Sir,

It is very unfortunate that one of the senior most top clusters DG of DRDO, Dr K Tamilmani, DG (Aero) seems not serious about his responsibilities given by GOI.

As per news clippings and websites of private engineering colleges surrounding to his native place it is observed that Dr. K Tamilmani, DG (Aero) visited 6(six) private institutes during 15^th January to 15^th March on officials temporary duties.

It looking similar case of Silver Chariot and as per DRDO senior officials, it is come under CSR (Corporate Social Responsibility) but one point that all are private institutes and second one all are near to Dr Tamilmani’s native place.

As per sources, he would have received his honorarium and transport allowance from the colleges also as well availed official TD.

The following are the colleges visited with dates and purpose:

Amrita University, Coimbatore, Tamilnadu, 28^th January 2015, to inaugurate automated test facility

Rabindranath Tagore College of Engineering for Women, Sankari, Salem, Tamilnadu, 7^th February 2015, Address to students
Excel College of Engineering, Salem, Tamilnadu, 22^nd February 2015, to attend convocation ceremony as Chief Guest
Arunai Engineering College, Tiruvannamalai, Tamilnadu, 14^th March 2015, to receive Life Time Achievement Award. (no information is available that whether permission obtained to receive this award from private institute)

Interesting fact is that all above five TD’s the Rustom – II project Toyota Innova was used but on sixth TD Dr. K Tamilmani, DG (Aero) hired Taxi because the complaint of using project vehicle was submitted on 26^th February 2015 to Prime Minister.

Dr. K Tamilmani, DG (Aero) TD’s detail for your kind consideration, if you inquire the TD agenda vs output of each TD then you can judge the details of delay in Rustom – II and other ongoing projects.

Total working days 60 from 1^st January to 31^st March 2015. Total TD 45 days

In the light of above facts we request you to please restrict DRDO top scientists wasting poor tax payers money, Although in DRDO Hqrs TD business is drastically lower down after sacking of Sh Avinash Chander. Only comparing of Dr A K Singh’s DOP, DRDO TD details for last six month explained the scenario of DRDO.

Dear friends in every Labs/Establishments of DRDO, Directors are having absolute powers and they are using these powers not in the interest of organization or nor in the interest of lab officials. In maximum cases all facilities provided by DRDO like infrastructures, encouragements monetary benefits like, cash awards, phone facilities, participation in Seminars, Workshop or other trainings all are reserved for chamchas.

The following letter I have received from DEAL’s friends via post, which is an analytical explanation of DEAL director Sh R C Agarwal’s management capabilities, his love to chamchas and community, with great Sh R K Agarwal who joined hands to fulfillment of desire of outgoing director.

From today onward Sh R C Agarwal, Director, DEAL, Dehradun will be busy for arrangement of fair well of his cluster DG, Sh S S Sundaram who is in his last tour to Dehradun, he called his all cluster directors like his (Lal) Sh Haribabu, Srivastava, Director LASTEC, Delhi, Taxi Bill expert Ms Manjula, Director, DARE, Bangalore, Director, DLRL etc.

As per sources he like Tea……r so Dr S S Negi, Director, IRDE & future DG, ECS will be host and all other directors are coming in the name of cluster meeting and planning to give grand fair well party to great Sh S S Sundaram, only thing is left that Sh R C Agarwal after giving several CARS project to Deemed University Graphic Era not able to make Sundaram as Dr before his departure from DRDO. RC opens his all gates for Dr B S Jasal, Ex DEAL scientist but failed procure PhD for his boss & himself till date, hope Sundaram will get PhD in short time which will be helpful to fit in courtier of Dr V K Sarswat’s NITI Ayog, God Bless him, God Bless India.

यह बहुत ही खेद का विषय है की जिन डीआरडीओ के वैज्ञानिकों की तुलना आपने 20 अगस्त 2014 को पुरस्कार वितरण करते हुए ऋषि मुनियो से की थी उनमे सबसे सीनियर डायरेक्टर जनरल, ऐरो, डॉ के तमिलमणि द्वारा सरकार के सारे नियमो का मजाक बनाते हुए प्रोजेक्ट की गाड़ी का न केवल दुर्प्रयोग कर रहे अपितु औरो को भी गाड़ियों के दुर्पयोग के लिए सहयोग कर रहे है।

डीआरडीओ के संस्थान ए डी इ, बैंगलोर में प्रोजेक्ट रुस्तम – 2 के अंतरगर्त एक संस्वीकृति संख्या DRDO/02/333/P/2/Vol-II-394/D/R&D दिनाक 23/02/2011 द्वारा 5 गाड़ियां रिमोट वीडियो टर्मिनल (आर वी टी) (टोयटा इन्नोवा समतुल्य) 77 लाख में खरीदने की स्वीकृति प्रदान की गयी। (सैंक्शन डिटेल संलग्न है)

एक इन्नोवा डायरेक्टर जनरल, ऐरो, डॉ के तमिलमणि द्वारा इस्तेमाल की जा रही है। गाड़ी में डीजी ऐरो का बोर्ड लगा है। ड्राइवर आर्मी का एक हवालदार नियुक्त है। गाड़ी को देख कर कोई नहीं कह सकता की गाड़ी का इस्तेमाल प्रोजेक्ट रुस्तम – 2 में रिमोट वीडियो टर्मिनल (आर वी टी) में हो रहा है। (चित्र संलग्न है )

डॉ के तमिलमणि द्वारा भारत सरकार के नियम विरुद्ध ट्रांसपोर्ट अलाउंस लाभ भी लिया जा रहा है। (जनवरी की सैलरी स्लिप संलग्न है)

डॉ के तमिलमणि को सरकार ने सेकंड सेवा विस्तार 62-64 वर्ष भी दिया है जोकि मई 2016 तक है। परन्तु केवल भगवान ही जानता है कि डॉ तमिलमणि द्वारा देश व् डीआरडीओ को क्या प्रदान किया है। क्योंकि देश की साइंटिफिक क्षेत्र में उनके योगदान का कोई चिन्ह नजर नहीं आता है केवल डीआरडीओ के स्वयं प्रयोजित पुरस्कार ही उनके खाते में हैं जिनकी कंही भी मान्यता नहीं है। डॉक्ट्रेट की उपाधि का भी अभी अभी प्रबंध किया।

रिमोट वीडियो टर्मिनल (आर वी टी) नाम से ली गयी दूसरी गाड़ी एडीइ निदेशक द्वारा तथा तीसरी गाड़ी प्रोजेक्ट डायरेक्टर रुस्तम -२ द्वारा और सूत्रों के अनुसार बाकि की दो गाड़ियों का कोई सुराग नहीं है।

इसी प्रकार से डीआरडीओ के पुणे स्थित संस्थान एच इ एम आर एल के निदेशक श्री विकास भट्टाचार्य द्वारा भी इसी प्रकार से एक इन्नोवा मोबाइल इन्ट्रूमेंट कैरियर नाम से खरीद कर अपने इस्तेमाल में ली जा रही है। टेंडर, फर्म्स, गाड़ी का लाल बत्ती लगा चित्र, सप्लाई आर्डर संख्या आदि संलग्न है।

इन उपरोक्त तथ्यों से यह लगता है कि रक्षा लेखा विभाग का जैसे डीआरडीओ के अधिकारीयों द्वारा अपहरण कर दिया है। क्या उन्हे वार्षिक ऑडिट में यह सब दिखाई नहीं देता या रक्षा लेखा अधिकारियो ने आँख बंद कर रखी है ?

आपसे अनुरोध है की आपकी लाल किले की प्रतिज्ञा “न खायंगे न खाने देंगे” का कुछ तो असर इन तथाकित डीआरडीओ के वैज्ञानिकों पर डालने की कृपा करे अन्यथा ये इस देश के करदाताओं से मिले बहुमूल्य पैसो को अपने मजे के लिए उड़ा देंगे।

आपसे यह भी अनुरोध है कि संलग्न शिकायती पत्र को सीवीसी व् सीविओ (रक्षा मंत्रालय) को तत्काल प्रभाव से जाँच करने के आदेश के साथ अग्रसारित करने का कष्ट करें।

K Tamilmani, DG (Aero), DRDO, Bangalore using Toyota Innova vehicle bearing No 14B 113597Y, it seems that vehicle procured under sanction of Project Rustom –II in the name of Remote Video Terminal Vehicle.
According the sanction letter No DRDO/02/333/P/2/Vol-II-394/D/R&D date 23/02/2011. The 5 no of Toyota Innova sanction for Rs 77 Lakhs in the name of Remote Video Terminal Vehicle was sanctioned as per file No DHRD/76682/ ADE(Proj)(Misc) /VEH/ C /P/01dated 27 June 2013
The letter no DHRD/76682/ADE/(Proj)(Misc)/VEH/P/01 date 27 Jun 2013 signed by Dr Hina A Gokhle, Director, HRD, DRDO Hqrs in its para 4 “This letter issue with special concurrence of Ministry of Finance/Deptt of Expenditure in exemption of the extent ban vide their ID Note No 18(2)/E.Coord)/2013(84982) dated 28/05/213)”. It is clear evidence that DRDO senior scientists try to fooling country system. They are taking extraordinary sanction of vehicle by showing its utility in project by putting name “Remote Video Terminal Vehicle”. The vehicle simply using by Dr.K Tamilmani, DG (Aero), as luxury staff car.
At the same time Dr.K Tamilmani, DG (Aero), DRDO, Bangalore availing the transport allowance of Rs 14490/- which attracts severe disciplinary action against under CCS (CCA) Rules 1965, False claims on the Government like T.A claims reimbursement claims, etc. False claims on the Government like T.A claims reimbursement claims, etc, Obtaining or attempting to obtain any valuable thing or pecuniary advantage without consideration or for a consideration which is not adequate. Three vehicles are using by Dr.K Tamilmani, DG (Aero), Director, ADE & Program Director Rustom – II, and rest not traceable.
K Tamilmani, DG (Aero), DRDO, Bangalore violated the Motor Vehicle Act by putting DG Name plate in front of Toyota Innova.
It is requested that please register case against Dr.K Tamilmani, DG (Aero), DRDO, Bangalore for maneuvering of Government funds under the provision of prevention of corruption act section 13(2), or any other applicable acts of GOI.

PROCUREMENT OF VEHICLES

4.2 The requirement of vehicles from the procurement point of view, fall under the following three broad categories:-

(a) Service Pattern Vehicles.

(b) Trade Pattern Vehicles.

4.8 PRQCUEMENT OF Specialist / Dedicated Vehicles:

The procedure for procurement of the basic vehicle i.e. chassis and engines will be the same as for the Service Pattern/Trade Vehicles i.e, from Army Sources, DGS&E) rate contract or Trade. Modifications/ fabrications base vehicles will be based on the guidelines laid dawn in CWR. These modifications, if cannot be under taken by the selected suppliers / manufacturers will be assigned, under a development / fabrication contract following the DRDO procedures in vogue for such contracts. The expenditure involved will be met from the project for which such vehicles are required.

DRDO, DG is on Contractual Appointment – Who will see the pain of CMSDS, KolKata

The employees of CMSDS, DRDO unit in Kolkata are not getting salary for last 8 moths and the authority is totally silent over this issue, in spite of all number of requests they are quite. Because the whole DRDO machinery was busy for ensuring to continue their DG’s contractual appointment.

Why because the Sh Avinash Chander will going to save all corrupt and incompetent scientists like he is uttering that the Rath costing 2.5 crores plus 1 year hard work of 50 technical force, this all was done from scrap and waste material of R&D(E), Pune.

Wait Mr Chander Bombay High Court will going to show you your right place. The poor tax payers money spending on such task without taking proper approval from Ministry.

So friends of CMSDS, DRDO, Kolkata don’t worry Sh Manohar Parrikar ji will take your problem, Modi Ji also look in to this matter because he shows his concern for young scientists, stopped extension business of DRDO but forgot contract business, Chair business, IDST business and more game plans of these oldies of DRDO scientific ……….. of DRDO.

Hon’ble Sir,

With regards, I would like to draw your kind attention towards letters under reference. The press release of PIB, MOD is regarding – Avinash Chander to Continue as DRDO Chief on Contract after Superannuation.

Following facts are conclusive form the above letters.

A contractual retired employee (employee on contract) is now DRDO Chief.
By which Order, The President is pleased to retire Dr. Avinash Chander, Secretary, Department of Defence Research & Development in the Ministry of Defence from Government Service with effect from 30.11.2014 (AN) on attaining the age of superannuation. Why the said Order was not disclosed by MOD?
The Order dated 31 May 2013 was issued by previous Government and this Government has issued orders for retirement of Shri Avinash Chander.
There is no fresh order issued by this Government regarding contract of Shri Avinash Chander as DRDO Chief.

Questions

Government is emphasizing on young Scientist in the DRDO on the other hand despite being several talented and experienced scientists available in DRDO, what is necessity and compulsions of a retired person as DRDO Chief.
How a person on contract will enjoy administrative and financial powers while DRDO is having 30000 employees and Rs. 15283 crore budget?
Will they have to report a contractual employee?
How an employee on contract be Head of Department and Head of Office in DRDO.
Would Ministry of Defence could not find any suitable scientist as DRDO Chief out of 7500 talented scientists in DRDO or from other organisations.
Why Government is not maintaining Transparency in the appointment on contract and powers being exercised by Shri Avinash Chander after superannuation. All RTI replies returned under section 24 of RTI Act 2005
Government has cancelled many appointments of previous Government but why not of Shri Avinash Chander while several complaints are pending before the Government against him.
Can a man of doubtful integrity be appointed on contract basis as DRDO Chief? The case of Dr Arun Kumar’s daughter’s recruitment where Sh Avinash Chander give clean chit and after CVC/CVO, MoD intervention the said recruitment was found illegal and cancelled.
Farzi EDK MoU in US propaganda till date nothing has been done, only Ms Reny enjoying the US trips, what India got from this MoU except spending crores of tax payers money and Sh Avinash Chander’s photo session with Ms Fay Crowe, her mother, her sister and her daughter.

Sir, on behalf of Government would you like to reply to the nation being a technocrat-cum-politician, how much it is justified to have DRDO Chief on contract basis for one and half year.

The scientific community and employees are very much surprised from this decision of Government and this will lead frustration among the scientific community of DRDO. In the interest of nation and the DRDO, I kindly request to you to remove the Shri Avinash Chander as DRDO Chief and setup High Level Committee to inquire all the complaints against Shri Avinash Chander pending before the Government (PMO & MOD)

The President is pleased to retire Dr. Avinash Chander, Secretary, Department of Defence Research & Development (DOB: 06.11.1950), in the Ministry of Defence from Government Service with effect from 30.11.2014 (AN) on attaining the age of superannuation.

The appointment of Dr. Avinash Chander beyond his date of retirement i.e. 30.11.2014 for 18 months would be on contract basis, with the same terms and conditions as he would be entitled to Secretary (DRD) before the date of retirement. His contractual term will end on 31 May 2016.

As a matter of fact and requirement under FR & SR, a retired Government servant cannot be appointed as Head of the Organisation with all administrative and financial powers after his retirement on contract. There is provision of appointing retired Government servant on need basis following with due prescribed procedure under rules keeping in view of transparency and open opportunity for all eligible persons.

DRDO is very prestigious organisation for Defence related indigenous R&D with budget of Rs. 15283 crore for FY 2014-2015 but what is fate of 90% + projects of DRDO, Government, media and public knows very well.

DRDO is better known as “Delay Research & Derailed Organisation” and you are committed to revamp DRDO. The whole nation especially the scientific community appreciated your steps and measures taken for DRDO in present and planned for future.

Appointment of Hon’ble Manohar Parrikar, an eminent engineer from IIT as Defence Minister by you was very much appreciated by nation, media and scientific community.

That will definitely help overhauling and revamping of DRDO by eradication of corruption from DRDO, maintain accountability and transparency in DRDO.

The integrity and moral fibre are two main attributes of Government servant but unfortunately Shri Avinash Chander could not maintain these two in his tenure from 31st May 2013 to 28 Nov 2014 as DG, DRDO, SA to RM and Secretary, DRD which is very much evident from the various complaints pending against him before PMO and Cabinet Secretariat.

In his tenure, number of court cases increases in many fold, Sh Chander set example to promoting and recruiting incompetents (Ms Tesy Thomas promotion to Sc H and her husband CMDR S K Patel‘s appointment as Sc G and after few days he was made Director, QRS). This act follows discontentment among the senior scientists of DRDO.

The number of SC/ST and minorities complaints increased.

Not able to manage media instead of two crores budget for Public Interface.

There was not a single mentionable product/technology delivered instead Sh Chander tried to show the old products again like EDK the MoU was already signed by DRDO in 2012, Chander spends crores of rupees for that in US visit for unacceptable technology, no evidence are of reorganizations of said product internationally because there are numerous advance technologies are available.

Secondly, the Bio digester, DRDO three times earlier dedicated this to nation and interestingly it is not as said by DRDO spin off technology it is mere only gobar gas plant in the name of innovation of DRDO the said microbes are already found in cow dunk. One senior scientist from DRDO itself already exposes this propaganda of DRDO to CVC

The contractual appointment after retirement has also been challenged by some citizens before Government and media also highlighted the pro & cons of this matter.

Therefore, it is requested to Hon’ble Sir to cancel the post retirement contractual appointment of Shri Avinash Chander, DG, DRDO, SA to RM and Secretary, DRD before 30^th November, the date of his retirement and not continue him further in DRDO in interest of nation and scientists of DRDO.

It is true picture of all DRDO lab, Government already asked one question from DRDO in its 25 question query as following and same was circulated to all Labs

” The best talent is going to multinational and not joining DRDO because of certain reasons. DRDO is going only left over. Please furnish data for last 3 years on talented people joining from esteemed institute . (CC R&D HR)”

Ravind is as bad as projected here.

He had no vision but he ran out of time to realise it.

He was having no clarity to drive program and make things moving

He was a task master and made everyone to work for his PPTs and visit arrangements only.

It’s fortunate for LRDE that he didn’t get his extension.

His bad quality is that he didn’t take every one with him. The position and power ruined him.

He neglected demotivated working class with his tongue

He started interacting only with LMC and his chela’s .

He treated everyone as untouchables.

If he had come down to lab alone and interacted with ground level

LRDE today may in better position.

He created bad name to LRDE with his egoism.

Spoiled relationship with CDA, DGs and posted out

All those who spoke against him to DG office or sidelined from active projects.

Sincere request to him that after his retirement he should not try to occupy some DRDO chair or

Consultant position at BEL or some company or NTRO consultancy.

He passed his productive professional innings long back

He can’t contribute further he should understand and live his retirement life quietly

He can’t bring harmony in work place where ever he goes.

He is just power hungry and egoistic. He can’t become a good leader who can take everybody with him and can listen wisely.

Request to all those agencies / organisations think thrice before appointing him for post retired roles. Keep all the comments in mind and give a chance to Ravind.

DRDO – CSR (Corporate Social Responsibility) Approach – HESCO, Shuklapur Village – Picnic in the name of rural technology

Another picnic spot developed by DRDO in HESCO, Shuklapur, Prem Nagar, Dehradun.

DRDO officials are found to visit hill area, earlier ITM, Mussoorie is very popular for all senior top DRDO officials especially in summer. The ITM Mussoorie conduct lot of courses in various topics/ subjects but passage of time it can be verified that the officials visiting Mussoorie is related with topic or not.

Now the country is vibrating in the name of corporate social responsibility and DRDO officials sense the pulse and catch the fish in right time.

R&D Eng, Pune, DRDO installed a mountain bridge in shuklapur for demonstration purpose and for photo session purpose July.

Sh Anil Dattar, DG and Dr. Guruprasd, Director, R&D (E) was the visited shuklapur and have good photo session for their profile but interestingly two more DRDO officials adjusted in frame one Dr A K Gupta, Ex Director, IRDE, Laser man and Sh R C Agarwal, SDR man. What they are doing there, Dr Gupta did bridge alignment with Laser, and Dr R C Agarwal collect the data of mountain bridge resonance may be it help to complete his 100 crore project SDR in time – but it seems it looking impossible. Best part of their presence that both are in extension of service and wasting the precious tax payer’s money in Shukla pur picnic spot.

Dr H B Batra, Director, DFRL, Mysore, He can give new ideas for recipes to Dr Anil Joshi, Padamshree for Uttarakhands agriculture products, Koda, Jungora etc. Dr Guruparsad, Director, R&D E already given Mountain Bridge and fixed his life time boarding lodging with HESCO whenever he will tour to Uttarakhand, Rest bunch of DRDO officials were joined tour as outing. Dr MR Bhutyani, Director, DTRL, Dr Joglekar, Dr Naresh Kumar, Dr Nassem Ahmad, Director, DRL, Haldwani , Dr Atul Grower (both joined outing only to flatter Dr Manas Mandal), Dr S S Negi, Director, IRDE was there because of compulsion, he is not related with subject nor this picnic is his cup of Tea.

Shri Avinash Chander is holding the post of Secretary, DRD since 31 May 2013.
PMO is custodian of information related to Secretary of all Ministries/Department.
