare their assets on website specially up to Director level scientists. The whole country will be surprised to see the assets of these scientists before taking charge as director and after charge the difference of acquiring asset will tell the whole story.

Promotion of Sh R K Jain, Director, RAC, I have earlier informed you the neck deep nepotism flourishing in RAC, DRDO after Dr P S Goel took the charge of Chairman, RAC. The cut paste technology of RAC Chairman has helped Sh R K jain to claim 50 publications without the references of Journals year of publication, Page Nos etc.
It has been confirm by RAC that out of 50 publications claimed by Sh R K Jain, 37 Publications are technical reports and 10 was abstracts presented in symposia /seminars. The ugly part of these publications, Chairman RAC Dr P S Goel recommended Sh R K Jain “Scientist of the Year” award

This indicates that DRDO promotions have nothing to do with work. The higher ups decide whom to promote No matter what is the work of the scientist or wI1at he writes in his resume – without verifying CCs approves it and the committee is asked to pass it.
Does the work worth giving promotion in ‘outstanding’ category.
