Atrocities on SC/ST in DRDO – Police Investigation Begin

An official of DEAL, DRDO Sh. Jagdish Kumar, Technical Officer ‘C’ reported SSP, Dehradun against the crime committed by Sh. R K Agarwal, Scientist ‘H’ Principal Associate Director, (Farzi Designation because as per RTI information there is no such gazette notification), DEAL.

Today at 2:30 PM Sub Inspector B P Singh visited DEAL and asked comments from Sh. R K Agarwal on Sh. Jagdish Kumar’s complaint under atrocity act. Sub Inspector B P Singh was escorted from DEAL gate to Sh. R K Agarwal’s room by Sh VVS Panwar, Technical Officer ‘C’ who is presently looking security officer assignment and Sh Balwant, security in-charge. As per Sub Inspector B P Singh, Raipur Thana that Sh. R K Agarwal told him that a written reply of queries will be submitted as soon as possible.

Sh. Jagdish Kumar, Technical Officer ‘C’ accused Sh. R K Agarwal that his APAR marks intentionally downgraded due to hatred towards the SC community. Sh. R K Agarwal’s malicious act was proved by ASCODAR committee headed by Dr S S Negi, Scientist H, IRDE, Dehradun, which in turn restored the APAR marks.

Sh Jagdish Kumar, TO – C, DEAL, Dehradun send a representation to DG, DRDO and requested action against Sh R K Agarwal, Scientist H, DEAL, Dehradun for ill treated as he belongs to SC community.

DRDO Hqr Letter No. DOP/01/00008/DEAL/M/01 dated 12^th March 2014 in reference of representation of Sh Jagdish Kumar, TO – C, DEAL, Dehradun and directed Sh R C Agarwal, Director, DEAL to assure Sh Jagdish Kumar in this regard.

But king of nepotism Sh R C Agarwal, Director, DEAL ignored the DG, DRDO directives and encouraged Sh. R K Agarwal to commit such crime. Sh Jagdish Kumar explored all option and at last he approached local police for seek justice.

Kindly provide me with the following information requested under the purview of the Right to Information Act, 2005 in respect of Fact Finding Inquiry Committee constituted by DG, DRDO under chairmanship of Dr S S Negi, Sc H to investigate the procurement irregularity in DMSRDE, Kanpur. The fact finding committee gave a clean chit to Dr. A.K. Saxena, Director, DMSRDE, DRDO, Kanpur as Sh D N Tripathi, Sc F, Addl. Director Administration and Finance, DMSRDE, Kanpur submitted supplementary counter affidavit to Honorable CAT, Allahabad on 4 June 2014 on behalf of Respondents in OA 330/00699 of 2014 in Para 9 That a fact finding committee has constituted by DG, DRDO which has also not found any truth in any complaints of Sh Nanvin Prakash Gupta and Sh Prabhu Dayal Dandriyal and thus dropped and rejected. It is worth mentioning that Sh Prabhu Dayal Dandriyal is terminated employee of DRDO (DEAL, Dehradun) Photo copy of committee report is annexed.

As Photo copy of committee report is annexed in court it is a public document, so Fact Finding Inquiry Committee report can be provide in RTI.

As DRDO aware that all my complaints against Dr A K Saxena was submitted to CVC, and related to corruption in procurements.

Please provide the Fact Finding Inquiry Committee report in concern of my complaints.
Please provide the copy of gazette notification of Addl. Director Administration and Finance which was authoritatively used by Sh D N Tripathi, Sc F, DMSRDE, Kanpur
Please provide the copy of noting/ order if any initiated against me for submitting false complaints against Dr A K Saxena by DRDO authority.
Please provide the copy of termination letter of Sh Prabhu Dayal Dandriyal as mentioned in Para 9 of supplementary counter affidavit to Honorable CAT, Allahabad.

Note – Matter is related to corruption and human right violation both because all complaints were duly registered by CVC and new information regarding my termination is related to human rights

DRDO senior scientists feel that DRDO Admin cadre is the biggest hurdle in their day to day manipulations

In DRDO Directors’ Conference 2010, above mentioned view was unopposed accepted by almost all top brasses of DRDO.

Then to defy DOPT guidelines of FCS (Flexible Complementing Scheme) DRDO started to assign scientists, the admin allied and other non technical jobs as full time. Like Administration, Stores, Library, Conservancy, Works, Security, Motor Transport, etc.

As a result, now you see the chaos created by these incompetent scientists everywhere in DRDO. The number of court cases increased multifold. More than hundreds cases are running in various judiciary bodies all over the India. It can be verified by the amount spending by DRDO after 2010 onward.

Now scientists are running after these non scientific assignments because they witnessed in last several years the promotion jumps of scientists who are engaged in sundry work.

Interestingly, senior scientists who enjoyed these non scientific assignments are also able to pitch their after retirement assignments as consultants on contracts, etc. or members/chairman post of various committees where there are no age limits boundaries.

Recently, scientists also established one more area in the recruitment of admin assistant process for the interview board CEPTAM asked for admin rep. In LASTEC, Dr. A K Maini turned down the name of Sh. Prakash Singh, Senior Administrative Officer -II the single available official for required demand. Instead he sent the name of Ms. Sangeeta Talwar, ineligible for said interview board member as Admin Rep.

Second example that for the same recruitment of admin assistant process for the interview board, Jodhpur, CEPTAM asked for admin rep from DEAL Dehradun. The Director, DEAL, Sh. R C Agarwal proposed the name of his staff officer Sh. Vipin Kaushik, Scientist ‘F’ instead of Sh. K K Mishra, Joint Director, Administration.

There are several examples recently of Sh. Ashok Gupta, Technical Officer ‘C’ INMAS, DRDO who got deputation appointment of Senior Administrative Officer -I through UPSC in SSPL then shifted to DRDO Hqrs., DRDO. This foolish act shows DRDO situation is really very pitiable. How can a technical officer who is recruited for technical job avails the arbitration being a technical person got certified by Director, INMAS and concurrence by DRDO Hqrs that he did administrative /stores assignments.

Government of India has looked in to this DRDO rules manipulation game because these manipulations are a major cause of unproductiveness of this white elephant.

Dear Sir,

I have gone through the clarification of Dr. A K Saxena’s letter to you dated 22^nd January 2014 on the above subject matter.

I am really shocked to see your concern and observations on corruption, although I once again am trying to convince as I belief that every human has honesty inside but needs to search for it within.

You will agree with me that whether Dr. A K Saxena’s involved and cooked the above procurement in an illegal manner or not.

In Point 2 he is writing in the above reference letter that “Never discussed, it is a false statement”

Can he justified how can Mr. Anish Gupta<mangalam26@bsnl.in sent a mail with following text on Tue, Dec 6, 2011 at 6:54 PM to Dr. AK SAXENA <arvsaxena@gmail.com

Dear Sir,

The line diagram attached is not exactly as per their offer, they have forwarded us understand it will be somehow like the same.

After seeing this mail you and I both have to accept that if Dr. Saxena is right then Mr. Anish Gupta has the supernatural power to know what the requirements of Project DRDM-552 are.

Dr. Saxena asked to file a complaint against me for spying. Actually it should be filed against Dr. Saxena’s close friend and associate Mr. Anish Gupta, Partner of M/s Magalam Traders, Kanpur who is not only involved in this reactor case but several other procurement cases of DMSRDE like sample case-

Demand No. DMSRDE/13552009 for “Laboratory Microprocessor Based Programmable High Temp.Furnace” Item procured from M/s Omega Furnace Industries Bangalore, Item was duly supplied byfirm on 27^th September 2013 vide RIN No 14LP0149 after all procurement process.

Like SPC, TEC, TPC 16^th Jan 2013 etc, but suddenly M/s Manglam Traders comes in front and a review TPC was done, under Chairmanship of Dr. Sarfaraz Alam, Sc’G’

Sir, now tell me what else you want? As shown above, how does M/s Manglam Traders, Kanpur come in the picture? It is because of his supernatural power capabilities which are common phenomena of DRDO labs. Everyone knows the Director’s favorite vendors have super powers of respective Labs. They can interfere in any procurement case even if it is highly sophisticated missile parts or nuclear stuff or unattainable chemical (सुई से लेकर हाथी तक) etc.

Now the second proof which can expose the mechanism of corrupt practices adopted by Dr. Saxena’s friend with super powers is that he sent two mails to Sh. J N Srivatva, Sc ‘F’s mail id jn_sri<jn_sri@rediffmail.com the indenter on Wed, 21 Mar 2012 15:16:54 IST from mail id Anish Gupta<mangalam26@bsnl.in Subject: SUPPLIERS LIST in first mail he send list of 7 vendors for limited tender call for reactor procurement case and best part is that he highlighted the name of 5^th supplier i.e. M/s De Dietrich, Andheri (E) Mumbai-400072, in second mail dated Wed, 28 Mar 2012 14:24:33 IST Subject: AADITIONAL SUPPLIERS LIST with same mail id sent list and address of 4 more suppliers. Out of 11 names Sh J N Srivatava invited quotations from 8 firms provided by Mr.Anish Gupta, Partner, Ms Mangalam Traders. Surprisingly the name Ms Mangalam Traders was not in the list.

Sir, Mr. Anish Gupta, Partner, Ms Mangalam Traders acted honorary consultant for Project DRDM-552, it will be very nice if you recommend the name of Ms Mangalam Traders for 2014

“Defence Technology Absorption Award” and he will receive this award from Honorable Prime Minister Sh. Narendra Modi Ji likes M/s Resins & Allied Products, Vijayawada received this award from Honorable Prime Minister Sh. Man Mohan Singh. The firm is related to Dr. A. Subhananda Rao, then CC R&D, Director, HEMRL.

It also covers his point no. 3 that “I have never sent any mail to Mr Anish” he forgot that I have never claimed in my complaint that Dr. Saxena had sent any mail to Mr. Anish. It is the frustration of Dr. Saxena so he is writing blah blah.

In same para he wrote that “How he got access of my email account.” It is very strange that if he totally denies of such communication of mails then why is he worrying about the mail access?In

In Para 6 I think Dr A K Saxena never gone through the letter of Sh S K Deb regarding Delegation of Financial Powers to Secretary Department of Defence (R&D),Chief Controllers (R&D) & Heads of Defence R&D Lab Estt No. DRDOIDBFAIF A/83226/M/OI /2031 /D(R&D) dated 30 July 2010.in which it is mentioned the power of Heads of Defence R&D Lab is Upto Rs 10 lakhs – Without consultation of Finance and Above Rs.l 0 lakhs and upto Rs.5 crores – With Concurrence IFA, Dr A K Saxena forgot that he is writing to his DG, who knows the financial power of a Director of Lab. As Dr A K Saxena wrote “ it range from 1 lakh to 5 cr with or without concurrence of competent authority” for justifying the split of procurement – bogus justification.

In Para 7 of his letter he quoted that”On my visiting card my e mail is written so any one who is having it can use” Dear Dr. A K Saxena in the computer era the mail generated by any one or sending to any one can be traced easily. Please allow DRDO or NTRO or NIC experts to prove the mail which you have received from Mr. Anish Gupta and duly forwarded to Sh. J N Srivastave are fabricated. I think someone has told you that if you format your computer nobody can prove that you have received a mail from Mr. Anish Gupta. Dr. A K Saxena if Dr. Bhujang Rao believes in national interest or faith in Sh. Modi ji’s mission to eradicate corruption from India then it is a matter of minutes and Google Gmail will provide all data of your Gmail account to the government of India and it is a common practice that Google has already mentioned from time to time on the request from various country.

Sir, it clearly proves the corruption on his side.

Although, it was a proven fact that corruption was done in this case, and many other cases which I have already submitted to competent authorities, I want to offer you or your rep if they want see the documentary evidences on this procurement. I will always welcome DRDO representatives or any government agencies.

Rest what else he has written to his above refer letter has nothing to do with justification of corruption. It is only to misguided to accounts people by using word like it is the only one which we have designed and developed in the first time in the world and blah blah or as he quoted “It is developed reactor based on our requirement not a market item” Dr. Saxena forgot in the age of Internet Era his son can understand that his father is fooling the whole nation in the name of technology.

The website www.corruptionindrdo.com’s sole mission is to eradicate corruption, nepotism and favoritism in DRDO.

Again, I believe that you will understand that Dr. A K Saxena is involved neck deep in corruption, but I do not believe the input of the fact finding committee because on the basis of evidences a blind man can smell the corruption but specially such a honest Chairman Dr. S S Negi closed his eyes for his future to become Director of IRDE or DEAL.

Now you throw ball in the court Dr. D C Pande, Sc H, LRDE for final enquiry, but it is unconstitutional that you are giving spare time to Dr. A K Saxena for cleaning his mess.

Sir, the corruption stains are same as blood stains because this kind of corruption by senior DRDO officials is compromising our national security. If it will not be checked properly, then in a situation like KARGIL WAR, DRDO will again have to be ready to listen to statements like than General Malik’s just after KARGIL WAR in reference with DRDO’s role.

An early action requested to eradicate corruption and again I am ready to support with evidences or if you feel I am also ready to face Dr. Saxena’s desired inquiry against me. It is always welcome by me as I have dedicated my life to the nation.

Subject: Officers on Extension holding responsible post in DRDO are Breach of National Security

For quite some it is practice in DRDO to continue officer on extension as director of Lab/Establishment.

For extension the DOPT guideline (FR 56 d) summarize the capability of scientist should of international stature with credits achieved with patents and papers published in international journals.

Unfortunately in DRDO top brass cooked the extension requirement to suit the incompetent scientists.

When the incompetent scientist manages the extension he does not bother towards constitutional provisions, his priority is set solely to encourage corruption / nepotism so that as early he reimburse his dues incurred towards getting extension. (CAG or special audit easily can differentiate the way of budget spend by scientist before and after extension)

As example Sh R C Agarwal, Director, DEAL, DRDO, Dehradun on second extension in service without any of international stature, no patents, no papers published in international journals, no expertise in any field which was recognized by any apex body (Joined as Charge man and promoted to Scientist H), and has failed to prevent atrocity on fellow SC/ST officials even though vide DRDO Hqrs Letter No DOP/ 01/ 00008/ DEAL/ M/01 dated 12^th March 2014 clearly issued DG, DRDO directives not harass member of weaker section SC/ST/OBC.

For reference the case of Sh Jagdish Kumar, Technical Officer ‘C’, DEAL, DRDO, Dehradun is enclosed herewith.

It is requested to honor the constitution of India, please take appropriate action to protect the rights of weaker section SC/ST/OBC.

Subject: Corruption in purchasing of microwave calibration kits in DMSRDE.

Defence Materials & Stores Research & Development Establishment (DMSRDE), Kanpur is an establishment under Defence Research & Development Organisation (DRDO), Min. of Defence, DRDO Bhawan, New Delhi.

DRDO’s Director Material Management distributed to all Labs & Establishments a manual named “DRDO Purchase Management -2006” which was duly approved by President of India and with the concurrence of Ministry of Defence (Fin/R&D) vide their ID No 752/IF (R&D) dated 20 March 2006.

Dr.T C Shami had a microwave network analyzer make – Agilent Technologies, Vector Network Analyzer (VNA). A network analyzer, like most electronic instruments requires periodic calibration – typically this is performed once per year and is performed by the manufacturer or by a 3rd party in a calibration laboratory. When the instrument is calibrated, it will usually have a sticker fixed to the outside, stating the date it was calibrated and when the next calibration is due. A calibration certificate will be issued.

A number of verification kits are available to verify the network analyzer is performing to specification. These typically consist of transmission lines with an air dielectric and attenuators. The Agilent 85050C precision mechanical calibration kit contains precision calibration standard devices (including an airline) to characterize the systematic errors of Agilent network analyzers in the 7 mm interface. This kit also contains adapters to change the sex of the test port, connector gages for verifying and maintaining the connector interface, and a torque wrench for proper connection. Included are standards definitions on disk.

It is observed that as a Head SMG, DMSRDE Dr.T C Shami, Scientist ‘F’, floated tenders in different mode for procuring microwave calibration kits since 2009 using different nomenclature.

Throughout world any organization, govt. or private or technical educational institute if they required calibration their measurement equipment they approached nodal agencies for calibration or if they have budget then purchased single unit. In above case the DMSRDE, Kanpur purchasing so many calibration kits with using different nomenclature.

Dr.T C Shami raised demand almost every year for Agilent 7mm Precision calibration kit ( Model no. 58050C) from Agilent Technologies but purchase not metalized for unforeseen reasons.

After that the calibration kits C band (3.95-5.85GHz) waveguide & WR284 -S band(2.60-3.95 GHz) calibration kit was purchased in limited tender from M/S Surabhi International , 60/43, HAMRAJ COMMERCIAL CENTRE, NAYAGANJ, Kanpur – 208001. Military Tent, Yarn, fabric, vest & bulletproof jacket suppliers. The information available in public domain related to M/S Surabhi International is enclosed which is self explanatory.

Recently Dr.T C Shami raised demands vide No DMSRDE/ 14SMG044 for WR284 -S band(2.60-3.95 GHz) calibration ki t & Tender floated on 05/03/2014 and due date is 9^th May 2014.

Dr.T C Shami purchased microwave calibration kits since 2009 using different nomenclature and in process of procuring calibration,

i. Question is this microwave calibration kits are consumable items?

ii. Every year Agilent Technologies Vector Network Analyzer (VNA) need brand new calibration Kit?

iii. Is same practice is following by other DRDO labs who are working in the field of microwave like, DEAL, DRDL, RCI,DLRL, LRDE, CARE, CABs, ADE and so on.

iv. Is DMSRDE extending this calibration facility to all other organization like HAL, IIT etc as revenue generation under resource management scheme?

v. Or Dr.T C Shami is calibrating Vector Network Analyzer (VNA) by every time shield pack new calibration kit in the manner of use & throw. (typically this is performed once per year)

vi. Or money is flowing in DMSRDE, Kanpur

2. As per microwave expert this kind of regular procurement shows that the regular procurement of shear wastage of precious foreign currency.

3. Procurements of such delicate microwave precision calibration kits should be from Agilent Technologies, Rohde & Schwarz, Maury Microwave Corporation etc or its authorized dealers not from fabric & tent suppliers again raised big question.

4. Dr T C Shami purchased C band (3.95-5.85GHz)waveguide & WR284 -S band(2.60-3.95 GHz) calibration kit in limited tender from M/S Surabhi International Pvt. Ltd 60/43, HAMRAJ COMMERCIAL CENTRE, NAYAGANJ, Kanpur – 208001. Who deals with Military Tent, Yarn, fabric, vest & bulletproof jacket suppliers. The information available in public domain related to M/S Surabhi is enclosed which is self explanatory.

5. M/S Surabhi International is registered at DMSRDE with Registration No. DMS/26/27. This firm is registered in category Chemicals & Polymers.

6. M/S Surabhi International have two more support family firms M/s Pee Cee Textile Stores and M/s Mishra Trading Company.

7. M/S Surabhi International has also supplied a very specialized microwave component Double Ridge Microwave 18-40 GHz Horn Antenna with Carrying & Shipping Case vide Demand No.: DMSRDE/11SMG125, Dated: 07 Sep 2010 costing Rs 4,25,000.00. The modus oprendi was same limited tender.

9. In search of corruption in DRDO, it is observed that DRDO is helping our traders in very big way to educate them high technology fundas, the Pan wala where scientist use to purchase pan become supplier of high-tech components, the IB report revealed the rice exporter friend of Dr A S Bains, Ex Director, DEAL, DRDO, Dehradun become high-tech 35 GHz satellite terminal component suppliers, in Hyderabad the wedding mundapam owner become missile components suppliers. The same practices being are followed by DMSRDE, Kanpur, the chemical suppliers/ fabrics suppliers suddenly became microwave components supplier.

10. Last but not least it is unethical and unauthorized suppliers are supplying the items at exorbitant prices and some time used and refurbished items are also supplied, it happens because of close proximity with indenters and director of lab.

11. It is requested CVC please do physical verification of above calibration kits in DMSRDE premises with serial numbers verified from manufacture, because today all big multinational companies maintaining the data base. Anyone can verify with serial number, who was the first buyer of the item, is it brand new or refurbish etc.

12. In the case of these calibration kits Agilent Technologies main supplier company and the Maury Microwave Corporation is the manufacture.

13. In view of the above mentioned facts and evidences it is earnestly requested that an order for through investigation of all procurement done by Dr T C Shami after assuming charge as Head, SMG DMSRDE, DRDO, Kanpur to stop further corruption and wastage of poor tax payers money.

Kindly provide me with the following information requested under the purview of the Right to Information (RTI) Act, 2005 in respect of CDE Certificate NO. Deal/4043/2007-2008/84 DATED 18/01/2008 issued by DEAL(Defence Electronics Application Lab), DRDO, Dehradun in favor of Synergy Measurement Technologies SDN BHD 17, Jalan Dessa Mesra, Taman Desa 58100 KUALA LUMPUR, MALAYSIA against their Supply Order No LP -122/2007-2008/12/DEAL dated 31 October 2007. Against this CDEC of DEAL, DRDO, Min of Def Synergy Measurement Technologies Indian office reps (Agilent Technology) cleared whole consignment including items import for NIT Jalandhar. It is observed that this practice is commonly adopted by importers in the shadow of DRDO CDEC they are clearing their other consignments.

Please provide the list of items cleared against CDEC NO. Deal/4043/2007-2008/84 DATED 18/01/2008 of DEAL, DRDO, Min of Def.
Please provide custom duty amount deposited by M/s Synergy Measurement Technologies against the consignment of NIT, Jalandhar.
If not deposited then copy of action taken till date.

Like the MoU signed with Crowe And Company, LLC 975 Bacons Bridge Rd, Summerville, South Carolina 29485-4118 United States, DRDO is habitual to signed MoU’s and compromising the vital defence information to foreign origins.

For Air force application /telemetry and tele-command application 8 -18 GHz is vital frequency band as it covers two octaves.

MTRDC, DRDO, Bangalore based on Air force requirement signed MoU for development of micro wave tube with M/s Thomson – CSF, USA ignoring their own competence and capabilities of BEL, Bangalore.

One such tube supplied to DEAL, DRDO, Dehradun never worked and late Sh K N Rao, Scientist ‘G’ succumbed to injury due to mounting pressure of timely delivery of the project.

All these MoU’s are futile exercises only thing that the persons behind these MoU’s gets short term personal gains.

Sir,

It seems that your good office is helpless and not able to manage the DRDO administration, throughout the DRDO establishments in chaos.

Your administration threatened scientist that if you file RTI then you will be transferred to Tezpur, It is common modus of DRDO management.

Labs bosses are allowing supplier to work without supply order matter will settle later on (LRSAM Rs 3 crores case)

One is writing that incentive for higher qualification was distributed after verification, and same time other one writing that without verifications you are sending cases for incentive grant. One is writing these persons having no recognized diploma/ degrees, other one honouring same persons with awards. Harassments of schedule cast community recent cases in DEAL and DRDE.

God will help you; this is the situation when you are working in regular capacity, what will happen after 30^th November when you will work in contractual capacity.

In continuation to my complaint against Dr. A.K. Saxena, Director, DMSRDE regarding Misuse of Staff Car, a new case came in light in connection with same programme that held on 23 March 2014 in which Dr. A.K. Saxena, Director, DMSRDE Kanpur and his family was chief guest.

Mr. Hirendra Pratap Singh, SAA is presently posted in Rajbhasha Division, DMSRDE and few months back he was transferred from Material Management Division (MMG) to Rajbhasha Division.

Mr. Hirendra Pratap Singh desired his posting in Finance Division. In order to please Dr. Saxena, he planned a programme with Dr. Saxena & his family as Chief Guest on 23 March 2014.

Mr. Hirendra Pratap Singh, SAA is Manager (Prabandhak) of “VIDYA VIKAS SAMITI NYAS” SARWANGPUR, KANPUR NAGAR. He asked money/fund from all employees of DMSRDE during 20-22 March 2014 for the said “NISHULKA CHIKITSA PARAMARS KENDRA”.

Keeping in view of security of the employees the names & receipt no. has been concealed.

Rs. 51/- to Rs. 501/- were collected from officers & employees on the name of Dr. Saxena by telling that Dr. AK Saxena & his family is chief guest of this function. As this is APAR season so people contributed due to fear of Dr. Saxena, Director.

Sample receipt with name & signature of Mr. Hirendra Pratap Singh is enclosed.

To ask for or accept contributions to or otherwise associate himself in the raising of any funds other collections in cash or in kind in pursuance of any object whatsoever- Rule 12 of CCS (Conducts) Rule 1964 is an activity requiring prior permission/sanction. (See Swamy’s Handbook – Conduct Rules)

Under the provisions of Rule 12 of CCS (Conducts) Rules 1964 – Subscriptions – No Government servant shall, except with the previous sanction of the Government or of the prescribed authority, ask for or accept contributions to, or otherwise associate himself with the raising of, any funds or other collections in cash or in kind in pursuance of any object whatsoever.

Thereby, Mr. Hirendra Pratap Singh, SAA grossly violated Rule 12 of CCS (Conducts) Rules 1964 with consent of Dr. AK Saxena, Director.

It can be imagined the situation of the Defence Establishment where one employee is collecting funds to please the Director of the Establishment.

Kindly take disciplinary action against Mr. Hirendra Pratap Singh, SAA and appropriate inquiry on illegal paisa vasooli.

Sir,

I have submitted eleven complaints to you regarding Corruption cases meted out by Dr. A.K. Saxena, Director, Defence Materials and Stores Research & Development Establishment (DMSRDE), Kanpur and several other Scientistsof this establishment working under Defence Research & Development Organisation (DRDO), Min. of Defence. Details of complaints along with involved Scientists are as follows:

Based on my complaints to you a Fact Finding Committee was constituted by DGR&D and Scientific Advisor to Raksha Mantri to investigate my complaints and I have been informed by CPIO, DRDO regarding this. Copy of the letter No. RTI/01/2091/P/2014/0068 25 Feb 2014 from CPIO, DRDO is enclosed, Fact Finding Committee of DRDO yet to submit his report to DGR&D, DRDO.

The Fact Finding Committee under Chairmanship of Dr, S S Negi, Sc ‘H’, IRDE with as member Sh Manoj Bali, Sc ‘G’, Director, LIC, DRDO Hqrs and Sh Jagdeep, Sc ‘F’ Additional Director, DMM, DRDO Hqrs visited DMSRDE and inspected few files and interacted with scientists of DMSRDE. It is observed that the demeanor of Fact Finding Committee was not appreciable, they treated the complainants unfairly because their mindset was prejudice and it is standard procedure in DRDO if someone want to give feedback about corrupt practice of top officials they try to do their best for victimize such personnels. In this case the protest from complainants already present to DG, DRDO.

There are n numbers of examples, recently Sh Prakash Singh, SAO-II, LASTEC, who gave feedback of corrupt practices of Dr Anil Kumar Maini, Director, LASTEC and others, the whole DRDO sit aside and they forcibly gave CRS to Sh Prakash Singh but grace of GOD you intervene the situation and save the service of honest person. Surprisingly, Dr Anil Kumar Maini is living DRDO from 31^st May 2014 as he applied VRS and got sanctioned. His retirement was due on 31^st Jan 2015, Big question what is the hurry, or he is maintain the LASTEC legacy, his predecessor was also took VRS.

In this case the Fact Finding Committee Chairman Dr, S S Negi, Sc ‘H’, IRDE is a pro management, yes man recently in Dehradun he set a unprecedented example as Chairman of ASCODAR committee. While handling a very sensitive issue of SC Community he tried to harass Sh Jagdish Kumar, TO ‘C’ by pressurizing him to give power point presentation to prove himself for 94 marks in APAR, which was not in the purview of ASCODAR. This act was done only in pressure of Sh R C Agarwal, Director, DEAL, Dehradun (Fax copy enclosed)

How can honest persons believe that Dr, S S Negi, Sc ‘H’, IRDE will give justice to his assignment of Chairmanship of Fact Finding Committee. Hope GOD will give him strength to come out from grip of corrupt gang of DRDO.

Besides this above mentioned my all complaints has been registered at CVC and Director (VIG.), Ministry of Defence is inquiring the complaints. In this connection I got letter No. CVC/RTI/13/1862/249925 dated 18^th March 2014 from CVC. “All complaints sent to CVO, MoD for further action.

Sir, this year in DRDO following delinquent Scientists of DMSRDE involved in Corruption got assessment call for promotion vide RAC, DRDO letter No. RAC/08/05/AB/M/2014 dated 12 March 2014. Details are as follows:

Sir, DRDS Rules 1979 as amended are applicable for Recruitment & Promotion in case of DRDS cadre (Scientists) and FCS is fully applicable in DRDO. As per DOPT OM No. AB-14017_37_2008-Estt-RR.pdf dated 10 September 2010 page 6 Para (ix) and Page 9 Para(4) it is clearly stated that “Scientists/ Technical experts doing management/ administrative work in the Ministries should not be considered for up gradation under FCS, they should only be given benefit of up gradation under MACP”. Then how these corrupt officers got outstanding report and outstanding call despite being involved in Administrative/Management/Non-Scientific work. These officers got reward from Dr. AK Saxena, Director for indenting and clearing the cases of procurement that resulted Corruption in tunes of crores.

Sir, I therefore kindly request you to issue order to DGR&D, DRDO and Chairman, RAC to take appropriate action as per laid down direction of GOI for appearing in Assessment-2014 for DRDS till they got clearance from Vigilance (MOD) and Fact Finding Committee of DRDO.

Sh Avinash Chander in his reply to press question regarding engaging scientists in allied work justified but he forgot that VI Pay commission gave all incentives to scientists who are engaged in scientific work not for those who are working as clerk and wasting our country’s poor tax payers money.

Unfortunately, DRDO top management encouraging scientists to work as managerial task, like HR, Admin, Stores, Security etc for long durations and scientists who are involved in such tasks are getting outstanding promotions without any scientific contributions. Dr A K Singh, DOP, Dr R K Jain, Director, RAC are exemplary examples to all DRDS scientists. Result the real scientists either leaving the organization or dumped un-utilized or frustrated and every ugly acts are coming out from organisation.

Appropriate early action is requested, I would like to thanks you for recommendation of CBI investigation in DRDO recruitment scam for 10 top DRDO officials and also recommendation for alternate recruitment mechanism instead of RAC.
