  Subject: Scraps the promotions for Scientist ‘F’ to Scientist ‘G’ in DRDO year 2011

Hon’ble Sir,

  1. Defence Research & Development Organisation (DRDO) is an organisation under MOD having annual budget of Rs. 15000 crore for FY 2014-2015. This organisation is having about 7500 scientists under DRDS cadre who are comprising of more than 50 scientific disciplines and working in their respective area based on his qualification and discipline.
  2. Prior to the formation of the Recruitment & Assessment Centre(RAC) in DRDO the  recruitments and promotions of scientists in DRDO were made by UPSC. Later on Government of India allowed DRDO to have its own recruitment & assessment body for recruitment and assessment of scientists under DRDS cadre. Consequently an in-house Recruitment & Assessment Centre (RAC) was created in DRDO in 90’s. RAC  conducts recruitment of scientists in DRDO and assessment of scientists for promotion from the grade of Scientist ‘B’ to Scientist ‘H’.
  3. All scientists of DRDO comes under the Defence Research & Development Services(DRDS) cadre and under the provisions of Article 309 of Constitution of India, Government of India framed The Defence Research & Development Service Rules 1979 (DRDS Rules 1979) as Recruitment & Promotion Rules for DRDS cadre.
  4. DOPT, GOI framed Flexible Complementing Scheme (FCS) for faster promotions of scientists working in all S&T Department/Organisations under Central Government. Consequently from past 35 years DOPT issued various OM & Notifications for FCS from IIIrd CPC to VIth CPC.
  5. The OM No. 2/41/97-PICdated 9th Nov 1998  and OM No. AB-1401713712008-Estt(RR)dated 10th September, 2010issued by DOPT are umbrella notifications for FCS.
  6. Vide SRO  11(E) dated 10th August 1990, FCS was introduced in DRDS Rules 1979 and under the provisions of Rule 8(2)(a) of DRDS Rules 1979 it clearly mentioned that promotions from the rank Scientist ‘B’ to Scientist ‘H’ (Outstanding Scientist) are covered under the FCS. Copy of the Rule 8(2)(a) is annexed as Annexure-1.
  7. In DRDO scientists are recruited based on the requirement of various Lab/Estt which were sent to RAC through DRDO HQ and then RAC recruits the scientists based on their discipline, qualifications, experience and other requirement as sought by Labs/Estt of DRDO.
  8. Under the provisions of OM No.AB-1401713712008-Estt(RR)  dated 10th September, 2010of DOPT the promotions under FCS are applicable to the scientist who are working in S&T organisation/department and involved in Scientific &Technological  work. Scientists/ Technical experts doing management/ administrative work in the Ministries should not be considered for up gradation under FCS, they should only be given benefit of up gradation under MACP. Copy of page no. 06 of the OM annexed as Annexure-2.
  9. Procedure of promotion from grade of Scientist ‘F’ to Scientist ‘G’ till 2010 were followed as provided under Rule 8(2)(a) of DRDS Rules 1979 and the same procedure supposed to be followed  in 2011 for promotions from grade of Scientist ‘F’ to Scientist ‘G’but the RAC, DRDO  adopted the new procedure illegally without amending the DRDS Rules 1979 by issuing SRO under the provisions of Article 309 of the Constitution.
  10. DRDS Rules 1979 clearly stipulates that  DRDS Rules can be amended only by issuing an SRO under Article 309 of the Constitution of India. DRDO violated the Article 309 by implementing interview/interaction in promotion of scientist ‘F’ to scientist ‘G’ grade in 2011 without proper amendment in SRO.
  11. In this matter Dr. A.K. Singh, Scientist ‘G’ (then Director, DHRD) issued letter No. DHRD/76145/C/M/01 dated 21 March 2011 on the Subject ” Assessment of Sc ‘F’ for promotion- revised procedure of” to Director, RAC. Copy of the letter dated 21 March 2011 is annexed as Annexure-3.
  12. Dr. A.K. Singh issued the said letter illegally  without issuing of any SRO in the subject matter as in the year 2011 Dr. A.K. Singh himself was appearing in assessment as candidate for promotion from  grade of Scientist ‘F’ to Scientist ‘G’ and wanted to be get benefitted by the said new procedure for assessment.
  13. Based upon the letter of Dr. A.K. Singh dated 21 March 2011, Dr. P.S. Goel, then Chairman, RAC issued his DO letter No. RAC/01/Assessment/PSG, dated 22 March 2011 regarding “Promotions for grade of Scientist ‘F’ to Scientist ‘G”. Copy of the letter dated 22 March 2011 is annexed as Annexure-4.[How quickly the letter by Dr. P.S. Goel was issued on 22 March 2011, this establish planned conspiracy]
  14. Dr. P. S. Goel and Dr. A.K. Singh planned whole conspiracy of the said illegal assessment in the year 2011 in DRDO with help of then Dr. V.K. Saraswat then DGR&D, DRDO.
  15. Dr. P.S. Goel introduced this illegal mechanism to give favour to few incompetent DRDO scientists and for this act in return he got Prof. MGKMenon Chair, RCI, Hyderabad which fed him 84 lakhs per year. It is pure kick back or DRDO should provethe justification of his appointment. Dr. A.K. Singh himself promoted in the year 2011 by misusing this illegal mechanism for assessment in the year 2011.
  16. There was noassessment interview requirement for promotion from scientist ‘F’ to  scientist ‘G’ as per the DRDO service rule-1979-Rule-8(2)(e) till 2011 , but Chairman, Recruitment and Assessment Centre (RAC) of DRDO forwarded name before promotion committee after “ INTERACTION ’’ .
  17. The SRO No. 21 for the amending DRDS Rules 1979 was published in official gazette of Government of India on 23 March 2012. Copy of the SRO 21 dated 23 March 2012 is annexed as Annexure-5.
  18. The list of Scientist ‘F’ that were illegally promoted to  Scientist ‘G’in the year 2011 is annexed asAnnexure-6.
  19. Sir , all these promotion from grade of scientist ‘F’ to  scientist ‘G’ in the year 2011 were illegal and liable to be scrapped as it amounts corruption , nepotism and misuse of power for personal gain by Dr. A.K. Singh being Director, DHRD who issued illegal letter dated 21 March 2011.Therefore promotion of Dr. A.K. Singh, Scientist ‘G’ , Director of Personnel should be quashed/scrapped and through investigation in the matter may be ordered to give justice to the all affected Scientist ‘F’ of DRDO and fix the accountability of the corrupt culprits in the matter.

An old age problem -DRDO has become ageing body with top scientists on extension

For a country that boasts of one of the youngest populations in the world, it is strange that the field that perhaps deals with the most cutting-edge technology is dominated by scientists past their prime. Most top scientists at the Defence Research and Development Organisation (DRDO) who are tasked with creating future weapons are past the retirement age of 60 and are on service extensions.

Indeed, such is the state of affairs that the head of the research organisation, which encompasses 54 establishments and labs dealing with fields as diverse as ballistic missile defence and insect repellent cream, will get an 18-month contractual tenure from November when he turns 64, the maximum age till which service extensions can be given. This extraordinary contract, beyond the remit of extensions, was specially approved by the previous UPA government more than a year in advance for the present DRDO Chairman Avinash Chander.

Though not new, the old age crisis of the lumbering organisation has worsened as private sector prospects have brightened for young scientists. Internal surveys have found that nearly 87 per cent of the young scientists who join DRDO soon get disenchanted with the archaic, rigid structure of the research body that does not reward extraordinary performance with proportional career growth. Annual intake of new scientists has dropped to just 70, barely enough to replace those who take early retirement, thereby, rapidly increasing DRDO’s age profile.

It is still early to judge the Narendra Modi Government’s policies, but the perception that it is taking a strong stand on the issue has brought cheer to hundreds of young scientists itching to prove their worth in DRDO’s labs across India. A series of events, from the Prime Minister’s remark on promoting young scientists to the cabinet secretariat’s stinging order curbing DRDO’s unilateral age extensions to its scientists, have raised hopes that the problem is finally being addressed.

It’s about time, too. As many as 10 of the 16 top DRDO scientists are on extension. Apart from Chander, nine of the top-graded `Distinguished Scientists should have retired, but most are now on their second extension.

Rules mandate that DRDO scientists must retire at 60. They can, however, be given two two-year extensions under,extraordinary circumstances. Beyond the age of 64, there is no provision for service extension. Yet, the UPA government, in May 2013, approved an Appointments Committee of the Cabinet note to give an 18-month extension to Chander following his “date of retirement of 30.11.2014 on contract basis, with the same terms and conditions as he would be entitled to before the date of retirement”.

By doing this, the UPA went back on its promise to appoint a younger head to DRDO. (Both V.K. Saraswat and M. Natarajan, who preceded Chander, retired at 64.) The special provision made for Chander has become the subject matter of several complaints, the latest by one of DRDO’s own, younger scientists to the cabinet secretariat in August. “The post-retirement contract is not legal and has been made against the rules. A contractual employee can be taken for an advisory role but not to head an organisation,” Navin Gupta, the Kanpur-based DRDO Scientist ‘C’, said in his complaint.

While a convincing argument can be made that age is no criterion for innovation and that experience and continuity is needed to deal with certain technology areas, most scientists on extension in the DRDO are handling primarily administrative positions- from most director generals at the headquarters to the heads of six of DRDO’s 54 labs and establishments.

The impact of the extensions policy on DRDO’s talent pool is immense: an internal survey found that most of its entry-level scientists are unhappy about their career prospects and some 57 per cent of all scientists leave the organisation prematurely due to lack of professional satisfaction. Since 2008, nearly 500 entry and mid-level scientists have resigned or taken early retirement while intake of new scientists has barely kept pace. At a seminar on August 20, Chander admitted this was a problem that required urgent attention. “DRDO’s annual intake of young scientists has dipped to 70 per year, resulting in a rapidly rising average age which certainly is not a good sign for an innovation-centric organisation,” he said. The average age of DRDO scientists is creeping closer to 40.

When Modi, speaking immediately after Chander at the same function, said that at least five DRDO labs should only employ scientists under 35, it was the first indication that his Government was addressing the problem. Many thought that the PM picked the number, five, randomly, unaware that it had come from the most in-depth review of the DRDO ever done.

The review, conducted by the Rama Rao Committee in 2008, had identified five labs working in critical fields such as solid state physics, metallurgy, cryptology and lasers for ‘empowered‘ status in order to give them the liberty to quickly induct young talent, bypassing the cumbersome selection process.

The voluminous report suggested other far-reaching reforms, but the UPA government never fully implemented it. The new Government has dusted it and top officials are studying its recommendations. These include revamping the human resource structure to enable DRDO to hire talent from outside, including Indians working abroad, for key technologies; identifying a set of ’empowered labs’ that have the freedom to hire and fire scientists; lowering the age of entry of talent; and looking abroad for key innovators. “A balance has to be struck. The optimised path may be being selective in granting extensions for specific research projects and not for administrative roles,” says Air Marshal Ajit Bhavnani (retd), who was a member of the review committee.

As for the old age issue, one of the first things the Modi regime has done, at least, is get the cabinet secretariat to issue a terse circular on September 26, directing DRDO to stop the practice of unilaterally granting age extensions to its scientists without the approval of the Appointments Committee of the Cabinet, which is headed by the Prime Minister. Sources say extensions have been put on hold and all such future requests would be critically examined. Whether the Government is firm in this resolve will be tested by the upcoming grant of a contract extension to the DRDO chairman.

PM scraps DRDO’s ‘retirement benefits’ committee

Prime Minister Narendra Modi has decided to scrap the Departmental Peer Review Committee (DPRCs) of the Defence Research Development Organisation (DRDO) in an attempt to revamp the outfit. The main job of this committee of DRDO scientists is to grant extensions to fellow scientists. The committee has come under scrutiny after complaints that all that these scientists do is to park retiring and retired colleagues in important posts year after year. “The PM has ordered the scrapping of the committee that reviews cases to grant extension of service to scientists who are superannuating. Giving repeated extensions to scientists, whose capabilities could be questioned, is one of the major problems with the DRDO,” a DRDO official said.sunday gaurdians clip

Sources said that 15 top scientists in DRDO, including Director General (DG) Avinash Chander, are on extension. After getting two extensions, Chander is now on contract. “What should have been an exception, has become a norm here. Every year, six to eight senior people in DRDO get extensions. This has led to an alarming attrition rate in the organisation,” said a scientist who has been working with DRDO for the last 12 years. In the seven years between 2007 and 2013, at least 687 scientists left the organisation, which comes to a rate of 100 scientists leaving the organisation every year.

The DRDO, best known for missing manufacturing deadlines, is gearing up for a hard time after PM Modi told its scientists and officials that their lackadaisical approach would not be tolerated anymore. Last month, while addressing the annual award function of the organisation in the national capital, the PM expressed his unhappiness over the way things were working in the organisation.

“The Prime Minister is clearly unhappy with the way the DRDO has been functioning, as most of our projects are running years behind schedule, resulting in cost overruns and compromising of national security. During the event, he made sure that that senior officials were made aware of his views on the subject and the fact that such lackadaisical approach would not work anymore. With the government approving 49% FDI in defence, we need to start performing now,” said a senior DRDO official. Modi, while commenting on DRDO said that the organisation “should not say in 2014 that a project conceived in 1992 will take some more time”.

DRDO, founded in 1958, has a network of 54 laboratories, employs close to 35,000 employees including 7,500 scientists. In July this year, the BJP-led NDA government increased DRDO’s budget from Rs 5,985 crore — as provided by the UPA’s interim Budget in February — to Rs 9,298 crore, the largest ever increase in the organisation’s history.

However, despite being treated with extreme care by successive governments, DRDO has still not been able to shake off the negative image associated with it. Most of its projects, ranging from Tejas light combat aircraft and long-range surface-to-air missile systems to NAG missiles are running years behind schedule.

According to officials, at least ten major projects that are being worked on by the DRDO have exceeded their stipulated date. “The major ones among these are the light combat aircraft, naval light combat aircraft, aero engine Kaveri, airborne early warning and control aircraft, long range surface-to-air missile, air-to-air missile Astra, advanced lightweight torpedo, dual colour missile approach warning system for fighter aircraft. If you include the minor ones, like the NAG missile system, then the number of incomplete projects will become even more,” the official stated.

According to a former bureaucrat, who had worked in the Ministry of Defence, the government has been always generous when it came to funding the DRDO. “The DRDO has never suffered from any paucity of funds. The main problem with the organisation is at the top. No accountability is fixed on them. There is no other place where you will find senior officials being given repeated extensions despite doing nothing.”

The former bureaucrat added that he had come across instances where the country’s defence preparedness suffered because the DRDO first made a commitment that it would manufacture the product, but when the deadline arrived, it did not have the product. And in cases where the product was there, the quality was not acceptable. “It is a shame that due to DRDO’s inefficiency the country has to import more than half of its defence requirements,” he said.

Even the Comptroller and Auditor General (CAG) has time and again come down heavily on the DRDO. “Year after year, the CAG has revealed the kind of mismanagement that has been happening in the DRDO. In February this year, CAG audits revealed that the DRDO spent Rs 52 crore to buy a cooling substance, which was to be used in the NAG missile system in 2007. The interesting part is that the NAG was not operational at the time and it is still not operational. Can you expect such kind of mismanagement from any other defence organisation in the world elsewhere?” an official with the DRDO said.

According to him, the onus of revamping the DRDO is with the Defence Minister. “The DRDO officials and the defence ministry bureaucrats will not take the bull by the horn; no one wants to disturb the status quo. It is the Defence Minister who needs to do it. The minister needs to implement the recommendation of the first-ever external review report of the DRDO, which was prepared by an independent committee of experts headed by P. Rama Rao, former secretary, Department of Science & Technology, and former ISRO man Dr Brahm Prakash. It had recommended a massive restructuring of the 50-year-old body to make it more effective,” the official said.

However, Ravi Kumar Gupta, Director, Directorate of Public Interface, DRDO, said that the PM was very appreciative of the work being done by the organisation during his interaction with the officials last month. “He has positive views about the organisation and said that the organisation had a lot of potential and whatever we were doing, we were doing it in a professional way. He also said that just as it holds true for any other organisation, we too should not lose focus and follow the chalta hai attitude,” Gupta said.

World won’t wait for you, PM Narendra Modi tells laggard DRDO

NEW DELHI: The “Chalta Hai” attitude will no longer do. Prime Minister Narendra Modi has directed the DRDO to ensure delivery of cutting-edge weapon systems to the armed forces in time to keep India ahead in the national security arena.

Though the stern message was couched in mild language, the intent behind it could not be lost. Most of DRDO projects, ranging from Tejas light combat aircraft to long-range surface-to-air missile systems, after all, are running years behind schedule with huge cost overruns.

The fact that India, which aspires to be a superpower, still embarrassingly imports over 65% of its military requirements is basically due to failure of successive governments to build a strong domestic defence-industrial base (DIB) as well as tardy performance of DRDO and its 50 labs, five defence PSUs, four shipyards and 39 ordnance factories.

India does not lack the requisite scientific talent and capability but this “chalta hai” attitude (lackadaisical) has put paid to all endeavours, said Modi at the annual DRDO awards function on Wednesday.

“The world will not wait for us. We have to run ahead of time. We should not say in 2014 that a project conceived in 1992 will take some more time,” said Modi. With defence technology evolving at a rapid rate around the globe, India cannot afford to conceptualize systems that are two steps behind what will soon hit the MARKET.

“DRDO has to decide whether it will only react to the situation, or become pro-active and set the agenda for the global community. I have hopes from DRDO because I know it has the capability to perform,” said Modi.

Defence minister Arun Jaitley also stressed that defence scientists had the “intellectual talent” to turn DRDO into “a hub for defence manufacturing” if they worked towards it in the right earnest.

But this might take some doing. For one, DRDO wants more FUNDS for R&D. For another, though it has over 7,500 scientists on its rolls, it wants to attract bright youngsters from top-notch institutions like the IITs with better incentives.

“Our intake of young scientists is down to just 70 per year. This is certainly not a good sign for an innovation-centric organization. Sanction of additional manpower at the rate of 300 per year for the next seven-eight years is essential for meeting technology challenges,” said DRDO chief Avinash Chander.

But it’s equally true that DRDO itself needs to be revamped and reformed. As reported by TOI earlier, the Rama Rao Committee (RRC) in 2008 held DRDO should focus only on 8 to 10 “critical technologies” of “strategic importance”, instead of making everything from dental implants and mosquito repellents to nuclear missiles and fighter jets.

Two key RRC recommendations, for instance, to establish a new Defence Technology Commission and a commercial arm for DRDO (as a private limited company with Rs 2 crore as seed capital) are yet to be implemented.DRDO missiles

DRDO AWARDS for the year 2013 for outstanding contribution in various areas of technology will be given away by the Prime Minister, Shri Narendra Modi, in the august presence of Hon’ble Defence Minister Shri Arun Jaitley and a galaxy of dignitaries on 20th August 2014 in a brief ceremony to be held at Kothari Auditorium, DRDO Bhawan.

The DRDO awards in 10 categories are being given to honour individual Scientists/Teams of DRDO, partners of DRDO from other sectors for their outstanding contributions in furthering DRDO’s efforts in achieving self-reliance.

DRDO Life Time Achievement Award 2013 is being conferred on Dr. Dipankar Banerjee formerly Director, DMRL and Chief Controller R&D of DRDO for his distinguished contributions to the field of Metallurgy, Materials science & Combat Aircraft Program.

Technology Leadership Award: In recognition of outstanding contributions and leadership qualities, the Technology Leadership Award for the year 2013 is being awarded to Shri S Anantha Narayanan, Distinguished Scientist & Director Naval Physical & Oceanographic Laboratory (NPOL), Kochi towards development of underwater surveillance systems, new technologies in underwater transducers, onboard processors and deployment mechanisms and fostering industrial partnerships leading to proliferation of a large number of systems in the Indian Navy.

ACADEMY EXCELLENCE AWARDS are given to members from academia associated with DRDO for research in emerging areas. The two Academy Excellence Awards for the year 2013 are being conferred on Emeritus Prof. S Mohan, Indian Institute of Science, Bengaluru for his noteworthy contributions to several projects of DRDO. His innovative ideas and advice have helped DEBEL to successfully carry out technology demonstration of the concept of TDLAS Oxygen Sensor for Air Borne application, Ammonia Sensor, Micro needle Array for EEG and MEMS based pressure Sensor and Prof. V Kamakoti, Indian Institute of Technology Madras, Chennai for his outstanding contributions to the area of Computer Architecture, Reconfigurable System Design and Indigenous VLSI/EDA software, Secure Operating Systems, Indigenous IPs and to improve the performance of ANURAG developed ANUPAMA/ABACUS processors using higher level design abstraction.

Silicon Trophy for the Best Systems Laboratory of DRDO is being awarded to Defence Research & Development Laboratory (DRDL), Hyderabad for outstanding contributions towards development of tactical and underwater launched guided weapon systems.

Tejas has been granted Initial Operational Clearance (IOC) in Dec 2013.   • M/s Krishna Industries, Mumbai has displayed pioneering efforts towards indigenous production of “Bulb Bars” of various sections of DMR-249A grade steel, on industrial scale, in association with DRDO for construction of warships by devising ingenious roll design, rolling parameters and novel heat treatment technique. Their sustained efforts have culminated in producing high quality bulb bars for the first time in the country, thereby meeting the requirements of the Indian Navy in a timely and cost effective manner.

The Explosive Detection Kit (EDK) was launched at the US Chamber of Commerce building in Washington. The event welcomed by all print and electronic media across the globe. Even our honorable parliament also noticed and SHRI A.K. ANTONY informed parliament against UNSTARRED Lok Sabha QUESTION NO 2583 that “The kit was launched by a US Company, Crowe & Co. On 2nd August, 2013. DRDO has granted a license on non-exclusive basis to sell EDK in countries other than India and on exclusive basis for manufacture & sales in US”

The Indian premier defence organization DRDO having annual budget of more than 10000 crores and the US firm having $ 100000 annual turnover.

What are the hidden agenda behind this event by spending crores of crores rupees as almost 10 to twelve persons along with Sh Avinash Chander’s wife ( may be own expenses) also went to US. Govt of India spends a hefty some of amount for the event to please the family of Ms Fay A Crowe, CEO, Crowe & Co, LLC without having no credential and subsequently the whole Crowe family enjoyed the dinner at Ambassador’s residence with poor tax payers money.

In India to purchase Rs 10000 item the department ask the previous experience / cliental list / turn over etc? But in the case of Crowe & Co who verified the credentials from DRDO only GOD knows.

How much money received by DRDO/ Govt of India against licensing /rights for manufacturing of EDK in USA?

Does DRDO think that this Crowe & Co with annual turnover $ 100000 can manufactured the EDK?

RTI is only weapon to correct the mind of so called Dictators of DRDO

Dear friends of DRDO,

Following inputs being published for awareness of all DRDO officials. All of them are experiencing the arbitrariness of entire DRDO‘s Lab directors. Every year you all are silent spectators of this arbitrary conduct of the respective lab directors when DRDS or DRTC promotion’s results are declared.

Few days’ frustration looks are seen on the faces of few but again they indulge in the same cycle. If you seriously observe the health condition of DRDO scientists, this time every year a bitter sip of humiliation distorted the life and health conditions of each one.

It is not because of their failure in assessment. It is because of the success of those incompetent / working on non-scientific assignments.

Earlier in days of beginning of 90’s this kind of push pull was not done openly or in a big way. One or two cases were seen in entire DRDO, but nowadays Directors, New born DG’s, DRDO Hqrs beloved boys are fully creating dadagiri and clearing/helping incompetent and ignoring all those who are seriously involved in scientific research and development.

Although the exodus ratio dropout because of two reasons. One, the world economic recession and two, the VIth pay commission hike in pay package of scientists, but this frustration directly affected their output and as well as their daily life. The enthusiasm of young scientists is lost in DRDO and now they are involved to mint money in all means. An example would be like the LTC 80 scam of Metcalf house is a clear signal of the mindset of the new generation of DRDO team.

The following papers are the example of dadagiri of DRDO lab directors. Sh. M R Gupta, TO ‘C’ was joined DRDO in 9 Nov 1979 as JSA – II, subsequently transferred IRDE in 1981 and in 1987 in DEAL, he is IETE graduate (1987), presently he is working as TO ‘C’ in DEAL since 2008. As per normal conditions he is supposed to get a promotion in 2001.

Sh. M R Gupta rested his ACR/APAR through RTI in 2013 from 1987 to 2013 after a long battle CIC ordered to supply all ACR to DRDO on 4th March 2014 vide File No.CIC/LS/A/2013/001815/RM dated 2014 “DECISION – The Commission directed the CPIO to provide copies of ACRs for the period 1987-2007 as sought by the appellant within three weeks from the date of receipt of this order, free of cost”

Now see in followin enclosed document, Sh M R Gupta shocked to see that his two year ACR/ APAR of 1995 and 96 was blank and in 2004 ACR/APAR was reviewed by Sh Y P Sehgal, Ex Sc ‘G’ illegally as Sh M R Gupta was never worked with him and put adverse remark “ One disciplinary case is with DRDO Hqrs”  and remark was duly approved by the Director, Sh Ashok Sen and best part of this RTI revealed that it was not even communicated to Sh M R Gupta.

This illegal unethical act done by Sh. Ashok Sen, then Director, DEAL was perfect example of DRDO work atmosphere, which proves that the absolute power made DRDO Lab’s director became autocratic/dictator/tyrant, etc.

This is not the only case you will find this kind of act in the entire DRDO. RTI’s also revealed that in several cases white fluid applied in ACR/APAR, tempering of marks in any stage even after in final stage at DRDO Hqrs.

It is requested to all suffering DRDO officials to please file RTIs with reference to supreme court order of Justice Markandey Katju, in Devi dutt Vs Union of India  (CIVIL APPEAL NO. 7631 OF 2002) to confirm your ACR/APAR marks and comments.

One more important observation is that these DRDO Lab’s director also authenticating false claim of work to their beloved incompetent scientists.

Hope with the following example you all will review your promotion profile and analyze the possible flaw in the process of DRDO’s promotion mechanism.

  1. Provide the certified copy of disciplinary case which was pending in DRDO Hqrs against me as mentioned by RO, Sh Y P Sehgal, Sc ‘G’.
  2. Present status of disciplinary case which was mentioned by RO Sh Y P Sehgal, Sc ‘G’.
  3. Provide the certified copy of communication letter of above adverse remark.
  4. Provide the DO part order/ION on the basis RO mentioned in APAR/ACR para 2 that I have served under him form 1st June 2004 to 31st December 2004.

Policy bankruptcy in DRDO – hype to create artificial crisis

With 64 Crores annual budget in 1980, when Dr. V S Arunachalam took over as Scientific Adviser, the budget allocation enhanced to 1100 crores with missions made to develop missiles under IGMDP program.

That was the beginning of infrastructure development and deteriorating of scientific research and development. By March every year i.e. the closer of financial year, everyone from Scientist ’B’ to SA to RM office were looking for procurement cases only and those who met the expenditure by any means were rewarded with scientist of the year award.

However the conscious financial officers use to raise objections, so special provisions were made and duly approved by ministry. SA to RM was given special powers to procure under single quotation more than Rs. 10 lakh where procurement committee could be bypassed. This decision was taken to facilitate the speedy development of technology for missiles.

The incumbent after Kalam, further modified the single tender purchase and the SA office granted permission for procurement of one lakh rupees only.

The cases were raised left and right on single tender procurements, where hefty sums were returned to indenter as kickback. This procedure became a culture of DRDO and when in 2006 DRDO Purchase Manual was introduce and policy was framed, Directors powers were raised to 50 Lakhs rupees with Hqrs. rep in crores and SA’s power raised up to 50 crores.

When previous Defence Minister Sh. A K Antony noticed the foul smell, he ordered CGDA for special audit of DRDO. CGDA found that DRDO Directors including Scientific Adviser misused the funds by splitting procurement orders within their limit of sanction power. They fooled the country in all possible ways. A well known fact is that 70% of DRDO requirements come from foreign countries; it means that DRDO is wasting precious foreign currency which is hard earned by the country.

DRDO procured, in last 10 years, thousands of crores of rupees equipments and these equipments are lying idle in various Lab premises and waiting for their departure to the scrap house.

With the passage of time DRDO has become a dumping ground of obsolete technology and a way to needlessly waste the poor tax payers’ money without any end result.

Honorable Prime Minister is requested to overhaul the DRDO structure totally and take strong actions to implement Accountability.

13 years on, jail term to 4 for corruption

NEW DELHI: Four people, including an 82-year-old, have been sentenced to four years in jail by a special CBI court in connection with a 2001 corruption case.

Observing that “corruption hinders the economic growth of the nation”, special CBI judge Kanwaljeet Arora also imposed a fine of Rs 1.5 crore on the convicts. The court convicted the then officials of Visakhapatnam Steel Plant —Bhima Razu Prasad and Ashwani Kumar Gupta— and officials of a private company —Anil Verma and A C Chanana— under sections of Prevention of Corruption Act. In 2001, CBI had registered a case against them for entering into a criminal conspiracy to cheat Visakhapatnam Steel Plant. The prosecution stated that Prasad and Gupta obtained pecuniary advantage for Verma and Chanana by increasing the contractual rates of handling and transportation from Rs 36 per metric tonne to Rs 140 per metric tonne. Their act caused a wrongful loss of Rs 2.01 crore to the plant.

Even as 82-year-old Chanana pleaded leniency on the quantum of sentence citing his old age and a protracted trial, the court rejected his plea saying, “it has to be borne in mind that punishment prescribed by law is to protect society by deterring the potential offenders on one hand and by preventing the offender from repeating the offence on the other hand”.

While the court imposed a fine of Rs 15 lakh each on Prasad and Gupta and Rs 10 lakh on Chanana, it imposed a fine of Rs 1.05 crore on Verma saying he was the principal beneficiary and gained more than Rs1 crore at the expense of Visakhapatnam Steel Plant. “The conduct of the convicts not only led to pecuniary loss to public exchequer but raised the basic cost of the product manufactured by their organization, which is being used in manufacturing automobile, general engineering and fabrication sectors. The increase in this cost ultimately affected the consumers who were required to shell out more,” it said.
