Incurring the DRDO’s rath

It should disturb us all gravely that a motorised battery-powered chariot is the level of “technology” the DRDO feels proud to pass on.

I love this story. Everything about it numbs the brain. What I love best about it is that nobody could have made this up: An Indian military laboratory tucked away in a leafy Pune neighbourhood, tasked with building combat support vehicles, has built and supplied a gleaming battery-powered rath to the grateful Alandi Temple nearby. Correct. A chariot. For a temple. You see what I mean? Can’t make this stuff up.

Details sometimes kill a great story. In this case, they really crank up the W-T-F value.

The story emerged on the front pages of the New Indian Express which reported that the rath was built at a cost of Rs five crore and “donated” to the temple. The laboratory reportedly explained that the work was done as “seva” and that a scientist who apparently blew the whistle on what he felt was a totally improper use of public money and laboratory resources, was shunted and buried in a lower profile role in Nashik. The clincher now, the NIE report says, is that the Bombay High Court has stepped in and ordered the DRDO and MoD to explain what this rath business is all about. I know nothing beyond what’s been reported, so I decided to poke around. When I called a DRDO spokesperson asking him what the fuss was about, he fobbed me off. “It was done as seva. What is wrong if some military research helps some civilian cause also?” he asked. Well, plenty, I thought, but decided to sit on it. Let’s see just how farcical this can get. Other than a little hilarity and outrage on Twitter, the story hasn’t turned too many people on. That may change if the DRDO decides to officially comment.

First off, only an idiot would hope to find any justification at all for a public-funded combat vehicle research lab spending any resources (money, man-hours that could be better spent, materials, electricity) on a rath. Second, excuses like “seva” etc don’t hold. If the rath project eats into laboratory time or resources even slightly, it’s unacceptable. Period. Three, inappropriate diversions of this kind are an insult to the hundreds of DRDO scientists actually doing stellar, quality military research, even at the same laboratory. Indulgences of this kind hurt the reputations of scientists who have to work harder just to make up for the incompetence, laziness and vacuous sahib culture of their colleagues. Finally (and this is my favourite reason) it should disturb us all gravely that a motorised battery-powered chariot is the level of “technology” the DRDO is dabbling with and feels proud to pass on. As someone on Twitter pointed out to me, a small group of engineering kids could have built the thing in two months or less. (Less. Definitely less. Have you seen the stuff engineering students make these days?)

The Bombay High Court has better things to do than intervene in preposterous issues of this kind, but I for one would love to know how this one plays out, especially since the DRDO chief himself has been asked to explain. The DRDO chief is a good man, a strong missile scientist, who I hope will send out the right message. Because for far too long, the DRDO has gotten away never having to explain itself, always shielding itself with a pretend-patriotic forcefield, crying foul at the slightest criticism and accusing its detractors of being anti-nationals.

“Not just high-altitude chikki”. That was the title of the final column I wrote for the Indian Express before I left in 2007. The column welcomed a rare formal awakening within the government about the need to completely overhaul and reinvent India’s doddering, plagued and villified Defence Research & Development Organisation (DRDO). The government’s decision to find ways to kick the DRDO into a shape was, if not directly a result of, at least catalysed by a relentless eight-part series that the Express had frontpaged just days earlier, carefully picking apart the breathtaking incompetence and sense of entitlement that had allowed the DRDO to balloon into a nightmarishly out-of-control and wasteful organisation. The title of my parting column was a reference to the mind-boggling products the DRDO found (sigh, and still finds) the need to expend its energies on, instead of focusing on giving India its basic weapons. (The DRDO’s Defence Food Research Laboratory in Mysore actually researches, among other things, stabilised chikki and cashewnut burfi for troops at high altitude). DRDO chief at the time M Natarajan had written an letter to all employees asking them not to be affected by the “malicious news columns” that seek “distract us from our goal of self-reliance”.

Comment Writing about DRDO for almost exactly ten years now, the one thing I’ve noticed is that hilarity about its misadventures always diffuses into anger. The truth is, the organisation has nobody but itself to blame. Earlier this year, Prime Minister Modi chastised the DRDO at a public event, informing it that the world wouldn’t wait for it, and that delays in crucial weapons projects was unacceptable. The DRDO has enjoyed “friendly” defence ministries in the past, notably under AK Antony. Modi has signalled that the time for fun and games is over. The message is simple: That’s public money you’re using. Soldiers need the stuff you make. You don’t have a moment or a rupee to waste. Get your shit together. Now.

डी आर डी ओ पिछले दो सालों में बायो डायजेस्टर तकनिकी के बारे इतना ढिढोरा इसलिए पीटा क्योंकि एक तो इनके पास और कुछ डेवलप नहीं हो पा रहा था और दूसरा डी आर डी ओ द्वारा  डा सेल्वामूर्ति को  नंबर दो के पद पर बिठाना।

डा सेल्वामूर्ति डी आर डी ओ के मुख्य मिशन के नहीं थे वो तो लाइफ साइंस जैसे विषय से संबधित थे जोकि एक डी आर डी ओ का  एक मुक़्तलिफ़ कार्य था परन्तु डा सेल्वामूर्ति के प्रोपगंडा स्पेसलिस्ट होने के कारण उन्होंने डी आर डी ओ के मुख्य मिशन से डी आर डी ओ को भटका दिया और सब अधिकारी नाम व् पैसे के कारण डा सेल्वामूर्ति के पीछे हो लिए।  मंत्रियो और बाबाओ व् फ्लिम स्टार्स के साथ फोटो सेशन और टेक्नोलॉजी ट्रांसफर के नाम पर कम्पनियो से साठघांट और साथ में टेम्परोरी ड्यूटी का मजा लेने के लिए डी आर डी ओ मुख्यालय के  सब अधिकारी डा सेल्वामूर्ति के जाल में फँस गए। डा सेल्वामूर्ति ने बहुत से डीम्ड यूनिवर्सिटी को  डी आर डी ओ लाइफ साइंस बोर्ड के माध्यम से करोड़ो रूपए बांटे तथा उनसे अपने लिए व् अन्य डी आर डी ओ अधिकारियो के लिए मानद उपाधि ली व् कुछ अपने चापलूसों को पी एच डी करवाई।

बायो डायजेस्टर तकनिकी का कई बार डी आर डी ओ ने विभिन्न स्थानो में लोकार्पण करके देश के बहुमूल्य पैसो का जम कर दुरूपयोग किया।

India’s DRDO develops eco-friendly toilets

India’s Defence Research and Development Organisation (DRDO) dedicated to enhancing self reliance in defence systems, has demonstrated exemplary versatility by developing eco-friendly bio-toilets for soldiers for human waste management in high altitude regions.

The low temperature at high altitude halts and delays the natural biodegradation of human waste and leads to its accumulation which is an environment hazard.

The painstaking research spanning a decade involved study of the science of bio digestion. It began in 1998 and was carried out by a team of DRDO scientists who camped for 16 months in harsh weather conditions in Antarctica and identified psychrophilic bacteria that can withstand both summer and winter temperature. The bacteria were then brought back to the laboratories where they were cultured and their kinetics studied.

After DRDO installed 200 units of bio digesters in high altitude areas such as Siachen and Ladakh for its jawans and word spread about the advantages of bio toilets, the Planning Commission evinced interest in the technology developed by DRDO.  The technology has been adapted successfully for use in all terrains.

Dr W. Selvamurthy,  DRDO’s distinguished scientist and Chief Controller of Research and Development, said, “The Lakhsadweep Islands  were facing water borne diseases and had approached the Planning

Commission for a solution. What began as a solution for jawans turned out to be a gift to society. The bio toilets are a blessing in rural India where only 30 per cent of population has private toilets.”

Not just this, big brother America is taking interest in the bio-toilets. Coming month, Dr Selwamurthy  alongwith Dr Lokendra Singh, Scientist G and Director, Life Sciences,  Defence Research and Development Establishment, Gwalior,  will be travelling to Seattle in the United States to make a presentation to the Bill Gates Foundation as Bill Gates is reviewing the technology of bio toilets.

The presentation alongwith the exhibition of the innovation will be made at the invitation of the Bill Gates Foundation which is holding a global competition for best global solution for human waste management.

Dr Selwamurthy  is confident that this will become a global technology. “ It is a unique IP (Intellectual Property.  We have patented this technology not only at the national level but also at the international level.”

Better known as bio digesters, the toilets were conceptualised as DRDO’s solution for  decomposition of biological waste generated by soldiers deployed in high altitude areas.While 12,000 units in Lakshadweep islands are using DRDO developed technology , the railways which have faced severe criticism for stinking platforms and unsightly human waste littered tracks , are also using these toilets.

As of date, eight trains are running with 436 bio toilets based on DRDO technology in 191 coaches.” As part of the green intitatives promised in the Railway Budget for 2012-’13, the Ministry of Railways will provide 2500 bio toilets in its coaches.  By 2016-17, the new railway coaches will completely switch over to bio toilets.

]The Minister for Rural Development, Mr Jairam Ramesh,  has given a go ahead for installation of bio toilets in 1000 village communities (gram panchayats) with a budget of Rs 400 crore. At the launch venue located only 15 kilometre from the Wheeler island where Agni V was successfully test fired early this year, the Minister for Rural Development promised that under the recently launched Nirmal Bharat Abhiyan (Clean India Campaign) , his ministry will ensure that all gram panchayats are covered in the next 10 years.

As of now, India has 2,40,000 gram panchayats.”

The DRDO distinguished scientist said, “ To begin with, we have installed six twin bio digester toilets in Odisha in eastern India. The Ministry of Rural Development will identify these 1000 villages communities and ensure that every village home gets a bio toilet.”

Dr Selwamurthy  is satisfied that DRDO is discharging its corporate social responsibility. “ Our technology has a spin off.  It is now going to States. The Minister for Urban Development has recommended that new housing societies being developed in Uttar Pradesh, Gujarat and Maharashtra, instal bio toilets.”

DRDO’s versatility has earned it praise from the Union Minister for Rural Development, Mr Jairam Ramesh.  While launching the eco toilet project based on DRDO’s bio digester technology in Dhamra in Odisha’s

Bhadrak district last month, the minister said that bio toilets can do to rural sanitation what Agni has done to India’s external defence. He said that the DRDO developed technology for bio toilets can bring a significant change in the quality of life of people, mainly in rural areas and help them lead a healthy life.”

Dr Selvamurthy agrees that the bio digesters will prevent the dehumanising practice of manual scavenging and meet its objective of discouraging open defecation and improving sanitation conditions.   Open defecation is a huge problem in India and Sikkim is the only State that boasts of zero defecation in the open. Sixty per cent people in the world who have to go outside for toilets are from India.

The senior scientist, who has been part of the DRDO’s growth story for almost four decades, said that one toilet would cost Rs 15,000 but the cost would be borne by the Ministry of Rural Development. “Looking at the cost benefit analysis, it is not very expensive. It  will prevent deaths that are caused by water borne diseases. A large number of children die due to water borne diseases. The durability of the whole system is 25 years.  We have given it to 45 Indian companies for capacity building. We are willing to give it to other countries also. Industry will implement it under the Quality Assurance of DRDO. We are only monitoring it.”

DRDO to launch green toilets for civilians – The New Indian Express

The Defence Research and Development Organisation (DRDO) in a first of its kind attempt, will launch, not missiles, but bio-toilets for use by civilians. Scheduled to be dedicated to the nation on Sunday at Dhamra, 64 km from Bhadrak district, the bio-toilets project was conceived by the Ministry of Defence in collaboration with Ministry of Rural Development.

With the objective of reducing open defecation and increasing sanitation, the project has been based on DRDO’s Bio-Digester technology developed by Defence Research and Development Establishment (DRDE), Gwalior, and Defence Research Laboratory (DRL), Tezpur, two constituent laboratories under DRDO.

The technology was used to decompose biological waste generated by soldiers deployed in high-altitude regions such as Siachen and Ladakh. It degrades and converts the human waste into usable water and gasses in an eco-friendly manner. The generated gas can be utilised for energy/cooking and water for irrigation purposes. The process involves the bacteria which feeds upon the fecal matter inside the tank, through anaerobic process which finally degrades the matter and releases methane gas that can be used for cooking, along with the treated water. Highlighting the technical aspects and features of bio-digester technology, Dr W Selvamurthy, Chief Controller (R&D Life Science & International Cooperation) stated, “The bio digester technology is an innovative and cost effective solution for a mega problem of water pollution and health hazard due to open defecation.

The effluent coming out of the bio digesters is odourless and harmless and could be used for gardening and irrigation as well. Minister of State (I/C) Statistics and Programme Implementation and Minister of State for Chemicals and Fertilizers Srikant Jena and Minister of Rural Development and Drinking Water and Sanitation, Government of India, Jairam Ramesh are expected to be present at the inauguration.

The research body held a meeting with the RD Minister introducing him to the new technology and desired it be adopted in the Total Sanitation Campaign (TSC) that funds construction of toilets in rural households. Earlier, DRDO and FICCI had entered into a MoU for DRDO-FICCI Accelerated Technology Assessment & Commercialisation (ATAC) programme.

The DRDO-FICCI ATAC programme is a unique initiative of DRDO and FICCI that aims for commercialisation of cutting edge technologies developed by various DRDO labs for civilian applications. The RD Ministry will be implementing bio- toilets in its sanitation campaign providing  privacy to rural folks apart from dealing with waste management.  CTRAN Consulting, a BASIX group company dealing with sustainability solutions, has provided techno-managerial coordination for this project.

Bio-digester would cost  Rs 15,000 (approx) and plans are afoot to launch it in thousands of gram panchayats.

Esteemed government leaders, scientists and sevaks gathered together today to officially inaugurate the new eco-friendly, bio-digester toilets built at Parmarth Niketan Ashram, Rishikesh through the cooperation and hard work of DRDO, FICCI and Ganga Action Parivar. These toilets, which provide an environmentally-friendly and sustainable solution to the major sewage crisis India is facing, are the beginning of a partnership between these three entities which will help to bring eco-friendly toilets throughout the Ganga River Basin. In the first stage alone, 5,000 toilet blocks will be built hand-in-hand along the banks of Ganga in Uttarakhand.

The Hon’ble Governor of Uttarakhand praised the resolve of the DRDO, FICCI, GAP and the Parmarth family in its dedication to environmental protection and the betterment of India’s homes, villages, towns and cities. He recognized how building toilets in public places and girls’ schools will not only help the state in remaining clean but will also be a great facility for tourists and pilgrims. In addition, it will help save women’s dignity and promote women’s education, thus toilets are a must across villages and cities.

Pujya Swami Chidanand Saraswatiji, founder of Ganga Action Parivar, spoke on how it is everyone’s right to live with dignity, and thus current practices related to sewage management, such as manual scavenging, must be eliminated. Pujya Swamiji detailed how lack of toilets in villages, girls’ schools and elsewhere is a true curse on society, as it creates innumerable difficulties in so many lives. Women in villages must wait until it is dark to go to relieve themselves, causing many stomach and bowel issues and diseases. To protect their dignity, they must stand up every time a person or a vehicle passes by, and to avoid this women often walk out into dark areas and jungles to go to the bathroom – a very dangerous practice.

Pujya Swamiji also spoke about how building toilets is necessary for maintaining Gangaji’s purity and cleanliness, and that by building eco-friendly toilets within the Ganga Basin will not only help keep the environment clean, but will help our culture shine everywhere.

DRDO unveils eco-friendly complex based on bio-digester tech – The Economic Times

NEW DELHI: DRDO is achieving many successes on technology front and is being recognised for the facilities it has developed for the welfare of people, Avinash Chander, Scientific Adviser to Defence Minister, said today.

Chander, who is also Defence, R&D, Secretary, appreciated the efforts of DRDO while inaugurating Anusandhan Vihar, a self-contained residential complex at DRDO Estate

The 5.4-acre eco-friendly complex consists of 56 Type V & 56 Type IV accommodations sports and children park facilities, a DRDO statement said, adding that the highlight of the complex is that it is first ever residential complex based on DRDO-developed bio-digester technology for sewage treatment.

“The entire water is recycled for various purposes including treated flush water for arboriculture, soft water for bathing and washing purposes each of 2-lakh litre capacity and treated water of 80000-ltr per day capacity for drinking and cooking purposes,” it said.

As per a study carried out by Defence Terrain Research Laboratory, the ecological balance of the area is maintained because the complex has adequate amount of greenery, it said.

DRDO said it has signed MoUs with various states, Union Territories, FICCI and Ganga Action Plan for installation of more than 18000 bio toilets across the country based on the bio-digester technology.

Over 10000 bio-digesters are being installed in various types of passenger coaches of the Indian Railways.

Today at the final day of the Kumbha Mela, Vivek Oberoi took a pledge for the construction of the first 2 toilet complexes being built by a partnership between Ganga Action Parivar, DRDO and FICCI. Led by Pujya Swami Chidanand Saraswatiji, the Founder of Ganga Action Parivar and President of Parmarth Niketan Ashram, Rishikesh, Vivek performed puja, yagna and a ceremonial “bhoomi puja” blessing for bricks to be used in the eco-friendly, bio-digester toilet complexes. The first toilet complex built by the partnership of Ganga Action Parivar, DRDO and FICCI was inaugurated at Parmarth Niketan Ashram, Rishikesh by the hands of the Honourable Governor of Uttarakhand; the second toilet complex was inaugurated at Parmarth Niketan Ashram, Rishikesh, by the hands of revered saints of all the world’s religions at a huge “Environmental Protection for World Peace” event held on November 3, 2012 in honor of Pujya Swami Chidanandji’s 60th birthday. Now, further complexes are being built throughout Uttarakhand, and plans are underway for construction in Uttar Pradesh as well, including here in Allahabad. The 2 toilet complexes sponsored by Vivek will be located here in Allahabad and in the sacred teerth of Badrinath.

Last night, on February 25th, at the Ganga Action Parivar Camp, Pujya Swami Chidanandji showed a film which had been made on the need for toilets. The lack of proper toilet facilities is not only a major factor contributing to pollution in Ganga, Yamuna and all rivers, but also is a source of violence, fear and illness in girls and women. Embarrassed to go to the toilet in the daytime, they suffer innumerable ailments from holding until the dark of night. Then, in the dark of night, they fall prey to wild animals and violent men. Hence, the toilet program initiated by Pujya Swamiji is an answer to problems faced by Mother Ganga, Mother Yamuna and all the young and old girls and women living on their banks.

Said Pujya Swami Chidanandji: “Every time we drive and I see women and girls having to jump up in the middle of answering nature’s calls due to shame of passing cars, it hurts my heart and I feel that we are inflicting great physical and emotional violence against our “Matri Shakti” by not providing them with safe, available places to go to the toilet. Also, lack of toilets is one of the main reasons for young girls dropping out of school, so we are committed to building toilets in schools so our young girls can continue their studies. Our temples purify our minds and thoughts, but a toilet is necessary for the body. Just as temples are crucial for spiritual health, so are toilets crucial for physical health. That is why, after decades of building temples, I am now focused on building toilets.”

Said Vivek Oberoi: “I am so glad to be part of such an important initiative which not only helps keep Mother Ganga clean but which also is seva for all of our mothers and sisters — of every age — who don’t have access to toilets and must brave the jungle and rapists in the dark of night. Giving our women the dignity they deserve is our duty.”

Members of Ganga Action Parivar explained that currently, much of India’s sewage is disposed of within water bodies such as the Ganga. The Ganga is deluged with nearly 2 billion liters of human waste a day, while being the sole source of drinking water to a population approximating that of the United States, Canada and Russia combined. The resulting public health crisis has taken a tremendous toll. According to the World Bank, 21% of communicable diseases in India are related to unsafe water. Of these diseases, diarrhea alone is responsible for over 1,600 deaths each day.

The DRDO-Developed Biodigester uses no chemicals and requires no electricity, nor moving parts. Rather, the biodigester tanks provide an oxygen-free environment within which harmless bacteria dissolve all sewage. What’s left is clear, 99% pathogen-free water, which is rich in agricultural nourishments, and odor-free methane gas which can then be utilized as a fabulous source of energy. Cars have been developed which can reach a top speed of over 180 kph which are fueled for an entire year from the biogas produced from the sewage of just 70 homes. A consortium of Japanese auto makers reports that this fuel can potentially cut carbon emissions by 75%.

Why do people want to go private organizations? Is it because they do good work and they are rewarded? Do you have any method of incentives for good work done by scientists? Please elaborate – (CC R&D HR)

As per the reply in Parliament ( LOK SABHA) against UNSTARRED QUESTION NO 596, ANSWERED ON 09.12.2013, the total 487 scientists left from DRDO from 2008 to 30th November 2013. Scientist B- 289, Scientist C- 152, Scientist D – 26, Scientist E-  13, Scientist F – 7.

Why they left – Financial reasons – very few, most young scientists join this great premier scientific organization with great enthusiasm that they will contribute their best to serve the nation, but unfortunately they encounter incompetent, greedy, bosses who got these higher posts on the basis of flattering/corruption /nepotism.

Examples are numerous but this is one real reason I grew up in a small town called ———— and my father works for ——. All my childhood I spent in scientific community and I dreamt of becoming a scientist one day. I did that and I ignored offers from private sector and Joined DRDO.

The establishment that I joined promised me excellent work in my field of analysis and designing. At 21, I joined and things of course were very indifferent to what I dreamt of.

We had bureaucracy and people were not happy. The organization was something like a hierarchy controlled rather than intellectual oriented. I had an excellent team and my STA’s are one of the best. People never cared to harness their potential. Have no idea why.

Most of the works that we were supposed to do were outsourced; this is one thing that I fought with everybody. I did not want to work for my salary; I wanted to work for pleasure.

Finally, my team was able to deliver some engineering marvels that my superiors said it was impossible to do. My growing frustration with outsourcing was a big issue for me. A single step ahead in the project is like fighting with in.

After 5 years of service, I came to US to pursue my further studies.”

The absolute power to Lab Directors is also a big reason to derail the organizations.

The training of young scientist started with collecting quotations, making specifications, filing indents of not required instruments & items on direction of their bosses to get good APAR and promotions. If the scientist not compromise with his integrity for helping out the corruption of his bosses and Director, then immediately his harassment started by all means including transfers.

One scientist from GTRE, Bangalore genuinely approached the Director for his transfer but the egoist Director after receiving transfer order from DRDO Hqrs told him “ I will see who is going to relieve you if you pressurized me. Your dead body only can only be relieved” It is not a joke and this is the real scenario of DRDO.

The individual  ask transfer without having GOD father in DRDO always get same treatment, his carrier start spoiling by Lab Directors, if Lab Directors is annoyed with any individual of lab means he will going to face social boycott by  whole lab because one try to help him means he will also come under threat zone. Targeted individual start facing each and every step of his day to day work like NO TD, No support for project work, no recommendation for good work, APAR/ACR dropped to average and many more obstacles are common.

If Lab Director sniff that the individual is watching corruption or raising voice for that, it means that that individual is now going to get a kick without following the rules to remotest area with instruction that make sure that this man does not get peace at all.

DRDO has an unwritten thumb rule that when any Lab Director is not happy with any individual it means that he must be transferred to other destination without justifying the reason and the best part of this is that entire DRDO HQRS backsthat egoist corrupt director. This has resulted in the DRDO we know today.

All 25 questions raised by the Cabinet/PMO / Parliament Committee are really the honest approach to make DRDO a productive organization. DRDO is wasting more than two lakh crores worth of infrastructure without any mentionable output. DRDO should accept Genral Mallik’s comment after KARGIL WARcasualties in the conflict could have been reduced had the Defence Research & Development Organisation (DRDO) not come in the way.

Unfortunately, DRDO still does not understand the importance of the country’s needs. It still wastes money on SDR type of technologies, which already exist, and DRDO is ready to give second extension for PDC, like Sh R C Agarwal, who got a second extension without output.

PUBLIC OPINION & SURVEY ON CONTRACTUAL APOINTMENT OF SHRI AVINASH CHANDER AS DG,DRDO, SA TO RM & SECRETARY, DRD EVEN AFTER HIS RETIREMENT

Sri Avinash Chander, Distinguished Scientist and Chief Controller Research & Development (Missiles & Strategic Systems) as Secretary, Department of Defence Research & Development–cum-Director General, Defence Research& Development Organisation and Scientific Adviser to Raksha Mantri vide letter No. 12/9/2013-EO(SM-I) dated 31st May 2013,Secretariat of Appointment Committee of Cabinet, DOPT, Ministry of Personal, Public Grievances and Pensions, New Delhi. [copy of order dated 31 May 2013  enclosed]

According to the said letter dated 31 May 2013 , The appointment of Shri Avinash Chander beyond his date of retirement i.e.30.1 1.2014 would be on contract basis with the same terms and conditions as he would be entitled to Secretary (DRD) before the date of retirement.

The Chief of DRDO is holding three post simultaneously DGR&D,DRDO, SA to RM and Secretary, DRD and having control over 30000 employees, 52 establishments and Rs. 15283 crore of public money.

The said appointment order of Sri Avinash Chander was illegal on the grounds-

(i)            Shri Avinash Chander is not having International Stature that is basic requirement for extension in service from age of 62-64 years; hence the extension in service beyond the age of 62 years to Sri Avinash Chander was illegal.

(ii)          appointment from Distinguished Scientist to Secretary is promotion cum appointment (promotions in extension in service is illegal as FR 56(d)

(iii)         Shri V. Narayanasamy, Minister of State in the Ministry of Personnel, Public Grievances and Pensions and Minister of State in the Prime Minister’s Office replied to Parliament in the year 2012 that “there is no policy formulation for appointing the Secretaries in Union Ministries and Departments on contract”.

(iv)         According to News published on 28 May 2012 in Hindustan Times stating “Contractual appointment post-retirement not in rules” based on reply given by DOPT, Ministry of Personnel in 15th Lok Sabha.

(v)          Orders for regular appointment and contractual appointment could not be clubbed in one order as both are totally distinct action as per recruitment rules.

(vi)         An official appointed on contract after retirement cannot function as Head of Office for all administrative & financial matters in the department. It is apparent from his appointment letter that he will exercise all administrative and financial powers on contractual appointment as he was having in his regular appointment before retirement.

In this matter several applications under RTI Act 2005 was filed to DOPT, Cabinet Sectt. , DRDO and MOD. In some applications vital information was provided by Government.

Recently on 06 August 2014, one DRDO scientist filed complaint to Hon’ble Prime Minister who is also the Chairman of ACC. The said complaint is under consideration to Cabinet Secretariat, Government of India.

India Today in its issue of 13 Oct 2014(English Edition) and 15 October 2014(Hindi Edition) published detailed News about post retirement appointment and extensions business in DRDO.

Hon’ble Sir,

Human Resource is an asset of an organisation and proper utilisation and deployment of its HR/Manpower is challenging job for an organisation especially on DRDO which holding very significant responsibility for the nation. In the past several years   DRDO cannot meet its target well within time and seeking extensions in PDC again & again in several major projects of national significance. This drawback of DRDO has been noticed by Hon’ble Ex-PM Dr. Manmohan Singh, Ex- Defence Minister Shri A.K. Antony, CAG, CGDA, Parliamentary Standing Committee on Defence (15th Lok Sabha). This has been also noticed and criticised by you in DRDO Award Function on 20th August 2014 by saying “Chalta Hai wala attitude nahin chalega“.

Poor HR planning and deployment of scientists in various Lab/Estt of DRDO is major reason for not delivering the products and timely completion of project. Almost each and every lab/Estt all sundry work (Admin/Stores/Security/MTO/Library/works/ conservancy etc) are managed by qualified scientist and technical officials (more than 15% of total strength of DRDO) Simultaneously they are drawing all perks which is provided towards incentive in the name of scientific encouragement and also enjoying flexible complementary scheme on promotions which is also strictly for those who dedicatedly involve in scientific and technical assignments.

HR of DRDO comes under CCR&D (HR) which consisted of DOP, DHRD, RAC, CEPTAM, DESIDOC, ITM, MILIT, DIAT, DPI and RTI Cell. Presently Dr. G. Malakondiah, Distinguished Scientist is holding the charge of CCR&D (HR) and he was convicted by Madras High Court for imprisonment of three weeks in case of contempt of court this the highest example of ignorance of constitutions provision.

One such example of poor HR planning of DRDO is of Dr. A.K. Singh, Director, Directorate of Personnel, DRDO HQ, New Delhi. Dr. A.K.Singh, Scientist ‘G’ is great Nuclear Medicine scientist of India with five patents granted, fourteen patents filed, one copy right and more than fifty publications in international & national journals.Bio-Data of Dr. A.K. Singh is annexed.

As a matter of fact, despite having so many scientific contributions in area of Nuclear Medicines which is primarily used for treatment of cancer, brain tumours and complex diseases.

Dr. A.K. Singh was basically recruited for projects of DRDO in its New Delhi based unique laboratory working in Nuclear Medicine, Institute of Nuclear Medicine and Allied Sciences (INMAS). He worked in INMAS till the year 2004 but all of sudden he was transferred in DRDO HQ and assigned non-technical clerical assignments like Staff Officer to CCR&D.

Since the year 2004, the great Nuclear Medicine scientist is working non-scientific work like Director, CEPTAM, Director, DHRD and presently DOP. The work assigned to Dr. A.K. Singh is of administrative nature for which DRDO is having it’s another HR cadre known as administrative cadre and from this cadre manpower should be appointed in DOP.

Being a bonafide life science scientist, Dr. A.K. Singh, DOP not having any expertise in field of HR, therefore, he made several wrong decisions due to which DRDO faces lot of embarrassment and bad fame in media, it also affected various officials of DRDO who are facing several court cases in various courts all over India, even 15th October 2014 he received notice from CAT Delhi for his misadventure towards a senior scientist who belong to minority.  This created lot of expenditure in term of fees to lawyers, TA/DA to attend court cases and cause of derailing scientific research tempo of DRDO.

Government of India is paying more than Rupees twenty lakhs to Dr. A.K. Singh, DOP for his non-productive and non-scientific work that can be carried out by any of the officer of Joint Director/Additional Director of DRDO from the admin cadre. DRDO wasting poor tax payers money.

Dr. A.K. Sigh is great Nuclear Medicine Scientist which is rare in DRDO. The discipline of Dr. A.K. Singh is from Life Sciences so proper utilization of his potential to  posted him in Laboratory/ Establishment of DRDO under Life Sciences Cluster so he can contribute more in the national interest.

There are nine (09) Lab/Estt under Life Sciences Cluster of DRDO spread over all India. These are DEBEL, DIPAS, DIPR, INMAS, DRL, DIBER, DFRL, DIHAR & DRDE. Life sciences scientists are 120+ out of 7500 total DRDO scientist’s strength so proper utilization of these 9 labs can only possible when all life science scientists dedicatedly posted in Life Sciences Cluster of DRDO not in HR related Corporate Directorate. Dr A K Singh qualified life science scientist but he convert his field into technical services in the official records while as per his biodata he is fit for life sciences activities.

Sir you know the maxim “wrong shoe in right leg- “. Similar is the case of Dr. A.K. Singh who has been wrongly posted in HR assignments of DRDO while he is great Nuclear Medicine scientist with international fame scientific contributions in Nuclear Medicine. He is very much required in Lab/Estt of DRDO that are working in specialization of Dr. A.K. Singh like Defence Research Laboratory, Tezpur, Defence Research & Development Establishment, Gwalior, DEBEL, Bangalore and INMAS, New Delhi. Since Dr. A.K. Singh had already worked in INMAS, New Delhi for more than 16 years and his experience was bitter at INMAS thereby he was expelled from projects and scientific assignments at INMAS, New Delhi. Therefore the ,most suitable  work places for getting output from his scientific knowledge and experience is DRL, Tezpur, DRDE, Gwalior and DEBEL, Bangalore.

Keeping in view of the facts stated above, to save public revenue and streamline HR of DRDO, it is very much required that scientists of the DRDO having educational qualification and experiences in life sciences should be posted in Lab/Estt under Life Sciences Cluster of DRDO.

Therefore I kindly and earnestly request you to start “operation clean- Swachta Abhiyan” in DRDO by transferring Dr. A.K. Singh, DOP from DRDO HQ to any of the Life Sciences Cluster Lab/Estt like DRL, Tezpur, DRDE, Gwalior or DEBEL, Bangalore so that poor & dirty  HR of DRDO may be rich & clean.

DRDO gave bogus answer to Hon’ble Parliament via then Defence Minister Shri A.K. Antony

Parliament of India is supreme constitutional institution in which Hon’ble Member of Parliament (MP) can ask questions to Government Ministries regarding issues of public welfare, working of Government, issues of national interest and others as specified by Parliament rules &  procedures with permission of chair.

It is expected that concerned ministries will provide true and correct information to Parliament through concerned minister of the ministry of GOI. The Hon’ble ministers provide the reply to parliament questions based on inputs provided to them by the concerned department. Hon’ble Members of Parliament very frequently put questions in Parliament related to DRDO.

DRDO was having its own cell for preparing the reply to Parliament Questions headed by Dr. J.P. Singh, Scientist ‘F’ under Dte. of Planning & Coordination. Now after implementation of Rama Rao Committee, DRDO has restructure its organization setup and a new Dte of Parliamentary Affairs has been created with effect from 01 Sept 2013 under CCR&D(R&M) and Dr. J.P. Singh, Scientist ‘G’ is the first Director of this Directorate of Parliamentary Affairs. As a matter of fact Dr. J.P. Sigh is highly qualified scientist of DRDO with M.Sc. (Physics), MLISC and Ph.D. but since several years he is posted at DRDO HQ and looking after Parliamentary Affairs in DRDO. Dr. J.P. Singh was promoted as Scientist ‘G’ wef 01 July 2012 and having seniority no. 346 among all Scientist ‘G’ of DRDO as seniority roll as on November 2013,  still by superseding all his seniors he was appointed as Director, Dte of Parliamentary Affairs , DRDO HQ with blessings of his God Father.

To provide false and misleading information to Hon’ble MP’s by any ministry on behalf of the hon’ble minister is disrespect to Parliament and against the decorum of the House. As per Chapter 8: Privileges of Rajya Sabha Manual to provide false & misleading information to Parliament is breach of privileges and contempt of Parliament.

In 15th Lok Sabha, a Parliamentary Question No. 2732 was raised by Hon’ble members of Lok Sabha Shri Pradeep Kumar Singh, Shri Kirti (Jha) Azad and Dr. M.Jagannath which was answered by then Defence Minister Shri A. K. Antony on 10.12.2012. (Copy Annexed as downloaded from Lok Sabha website). The subject of the question sought was “WORKING CONDITIONS OF SCIENTISTS AT DRDO” (Very much relevant to present condition of DRDO)

Ex Defence Minister Shri A. K. Antony answered parliament question no. 2732 regarding extended tenure of DRDO Scientistsand as a practice the answer was prepared by DRDO Parliamentary Affair expert awardee scientist Dr. J. P. Singh who was looking Parliamentary Affairsin Directorate of Planning and Coordination, DRDO HQ in the year 2012.

Dr. J. P. Singh awarded in June 2011 for“Disseminating Information pertaining to DRDO’s Contributions” to the Parliament and its Committees. Subsequently he was also promoted as Scientist ‘G’ after superseding so many scientists who are actually doing science in various Lab/Estt of DRDO and his promotion is clear cut violation of FCS (Flexible Complementary Scheme) guide lines which says FCS benefits strictly for those scientists who are doing science or totally involved in scientific & technical assignments.

The justification for granting service extensions to so called scientists of DRDO now totally exposed and Modi Ji’s Government is taking stern action no output, no undue benefits.

But in respect of answer of  “Whether the Government favours the policy of retaining officers or specialists after their retirement; “ was totally false –DRDO never ever justified the extensions of their scientists, if you see the DOPT guidelines for service extensions FR 56 (d) it is clearly mentioned“the expertise of individuals should be of international stature” but 99% of service extensions given by DRDO to those scientists who has no patents, no international papers, no awards, even their own town does not know about his existence. DRDO posed them like without him the ongoing project will not move a single step but in reality all scientist on extensions 62-64 are either holding the post of DG or CCR&D at DRDO HQ and busy in administrative work only and not contributing in scientific activities (R&D) of DRDO.

It can be found in bio-data of all Distinguished Scientists/Outstanding Scientists on extension after age of 60 years that paper published are from in- house DRDO publications, awards in- house DRDO awards or the awards sponsored ones like by deemed universities who receiving funds from DRDO or societies who also received funds for their day to day activities from DRDO. The gang of bluffer scientists made a grip (मकड़जाल) to confuse and mislead the politicians in the name of indigenous technology development related to Defence.

The one example of the service extension of the so called great scientist as Shri Antony mentioned in his answer “This extension is grantedkeeping in view their knowledge and meritin theconcerned fields. Therefore, DRDO is utilizing rich experience and knowledge of these scientists in on-going research works” is of Shri R. C. Agarwal, Director, DEAL, DRDO, Raipur Road, Dehradun.

As per information of DRDO website he joined DRDO after B. Tech and subsequently he did M. Tech while working in LRDE and he got DRDO various in-house awards but not mentioned the name of awards and type of awards in his bio-data(whether local lab awards). Similarly it is mentioned that he contributed in so many projects (as a team member everyone in DRDO contributed with various project what is special). It is also mentioned that he published number of technical papers in national and international journals (no numbers, no details whether as main author or as co-author). Hence, big question mark is on his bio-data and extension in service)

This great scientist of DRDO nobody knows him in Dehradun what is his national or international existence, only SA knows who forwarded his name to ACC.

He got 60 to 62 years extension in June 2011 just after his bypass surgery in Feb 2011– see the DRDO top HR capability. ( Now everyone knows the capability of DRDO HR as Madras High Court punished  Sh.G MALAKONDIAH, CC (R&D) HR, DRDO with Simple Imprisonment for a period of three weeks and also pay a fine of Rs.2,000/)

In the name of 100 Cr project Software Defined Radio (SDR) (PDC 36 Months) the status of project till date same as in the time of sanction. He purchased SDR 3000, SDR 5000 that was the achievement and spends 57% of funds in his first extension. Take lot of leaves, availed LTC to J&K, second LTC Sikkim etc and wasted precious money of poor tax payers.

Again he got second service extension 62 to 64 years same in the name of Software Defined Radio (SDR) (PDC 36 Months) but nothing mentionable has been done so far, currently project review is going on in Bangalore and the best part is that as Shri Antony told “DRDO utilizing rich experience of scientist” and so called scientist is in 27 days vacation to US and again wasting precious money of poor tax payers.

Can DRDO justifies the extension gamenever but who cares to common man question? But Modi ji give hope that now no extension without proper justifications and cases should be initiated at least four months before retirement.

(a)                Whether dozens of top scientists at the Defence Research Development Organisation (DRDO) are working on extended tenures;

(b)               Whether DRDO is facing the problem of human resource especially shortage of scientists for their projects;

(c)                If so, the details thereof;

(d)               Whether the Government favours the policy of retaining officers or specialists after their retirement; and

(e)               If so, the reasons for retaining them and steps being taken to impart training to new scientists and improve efficiency of DRDO?

(a)                Presently, 11 Distinguished (top) Scientists are working in Defence Research and Development Organisation (DRDO) on extended tenures.

(b)               (b) & (c): There is no critical shortage of manpower in DRDO. However, a case has been taken up with Government for augmentation of its manpower to meet the requirements of ongoing and future projects.

(c)                (d) & (e): As per existing provision, scientists and technologists can be given extension in service. This extension is granted keeping in view their knowledge and merit in the concerned fields. Therefore, DRDO is utilizing rich experience and knowledge of these scientists in on-going research works.

DRDO has been giving due importance to training. The Organization has dedicated training institutes, such as Targeted Training Centre at Bangalore, Institute of Technology Management (ITM) at Mussoorie, Training Institute at Jodhpur, Military Institute of Training (MILIT) at Pune. DRDO has a well established training policy, whereby training programmes for scientists are organized / sponsored in technical and techno-managerial areas through renowned academic institutes / universities / other organizations from India and abroad.

Role model and an inspiration for women scientist’s husband appointment case

DRDO advertised RAC Advt No. 110, December 2012 for the post of Scientist ‘G’ specially to accommodate CMDR S K Patel Husband of Ms Tessy Thomas but unfortunately due to lot of  resistance from DRDO senior scientists Sh Avinash Chander could not succeeded to obliged ? as he was not the big boss that time and Dr V K Sarswat turned down the case and thus RAC Advt No. 110 for Scientist ‘G’ mere wasted.

DRDO advertised RAC Advt No. 112/ October 2013 for the post of Scientist ‘G, this time  Sh Avinash Chander was boss and ignoring 485 available scientists G, CMDR(Retd.) S K Patel husband of Ms Tessy Thomas was selected and he joined DRDO as Scientist ‘G’ on 27 March 2014. He was appointed as Director in Directorate of QRS(DQRS) on 31 March 2014″ at DQ, DQRS as Director. The all eligible and more experienced DRDO scientists who are grown with DRDO Missile program now blowing the trumpet – Mera Kya, Mujhe Kya

Sir,

The DRDO top officials are not bothering the increasing numbers of court cases. It is not linear increase but it is in multifold, from CAT to High Court followed to Supreme Court.

As a learned lawyer you can very well understand the clients mental status when someone involve in court. Scientists or technical official who are engaged in court business than expectation of product output from them is futile.

If you ask your scientific adviser the figure of court cases and court expenses of last five years along with solicitor general’s advices or legal cell advices in which they deny for further move but the ego of DRDO’s top brass are very high.

Sir, you have check the payments to lawyers some time DRDO using project funds illegally and the scientists are also involved to attend court cases in the name of technical discussion in nearby DRDO or other establishment.

In RTI, DRDO will not provide the number of cases running in various courts across the country but certainly you will able to get data of cases and number of scientist and technical officials are involved. Number is alarming i.e. in thousand.

For example one simple case of tenure transfer of scientist is enclosed. In which you can understand the level of ego of senior DRDO officials compel to scientist go to the court and waste his hard earn money and suffer unnecessary. Dr. Vijay Veer, Director, DRL, Tezpur’s ego and his incompetency resulted to this CAT case.

As our Prime Minster said in his 15th August speech that he observed that in ministries department running as their own jagir and this clear cut accurately fit with DRDO working.

With great hope that you will certainly look into the matter and asked to correct this court business in DRDO.

In 1980 when Smt Indira Gandhi was Prime Minister and Sh A. B. A. Ghani Khan Choudhury was union Minister Energy, Coal and irrigation. Sh  Choudhury went USA  to attend some official program. While returning back from US the stopover was in Frankfurt, in airport VIP lounge some foreign journalists asked Sh  Choudhury regarding India’s planes and programs to meet energy requirements. Sudden unexpected situation he advocated the use of Gobar Gas to generate electricity etc. By the time he reaches India Smt Gandhi snatched the energy ministry from Sh Choudhury.

Recently on 25th Union Urban Development Minister Sh M. Venkaiah Naidu inaugurated a two-day international conference on ‘Advanced Avionics’ at the Research Centre Imarat (RCI), DRDO at Hyderabad.

The hidden agenda to invite Sh M. Venkaiah Naidu for such technical issue and which is not related to his ministry and not related to honorable academic interest was to ease the affect of Modi ji’s well  derived media created line “ Chalta Hai” attitude of DRDO.

Sh M. Venkaiah Naidu and Sh G. Satheesh Reddy, Director RCI belongs to same District, Nellore and the distance of their villages between only 84 Km.

The line “ Chalta Hai” was seriously taken by DRDO in different means if the DRDO top officials really want to reply the country they should prove and set example by their output. Beside this sh Avinash Chander whiningly repeated said in his speech at seminar that we put video defence minister and Prime Minister Speeches in our website, the              “ Chalta Hai” is out of context.

The truth of DRDO’s Bio toilets by IIT Kanpur – Bio-toilets developed by the Indian Railways and Defence Research and Development Organization have earned praise from Prime Minister Manmohan Singh, but IIT scientists say they are neither environment-friendly nor suitable for trains.

IIT-Kanpur and Research Design and Standards Organisation (RDSO) had developed a zero discharge toilet that the railways tried but rejected. Tare said the zero discharge toilet was superior to the bio-toilet project. “The bio-toilet is based on misinformation,” he said. “With every flush, untreated waste is expelled through different levels and finally on the tracks.”

Why the DRDO win race from IIT K because they passed the mechanism of fooling/ provision of motivation to the ministry bureaucrats to the railway officials. The game practice was developed by DRDO TOT division in the time of Maj Gen Umang Kappor.

It is purely money game between railway official and DRDO officials with help of companies who got TOT with DRDO.

The claim for rural area bio toilet technology not new according to the Nordic Ministercounsil in 1982 there were 300,000 composting toilets being used throughout Scandinavia.

DRDO signed MOU and “DRDO to install bio toilet systems in 1000 gram panchayats across the country,” Ramesh told. (UPA Minister Mr Jayaram Ramesh)

“We (the Ministry) will pay for it completely,” the Minister said.

DRDO will install these bio toilet systems in 1000 with their beloved suppliers who got TOT with them at undisclosed premium.

As per DRDE senior scientist the so called Bacteria from Antarctica of DRDO bio-toilets commonly available in cow dung.

As  per wikipedia James Bannehr, he took out a patent for the process (No. 1316, dated 28 May 1860). Among his works bearing on the subject were: “The Advantages of the Dry Earth System”, 1868; “The Impossibility overcome: or the Inoffensive, Safe, and Economical Disposal of the Refuse of Towns and Villages”, 1870; “The Dry Earth System”, 1871; “Town Refuse, the Remedy for Local Taxation”, 1872, and “National Health and Wealth promoted by the general adoption of the Dry Earth System”, 1873.

The game is in the name of technology and DRDO brand name just increased the price in multifold and loot the tax payers money.

Inauguration of first fixed bio-toilet at Tata Steel works – The bio-toilet uses an innovative, affordable, durable and eco-friendly construction solution developed by Tata Steel under the brand `Nest-In’ and uses the Nest-In methodology for wall construction and has a bio-digester for solid waste disposal. The unit has two toilets of 27 sq ft , one each for male and female workers. Both the toilets are fitted with electrical and plumbing fittings, etc.

Why not they go for DRDO bio-toilet? if it worth economical viable  and Rural Ministry adopted for mass installation, in this connection a scientist from DRDO already complaint to CVC.

Venkaiah pushes for promotion of DRDO civilian technologies

Union Urban Development Minister M. Venkaiah Naidu said that his ministry intended to promote bio-digester toilets and other civilian technologies developed by the Defence Research and Development Organisation (DRDO) in a big way.

Talking to reporters after inaugurating a two-day international conference on ‘Advanced Avionics’ at the Research Centre Imarat (RCI) here on Monday, he said there was a need to take advantage of science and technology to better the lives of common people. He said that although there was no dearth of onion production, there was still a shortage. Technology developed to preserve onions for longer periods can be used to overcome the shortage.

Citing examples of mosquito repellents, mobile water treatment plants, high nutrient value packaged food and medical equipment developed by DRDO, he said these were no ordinary innovations. Observing that the aim was to make the life of common more comfortable, he said that his ministry would OFFER incentives to State governments to implement necessary schemes.

Mr. Naidu said that a new mission in place of JNNRUM was in the advanced stage of finalisation. As part of the nationwide launch of Pradhan Mantri Jan-Dhana Yojana, he will inaugurate the scheme in Hyderabad on August 28. Under the scheme, a person having a bank account will become eligible for life insurance worth Rs.1 lakh.

Earlier, inaugurating the conference, he lauded the RCI’s contribution to the development of different missiles. He said, “We have achieved great strides in missile technologies. But we are importing most of our defence equipment. The government wants to reduce this considerably. We want to establish manufacturing facilities in India to cut imports,” the Minister added.

Recalling that Prime Minister Narendra Modi had announced that India should be able to export military hardware to other nations in the next 10 years, he said that a large quality manufacturing base was required to achieve it.

Scientific Advisor to Defence Minister and Director-General DRDO, Avinash Chander, referred to different technologies developed by RCI for missiles over the years and said whenever India was challenged by the denial of technology, the country rose to the occasion. “You deny, we prosper has been our motto,” he quipped.

V.G. Sekaran, Director General, Missiles and Strategic Systems, DRDO, said the field of avionics was witnessing fast-paced technological innovations and wanted scientists to configure systems that would take care of future requirements.

RCI Director, G. Satheesh Reddy, who gave an overview of the work done at RCI in the last 25 years, said the institution was gearing up to undertake futuristic research and make products that would be the first of their kind.

The conference is being organised to mark the conclusion of the silver jubilee celebrations of RCI.
