As published in The Sentinel TEZPUR, December 12: A two–day–long national 7th conference of Medical Arthropodology sponsored by the Defence Research & Development Organization (DRDO) under the Ministry of Defence, Government of India was inaugurated at Defence Research Laboratory (DRL), Tezpur by Dr W Selvamurthy (PhD in Yoga).

  1. Provide the total sanctioned amount from DRDO for 7th conference of Medical Arthropodology with certified copy of sanctioned letter of DRDO.
  2. Provide the total expenditure of conference as per SB A/C opened in Axis Bank, Tezpur specifically opened for said purpose.
  3. Provide the total amount collected from various vendors in the name of said conference.
  4. Provide the total amount collected as registration fee for said conference from participants firms.
  5. Provide the permission single day bar license from local exercise authority for the use of liquor/wine for said conference dinner.
  6. Provide the permission and fund allocation of DRDO Hqrs for purchasing liquor/wine for said conference.

Note :  If Dr. Vijay Veer, Director, DRL purchased liquor/wine for said conference without assigned fund for  liquor/wine head by DRDO Hqrs, then it means it is matter of corruption, misuse of government funds. The copy of approval for purchase of liquor/wine enclosed herewith.

7th conference of Medical Arthropodology at DRL, Tezpur

The Sentinel- TEZPUR, December 12: A two–day–long national 7th conference of Medical Arthropodology sponsored by the Defence Research & Development Organization (DRDO) under the Ministry of Defence, Government of India was inaugurated at Defence Research Laboratory (DRL), Tezpur by Dr W Selvamurthy, former distinguished scientist and chief controller (life sciences), DRDO and presently president, Amity Science Technology and Innovation Foundation (ASTIF) as well as Chair Professor, Life Sciences, Amity University, Noida. The central theme of the conference is herbal insecticides, biomedicine and biodefence in vector borne disease management. In his inaugural address of the conference as chief guest, Dr Selvamuthy lauded the role played by DRL in controlling vector and vector borne diseases and vector surveillance in North East India. Vector borne diseases are particularly rampant in tropical and sub–tropical countries. In India, malaria, dengue, filariasis, leishmaniasis and Japanese encephalitis are considered major public health problems. DRL has developed several herbal based insect repellent formulations which have been of much benefit for the troops stationed in this part of the country.
Earlier, Dr Vijay Veer, Director of DRL, Tezpur welcomed all the invited dignitaries and guests from services, academia and industry, participants and research scholars coming from different parts of the country to DRL. In his welcome speech, Dr Veer said Medical Arthropodology is an incredibly exciting discipline with the largest number of species under single specific group of animals, the arthropods, highlighting their biomedical and biodefence significance. Most of the arthropods are not harmful to humans and many are highly beneficial organisms. Still, many isolated group of spiders, scorpions, mites, ticks and particularly, insects concern humans because of their harmful nature of causing injuries through their poisonous bites and stings distributing the tranquillity of human’s living environment. They also play a key role in the transmission of a large number of diseases responsible for the massive human suffering.

The inaugural meeting was also addressed by Dr J Mahanta, Director, RMRC (ICMR), Dibrugrah, Dr BK Tyagi, Director, CRME (ICMR), Madurai and Brigadier AB Khare, Brig (Med), HQ Gajraj Corps, Tezpur. The book of abstracts of the conference as well as a Catalogue of Research & Development Products & Technologies developed by DRL was released on the occasion by Dr W Selvamurthy and other dignitaries. A bio–bibliography of Dr Devinder Singh, Professor, Punjabi University, Patiala and renowned forensic entomologist and Dr Jagadish Mahanta, Director, RMRC (ICMR), Dibrugarh and renowned biomedical scientist was released for their significant contribution to scientific research and to commemorate the 7th conference of Medical Arthropodology. A science exhibition displaying the products developed by DRL and a poster session was inaugurated by the chief guest.

Apart from a galaxy of eminent scientists, nearly 70 delegates will take part in the two day conference. There will be four technical sessions on the theme “Arthropod borne diseases”, “Herbal insecticides & biomedicine” and “Arthropods and biodefence” which included keynote lectures, invited lectures and oral presentations. The conference is expected to provide a unique opportunity and common platform for all scientists and researchers working in multi–disciplinary fields of life sciences and medical sciences to discuss the possible conventional and prospective herbal insecticide designs, as well as bio–medical and biodefence significance of arthropods to help us get prepared in advance to combat effectively any untoward catastrophe where insects or their allies are used as the carriers. Dr I Baruah, Head, Medical Entomology Division of DRL OFFERED the vote of thanks. This was stated in a press release.

Kindly provide me with the following information requested under the purview of the Right to Information Act, 2005 in respect of Fact Finding Inquiry Committee constituted by DG, DRDO under chairmanship of Dr S S Negi, Sc H to investigate the procurement irregularity in DMSRDE, Kanpur. The fact finding committee gave a clean chit to Dr. A.K. Saxena, Director, DMSRDE, DRDO, Kanpur as  Sh D N Tripathi, Sc F, Addl. Director Administration and Finance, DMSRDE, Kanpur submitted supplementary counter affidavit to Honorable  CAT, Allahabad on 4 June 2014  on behalf of Respondents in OA 330/00699 of 2014 in Para 9   That a fact finding committee has constituted  by DG, DRDO which has also not found any truth in any complaints of Sh Nanvin Prakash Gupta and Sh Prabhu Dayal Dandriyal and thus dropped and rejected. It is worth mentioning that Sh Prabhu Dayal Dandriyal is terminated employee of DRDO (DEAL, Dehradun) Photo copy of committee report is annexed.

As Photo copy of committee report is annexed in court it is a public document, so Fact Finding Inquiry Committee report can be provide in RTI.

As DRDO aware that all my complaints against Dr A K Saxena was submitted to CVC, and related to corruption in procurements.

  1. Please provide the Fact Finding Inquiry Committee report in concern of my complaints.
  2. Please provide the copy of gazette notification of Addl. Director Administration and Finance which was authoritatively used by Sh D N Tripathi, Sc F, DMSRDE, Kanpur
  3. Please provide the copy of noting/ order if any initiated against me for submitting false complaints against Dr A K Saxena by DRDO authority.
  4. Please provide the copy of termination letter of Sh Prabhu Dayal Dandriyal as mentioned in Para 9 of supplementary counter affidavit to Honorable CAT, Allahabad.

Note – Matter is related to corruption and human right violation both because all complaints were duly registered by CVC and new information regarding my termination is related to human rights

Note : Matter is directly related to corruption and not exempted under Section 24 (1), as  Dr V K Saraswat, Ex-DG, DRDO happened to be the president of AIMSCS Society governing body. Hence, without prejudice to the correctness of the decision relating to this Grant-in-Aid, it was against the canons of financial propriety for SA to RM to have sanctioned grants to a society headed by him. Release of advance payment to the society even for salary in respect of non-existent manpower blocks government funds and provides an opportunity to private society to earn interest income. DRDO was hired a consultant and the consultant is also planning to hire consultant. CGDA special audit also raised serious objection on this matter.

Kindly provide me with the following information requested under the purview of the Right to Information Act, 2005 in respect to  your 5 RTI same replies RTI/01/2091/P/2014/0055,56,57,63 & 64 dated  5 & 6 March 2014 regarding  on acquiring higher qualification by DRDO officials at their own. As per details provide by DRDO RTI cell the following DRDO official acquired their qualification.

Refer to DOP&T O.M. No. 1/2/89 – Estt. (Pay-I) dated 9-4-1999 para -3

The qualifications meriting grant of incentive should be recognised by the All India Council for Technical Education, Department of Electronics, Deemed University, University or recognised by the Government

As per above DOP&T OM it is mandatory to verify the submitted documents.

As common RTI replies it is mentioned that “It is stated the cases for grant of Lump Sum Incentive are received from respective Labs/ Estt in which it is certified that the higher qualification and the institute are approved by competent authority. On receipt of such confirmation, the cases are submitted to Ministry of Defence”

As per above it is requested provide the following information

  1. Copy of above mentioned certified letter of each case submitted by respective Lab/Estt in requested cases in my RTI’s as mentioned above.
  2. Copy of letter submitted to Integrated Finance by DRDO Hqrs in requested cases in my RTI’s as mentioned above.

Your RTI replyNo RTI/01/2091/P/2013/0387 dated 27 the December 2013 in enclosed list no 162 Sh Amit Chawla, STA’B’ LASTEC granted incentive of Rs 8000 by Min of Def. But it is matter of fact that till date the DO is not published and money is not given to individual as the degree was not verified till date.  So question arises on RTI reply statement without corruption it not possible, that Min of Def granted incentive only after receiving verified documents.

In light of the above, kindly provide following information under Section 6(1) of RTI Act 2005.

  1. Copy of Audit report of LTA party-IV O.L. No. 13 dt. 7.3.2008 ‘Delayed delivery of Journals worth Rs. 28.61 Lakhs’.
  2. Purchase Manual/Purchase Rules of DRDO that were used for Procurement of Printed Journals in year 2011 & 2012 at DMSRDE, Kanpur.
  3. With reference to DMSRDE Tender Notice with Tender Number DMSRDE/12TIC009 with name of the item “Subscription (Yearly)   for Printed Journals Year 2012”  provide the following information:

i.            Copy of TPC/NC Minutes

ii.            Copy of Supply Order

iii.            The dates on which supply of printed journals received at  DMSRDE, Kanpur

iv.            Copies of bill submitted by Vendor/Supplier

  1. With reference to DMSRDE Tender Notice with Tender Number DMSRDE/11TIC009 with name of the item “Subscription (Yearly)   for Printed Journals Year 2011”  provide the following information:

i.            Copy of TPC/NC Minutes

ii.            Copy of Supply Order

iii.            The dates on which supply of printed journals received at  DMSRDE, Kanpur

iv.            Copies of bill submitted by Vendor/Supplier

  1. Justification/Reasons for delayed supply of Printed Journals in Year 2011 & 2012.
  2. Whether Scientific/Technical projects/assignments/work of DMSRDE affected by delayed supply of Printed Journals in the year 2011 & 2012.

The information sought pertains to Purchase Matter of Printed Journal and as such not exempted u/s (24) of RTI Act 2005.
