VKS: There is no corruption in DRDO, this is just myth of more than 90 percent of DRUG people that we are corrupt. Antony ji is supporting me, PM is supporting me, so where is corruption. All nonsense.

 Ajay: Brig. Ajay Gupta, Director Vigilance, DRDO Hqrs helping SA to handle all corruption / nepotism complaints/ issues according to his wish.

Shukla : Capt P K Shukla, Director Management Services, Ex- Navy Officer who is the trained gang man of most corrupt king of DRDO Dr A S Bains, – Ex Director DEAL and presently Director Management services DRDO Hqrs and got promotion(rewarded) in 4 years, he will be retire in October 2011 but planning him adjust this bright boy in ADA or other pocket DRDO establishment of DRDO.

Rama Rao Committee:  The Defence Ministry had set up a committee on February 8th 2007, chaired by Former Secretary, Department of Science and Technology, Dr. P Rama Rao to review and suggest measures to improve the functioning of DRDO. The Defence Research and Development Organisation (DRDO) Review Committee constituted by the Government to suggest measure for improving the functioning of DRDO inter alia Ministry of Defence, and Services has submitted its report to the Government on 05th March 2008. It is under study of the Government.

Mohan Rao- Sh T Mohan Rao – Ex Director, GTRE caught red handed by Bangalore police in Jay Mahal Massage Parlour on 11th Maay 2011 with a supplier’s agent Sh V N Narayan and spend one night in police custody. He was removed as director, GTRE and attached with CEMILAC, but he is enjoying his service extension. 

Boopathy: Sh G Bhoopathy, Director, DLRL, Hyderabad joined as Charge man and rise up to Director,  in Feb 2011 he did great job, the contractor supplied two …… using project hired vehicles in his house and all drama was seen by guards, enquiry set up but nothing is done byDr VK Sarswat. Like old time when king was busy with ayashi then opportunist start looting and same thing happened in DLRL, misuses of power started in every corner of DLRL.

Arun: Dr Arun Kumar, DOP, DRDO Hqrs is the top manipulator of DRDO, whether it is question in manipulation of recruitment, or manipulation of promotion, or manipulation of service extension he is the best. Lot of complaints are pending against him, Civil Cases, Criminal Cases, Complaint in Women Cell, Complaint in CVC. SA blindly saving him for unforeseen reason may be SA is blackmailing by Dr Arun Kumar.

 Dear DRDO’s Friends

Please find following response from our SFCIAN, DRDO Complex, Jagdalpur. Now it is establish that if you put voice in genuine matters then DRDO management can’t ignore it, beside the corrupt official sitting there in top like DOP, Dr Arun Kumar have to take decision as per Government laid down rules and on the basis of humanitarian ground.

So keep it up and raise your voice against corruption, nepotism and favouritism prevailing in DRDO by all means but same time consider the national security also.

The Government has allowed us to speak about corruption, so don’t fear to expose corruption because the corruption is eating our organization like termite. The friends from all DRDO labs sharing their problems of harassments, victims of favouritisms like in this time the DRDO lab Directors did a very much unconstitutional act. In A-Par they reduced the marks in some cases more than 10 marks and increased more 10 marks to their favourite ones. Here the question arises, that how come a lab Director judge minutely the work done by DRTC staff instead of his immediate boss who is leading the project. It is clear cut conspiracy or act of sabotaging the projects undergoing in DRDO.

In RTI anyone ask these anomalies but on the other side I want to inform all you that in DRDO, DRDC meeting it is decided that the RTI activities are to be suppressed and also suppress representation practices, in this year at the last moment DRTC result was revaluated as per new unwritten guidelines they cut those name who were involved in any RTI’s / representations.

In one case of IRDE, Dehradun, the chairman of assessment board did not like the body language of candidate and declared unfit for promotion. The question is that the DRDO authorities who made these retired DRDO officials as chairman on the basis to oblige them are well versed about the proceeding of board. Nowhere is written about body language, or what to wear. This kind of examples is lame excuses to hide their ugly acts.

We are very thankful to you sir, for published matter of corruption that going on in SF Complex, Jagdalpur dated between 21-07-2011 to 29-07-2011.

The major outcome of published matter as per our observations is as follows:

  1. In that it was mentioned that GM’s (P.N.Tengli) favour scientist called tejasvi whenever he goes on TD to do GM’s personal Ph.D work he used to mention minimum 6-12 locations in single td.

observation:

WHEN THIS MATTER WAS PUBLISHED IN CORRUPTION IN DRDO WEBSITE,TEJASVI WAS IN TD FOR 12 LOCATIONS,BUT AS SOON AS IT AS PUBLISHED IN NET BOTH OF THEM GOT FEAR AND HE BREAK HIS TD IN HALFWAY & HE RETURENED BACK TO JAGDALPUR WHICH CLEARLY SHOWS BOTH ARE DOING REALLY MISCHIEF.

  1. To purchase GM’s required items GM has kept tejasvi as cash purchasing officer for last 3year and continuing now also which is completely against Govt.Rules(it is allowed only max 6months as per rule).

WHEN THIS MATTER WAS PUBLISHED IN CORRUPTION IN DRDO WEBSITE, IMMEDIATELY GM MADE OFFICE ORDER THAT TEJASVI HAS RELIEVED FROM CASH PURCHASE WHICH CLEARLY SHOWS BOTH ARE DOINE REALLY MISCHIEF IN CASE PURCHASE.

  1. GM is using hired luxury vehicle for daily travel to office of rental of RS.30, 000/- per month even though govt.allotted lalbadhi vehicle is available.

WHEN THIS MATTER WAS PUBLISHED IN CORRUPTION IN DRDO WEBSITE, IMMEDIATELY GM STARTED USING LALBADHI AGAIN WHICH CLEARLY SHOWS HE ACCEPTED HIS MISCHIEF.

WE ARE HAPPY THAT SOME CHANGE HAS BROUGHT UP BECAUSE OF PUBLISHEMENT IN YOUR WEBSITE.

BUT, WHAT & ALL THEY HAVE DONE MISCHIEF WITH GOVT.MONEY .i.e.,

a)    DEPOSITING CASH PURCHASE ADVNCE MONEY IN THEIR PERSONAL ACCOUNT AND WHAT & ALL THEY EARNED BY CASH PURCHASE.

b)    DONE THEIR PERSONAL WORKS (PH.D works) IN PUBLIC TAX MONEY.

c)    MISUTILISATION OF CSD MONEY AS THEIR PERSONEL MONEY & utilisation of csd money FOR LADIES CLUB IN WHICH HIS CLOSE OFFICERS WIFE ONLY ARE MEMBERS.

d)   MISUTILISATION OF GOVT.AWARDS BY BLUFFING GOVT. (BY MAKING FAKE DOCUMENTS) AND earning MONEY FROM THIS AWARD FOR THEIR PERSONEL BENEFITS WHERE REALLY DESERVED CANDIADATES ARE REALLY THERE.

e)    There is a rule that temple should not be constructed in govt.land. But, the existing GM since,he is an hindu,he is constructing temple & in the name of temple construction he is collecting fund from vendors and contractors for which there is no accountability.

note: 1.what people other than hindu will go for prayer?

2. giving money to ravi sankar pandit sort of saints only for getting darshan of him for them only which is an csd public money?what rights they are having to give money to saint for their own darshan from public money!

f)    threatening staffs that prohibition period will be increased if they are not listening to them and giving promotion to their favouring persons viloating eligible persons by holding hrd incharge post.

so,

  1. WHAT IS THE ACCOUNTABLITY FOR ABOVESAID MISCHIEFS & CORRUPTION? LIKE THIS THEY HAVE TO APPRECEIATED TO BECOME KING OF CORRUPTIONS ?

The reply of my RTI related to SFCian issue was denied by DRDO Hqrs under the shelter of Schedule- II of RTI Act 2005.

As per section 19 of RTI Act 2005 I have appealed to DRDO Hqrs appellate authority and as you very well know that he is deaf & dumb for humanity issues and only act fast on personal issues  in which he has some personal interest. So reply is known but we will take this issue up to supreme authorities.

The reply of CPIO, DRDO, is completely confusing, misleading, incorrect, unjustified and willful not give any information, does not following the spirit of RTI Act 2005.

7. Brief facts of the case: 

The official address of SF Complex is “SF COMPLEX, AIRPORT TERMINAL BUILDING, JAGDALPUR-494001”. SFC Employees are given appointment letters with above address as reporting place. But, all are forced to report at the above address as well as at its work centre located at Girola village, Bakawand block, Bastar district. This location is completely out of 40 Kms away from municipality (Jagdalpur) of the official address.

As per rule they should report at the place of posting as per the appointment letter. But it is not so. Is it (forcing to report at other place) not violation of an employee’s right to report at the posting place? The management says that reporting place is at Girola and same time management says Airport terminal building, Jagdalpur. It is clear cut case of harassment of employees of SF Complex.

One example: one of the scientists, named Shri Kushal Sahoo, was killed in an accident near Bakawand last year while returning from the Girola site to Jagdalpur in Bolero vehicle. Bakawand police station filed FIR and accident report (can refer the same with the police station). When settling the case the DRDO HQs asked the official movement order to consider it as death while performing duty. As the movement order was not issued actually for him and few more travelling in the same vehicle they were also injured, management of SF Complex made a statement of case stating that “Kusahl Sahoo is travelling for the purpose of meeting at Airport Terminal Building, Jagdalpur office”.

If the travelling from Jagdalpur to Girola and back is official and as per the rule and the rule position should be clear for all for management, employees and the general public. After this accident all the staff of SF Complex Jagdalpur took a decision and reported at posting place only. This happened for two days and later management has interfered and threatened to them for report at Girola and told them if they will not report at Girola, will get termination letter.  Employees were forced to report at Girola. It is a violation of Human Right? Reporting at posting place is not correct? Then why appointment letters were given like that?  DRDO has to duty to provide them proper necessary papers as per rule position of Central Government.

The requested information is not come under 8(1) (a) and 24 (1) of the RTI Act at all because the information asked not in the nature of secrecy like The copy of fitness certificates of those vehicles which carries the employees daily to Girola plant site from SF Complex from competent authority. This the major concern of family and friends of employees of SF complex for their safety and well beings. For mere few thousand Rupees from contractors as bribe the Top DRDO officials playing with the life of SF Complex Employees.

The required information is fall under corruption and as well as violation human right and therefore in any means it is not come under schedule –II exemption of RTI Act 2005.

ii)      Departmental Peer Review Committee (DPRCs) headed by the Secretary of the Scientific  Departments are constituted by the DOP&T with the approval of Prime Minister for a term of  2 years to consider the cases of extension of service of scientists beyond 60 years and up to                    62 years.

iii)    Extension of service of eminent scientists of international stature

iv)    Indicate whether this will block promotion opportunities of others in the Department

v)      Will be processed further for approval of ACC through the office of the Establishment Officer

Sir, the above guidelines thoroughly overruled by DRDO establishment. When Dr APJ Kalam was granted extension of service he had the expertise and international recognition in his field (Missile Technology). Dr M Natrajan was granted extension on the basis of his work in MBT (Arjun Tank). Dr U R Rao, ISRO got extension because of his contribution in space technology.

DRDO, once Dr V K Atre became, SA to RM overruled the guidelines of DoPT provisions for extension. A new culture was established that is those scientists who were close to Dr Atre they were recommended for extension without justifying  their contributions to science & technology. Afterwards the secretary of DRDO used this tool for those who are expert in misappropriation and manipulation of Government funds and misinterpretation of Government rules to their personal benefits.

These scientists nowhere stand as per guidelines of FR 56 (d) and you will find most of cases the scientists are involved totally in administrative job for years. Interestingly Secretary DRDO removed the required paras of Annexure FR 56 (d) where it states the justification why his service is needed and the details of contributions are thoroughly overruled.

Surprisingly, no one pointed these corrupt practices in the process of granting extension. Some applications which I have received by RTI from DoPT are enclosed for your ready reference. Which are the self explanatory, under the name of Defence research and under the shadow of official Secret Act 1923 and the bonafide possession of CCS Rules 1965 they have be-fooled the DoPT,PMO,ACC etc.

DRDO at an interval of every three months gives extension to at least 10-12 scientists, out of which not a single scientist deserve the recommendation as per guide lines of DoPT O M No.26012/8/2011-Estt. (A) Dated the 16th May, 2011 Normally DRDO Hqrs recommend extension to the (Service Provider) like Sh T Mohan Rao, Ex Director, GTRE (Massage Parlour Fame), DRDO recommend Dr S K Vasudeva of SPIC even beyond 64 years of age as he arranged the all cocktails parties + in 5* with help of CS Constructions etc and provide Mrs Kanimozhi‘s methods routing money through her daughter’s firm M/S M V- Grfix as IB already reported to PMO.

DRDO recommends the name of scientists/Directors who manage the misappropriation of funds of projects/ programs. As an example the case of Sh R C Aggarwal, Director, DEAL, Dehradun and Sh Iqbal Singh of IRDE, Dehradun Sh R C Aggarwal joined as Charge-man and become Director, DEAL as Scientist ‘G’ in 2007.

He has no international publications,
No patents,
No significant contribution in any projects at LRDE, NPOL, DLRL and DEAL where he was posted earlier

As a director he wrote an essay (cut paste copy technology) on Software Defined Radio and prepared a proposal for sanction having 60 sub contracts paras. This proposal opened up an avenue to distribute poor tax payer’s money. Rs 100 Crores sanctioned for SDR project and with few months he was promoted as Scientist ‘H’ and also got extension for two years and waiting Scientist for Director’s post Sh K N Rao of DEAL died with shock (Heart Attack).

Sh R C Aggarwal’s extension was  recommended by Dr Arun Kumar, DOP, DRDO who was Scientist ‘E’ in 2001 when Sh R C Aggarwal was Scientist ‘F’. The DPRC which recommended Sh R C Aggarwal had a external member Dr P S Goel, Charman, RAC, whose contribution in ISRO as scientist is big zero, No international publications, No patents, only cut copy paste technology expertise.

Sh R C Aggarwal spent Rs 10 Lakh on TA/DA per year so he is able to contribute Rs 1.25 Lakhs per month in GPF account. As he is using Red beacon on his vehicle drawing Transport allowance using official driver in private car for fooling department.

Sh R C Aggarwal very bluntly says “the development of SDR will take 20 years time” and the PDC of SDR is 36 months.

Dr S C Jain who is enjoying extension but in the same time did not get the promotion to Scientist ‘H’, when he was not fit for promotion then how come he was recommended for extension in service, it can only happened in DRDO.

He has no international publications,
No patents,
No significant contribution in any projects at DEAL

But he is master in manipulation of government funds and misinterpretation of government rules in the interest of his boss. The reason he was benefited, was to get extension and job for his son who has fake qualification.

Sh Iqbal Singh Scientist ‘H’, IRDE, Dehradun got extension without justification of his scientific contribution.

He has no international publications,
No patents,
No significant contribution in any projects at IRDE

Only significant contribution is misappropriation of government funds, he gave orders to a firm where his son works

Dr S S Sundaram, Director, IRDE, Distinguished Scientist got extension for his golden achievement in project SAMYUKTA (Electronic Warfare),  it is well known that Project SAMYUKTA started with Rs 250 Crores initial cost in May 1994 and when buried   unceremoniously in 2006 it consumed Rs 6000 Crores of poor tax payer’s money.

Dr Arun Kumar, DOP, DRDO never did science and there is no question of scientific contribution. He is master in manipulation the governments rules and extend the path of favoritism to benefit DRDO’s top brasses wards. Appointment of his own daughter as scientist ‘B’ by violating all recruitment rules of DRDO. The enquiry is going on without any result like DRDO projects because the chairman of enquiry Dr Salwan, Ex DRDO scientist got Rs 80 Lakhs project with Rs 1 Lakh/month salary from Dr Arun Kumar itself.

The Honorable Prime Minister is requested to stop this criminal act of DRDO’s extension business, which they are recommending without justification. Please go through the recommended applications of DRDO scientists which I have received from DoPT through RTI.

    Subject:  Grant of Extension of service of Scientists beyond the age of superannuation – Issue of instructions regarding.

    The undersigned is directed to refer to Department of Personnel & Taining O.M. No.26012/6/2002-Estt.(A) dated 9.12.2002 (copy enclosed) on the subject mentioned above laying down the criteria for considering cases of extension of service of Scientists in terms of proviso to FR 56(d) and to state that the guidelines for extension of service of eminent scientists of international stature beyond 62 years have been further reviewed as a need has been felt for a rigorous Peer group screening by an inter disciplinary Committee of experts.

    2.   Departmental Peer Review Committee (DPRCs) headed by the Secretary of the Scientific Departments are constituted by the DOP&T with the approval of Prime Minister for a term of 2 years to consider the cases of extension of service of scientists beyond 60 years and up to 62 years.

    3.   It has now been decided with the approval of Prime Minister that the existing/reconstituted Departmental Peer Review Committee shall also do the first stage screening of Scientists for their extension beyond 62 years of age and thereafter the DPRCs’ recommendations will be placed before the Committee under the Cabinet Secretary provided that the DPRCs’ have at least two outside experts apart from Secretary (Personnel & Training). The DPRCs must give detailed justification for such extension based on merits of the case; the international stature of the person recommended and also indicates whether this will block promotion opportunities of others in the Department. Such recommendations of the DPRCs for extension of service of Scientists beyond 62 years will be sent of the Establishment Division of the Department of Personnel & Training for placing the cases before the Committee under Cabinet Secretary. Only such cases recommended by the Committee under Cabinet Secretary will be processed further for approval of ACC through the office of the Establishment Officer. Cases of extension of service of Scientists beyond 60 years and up to 62 years recommended by DPRC will continue to be sent directly to the office of Establishment Officer in DOP&T as at present.

    4.   All proposals for extension of service of Scientists beyond 62 years in terms of the 3rd proviso to FR 56(d) may, therefore, be processed keeping in view the above guidelines in addition to the criteria stipulated in the OM dated 9.12.2010.

Honorable Sir,

As the chancellor of DIAT, Pune you have taken the decision to remove Dr. L M Patnaik but have decided to place Dr Prahlada who is yet another big corrupt DRDO official. Sources reveal that yesterday Fax order’s saying Dr L M Patnaik was terminated; it shows the situation (discipline) of high profile deemed Defence University.

  1. The selection of Vice Chancellor for DIAT is not done in accordance with the guidelines of Government of India, which is laid down for such prestigious appointments. Please refer the Gazette Notification No 146, Part-II, Section-4 –
  2. The Universities are Independent bodies and the university Vice Chancellor is the leader of an institution of higher education. According to the standard he / she must be a noted scholar (Dr.Parhalada rules to accomplish this?), who is responsible and excellent (Dr.Parhalada meet these criteria?), as well as the person who has high moral. (Who once said to an SC DRDO Scientist “you people are not born for higher studies”). Sir, you are very well aware of this incident of DRDO’s M Tech selection board. http://bit.ly/p20SwG
  3. He was posted as CC (R&D) in DRDO Headquarters in November 2005 and since then he was staying at C – 7 Guest House.  JCDA, R&D reveled in RTI response that he is drawing HRA as well. He has also attracted disciplinary action as in the CCS (CC & A) 1965 rules of action against Dr. Prahlada. Why not take steps to DRDO pending lawsuit against Dr. Prahlada.   4. The working of DRDO is now in full swing corruption and nepotism. In Vice Chancellor for DIAT advertisement it was put on Internal Intranet DRONA of DRDO. It is 100% violation of recruitment rules for such higher post and the best part of this out of 7356 so called best scientists, only the most corrupt official was chosen. No patents, no international publications, no academic excellence was considered in the case of Vice Chancellor for DIAT.
  5. Sir, your image in the country is one of most honest persons and recently UPA Chairman; Smt. Sonia Gandhi had also shown her faith on you by delegating powers in absence of her. But in the cases of DRDO it is not understandable that why you are taking such lenient steps by allowing these corrupt scientists of DRDO to thrive in spite of receiving all the evidences against them. You simply believe that constituting a committee is the only way to handle the situation.

A committee constituted – Ms Shobha Verma, Addl Director, Mr Sashtri, Director                 Anurag Cell and Sh SL Badnikar, Director GAETEC. They recorded all                                 statements and submitted the report but nothing about corrupt officials of DLRL.

ii)   The Case of Sh T Mohan Rao against whom the FIR was registered and he                       spent one night in jail but next day he got the bail with the help of same lawyer                       who bailed out the supplier of GTRE Sh VN Narayan, representative of ILN                           Technologies. The question was raised by Honorable Member of Parliament Sh                  Navtej Singh Siddhu on 8th August 2011 but Joint Secretary replied that matter                    is sub judicious, Sh Mohan Rao was only removed from the Directorship of                           GTRE but has been attached with CEMILAC another Lab of DRDO in Bangalore. Sh T Mohan Rao even not informed his superior about his detonation officially and very next day he went to GTRE and made another Identity card from the security, as his mobile and identity card were seized by the police during interrogation. It is difficult to digest that such a high profile man enjoying extension of service without work and on the other side you only announced the removal in Commodore Sukhjinder Singh for Admiral Gorshkov similar case. iii)    The case of Dr S K Vasudeva, working in contract in SPIC DRDO where plenty of unaudited funds are looted by corrupt officials, you already verified it with IB. the list of companies which were indulging in SPIC game is so lengthy and you are aware about it through the IB reports. Still the Dr S K Vasudeva is enjoying his status in SPIC while the new Director, Dr Satish Kumar is only puppet. The daughter of Dr S K Vasudeva, Ms Vinita just removed her stuff from the involved company’s premises few days ago. She is the owner of M V Grafix and her role is like Mrs Kanimozi in 2G Scam.

An independent inquiry committee has been constituted in DRDO HQ, New Delhi Vide Directorate of Vigilance and Security Note No. DVS/02/2053/P/01 Dated 17Mar. 2011 regarding the acts of corruption committed by Dr. Arun Kumar in getting her daughter Ms. Swati Srivastava as Scientist ‘B’ in response to the advertisement no. 66 item no. 34 meant for stream of Biotechnology. How Fast DOP Works in DRDO for his Beloveds

How your DOP works please go through the following case of Sh Dharmendra Kumar Scientist ‘B’ SPIC, DRDO. The case Sh Dharmendra Kumar Scientist ‘B’ SPIC shows how DRDO top brass handles the case of their beloveds. The whole process done by DOP in such a manner that even lay man can smell of DOP’s rotten empire.

  1. DRDO issued 2 appointment letter to Sh Dharmendra Kumar
  2. DOP bypassed the CC and direct got your approval.
  3. Sh Dharmendra Kumar sent a letter from Pune on 3rd Feb 2011 to you from NDA, Khadakwasla letter no NDA/DK/Pers/DRDO/10-11 dated 03 Feb 2010 and on 14th Feb 2011 the whole case is processed by your most efficient DOP and his staff and a letter was dispatched by  Sh B B Sharma, Joint Director(Pers-TC) letter no DOP/01/00025/Misc/NG/01.

Sir can you tell the poor DRDO staffs that what channel is best to send grievances which are the more serious matters than Sh Dharmendra Kumar’s case or tell us Sh Dharmendra Kumar’s hot line with you.

I request all the applicant or petitioner who wants to settle their grievances from SA to route their application through Sh Dharmendra Kumar, Scientist ‘B’, SPIC, DRDO, New Delhi. His Mobile No/ land line No and home address you will get soon on website in interest of DRDO officials.

  1. Sh Dharmendra Kumar sent a letter from Pune on 17th March 2011 to DOP for request to extend his joining time and on 18th March 2011 DOP granted extension. DRDO only work in this speed at time of last week of every March for procurement cases.
  2. Sh Dharmendra Kumar was not in the strength of DRDO when 1st appointment letter was issued in his name i.e. 23rd Dec 2010 as he was already joined NDA on 22nd Dec 2011, then how come LDCE appointment offered him.
  3.  PMO is looking forward for name of Sh Dharmendra Kumar’s  in next DRDO award list as young scientist award, because Dr Vasudeva will definitely going to include his name for his great contributions to manipulating the fake procurement case with Sh Suchit  and Sh.Jitender Chug as you already aware that Director Vigilance, Ministry of Defence asked all expenditure done by SPIC up to 31st July 2011.

Honorable Sir,

I wish to bring to your notice another case of irregularities being committed by Dr. Arun Kumar, DOP, DRDO Hqrs. in the matter of recruitment of appointment to the post of Scientist ‘B’ ( A Group ‘A’ Gazetted Post in DRDO)

  1. Sh. Dharmender Kumar was the Senior Technical Assistant -‘B’ (Non Gazetted Post) in SPIC, DRDO, Delhi. On his selection for appointment to the post of Assistant Professor( Mathemetics) in NDA, Khadakwasla, Pune, he resigned from the post of Senior Technical Assistant -‘B’ , which was accepted by the competent authority and he was relived on 20th December 2010 from   SPIC, DRDO, Delhi. He joined the post of Assistant Professor (Mathematics) in NDA, Khadakwasla, Pune on 22nd December 2010.
  2. Sh. Dharmender Kumar on his selection for appointment to the post of Scientist ‘B’ in DRDO through Limited Departmental Competitive Examination for the post of Scientist ‘B’ in DRDO vide DOP, DRDO letter No DOP/05/56002/LDCE 09-20 dated 23th December 2010.
  3. As per clause 2 (h) of terms & condition of offer of appointment letter, Sh. Dharmender Kumar was required to assume the appointment of Scientist ‘B’ within one month from the date of issue of above referred offer letter (23rd December 2010),failing which the offer of appointment will be cancelled( as mentioned in the)
  4. Further, as per terms & condition of offer of appointment issued to the Sh. Dharmender Kumar on 23rd December 2010 i.e. after 3 days of his being SOS from DRDO, and 1 day after joining the NDA, Pune, he was required to undergo a medical test by the prescribed medical board and required essentially to undergo a training course of Scientist ’B’ at DIAT, Pune. Further as per Directorate of Human Resources, DRDO letter No DHRD/17050/DIAT/POINTS16/C/M/1 dated 31st March 2011 that 20 weeks duration mandatory  training course for Scientist ’B’ has been scheduled w.e.f 20th April 2010.
  5. Sh. Dharmender Kumar should had not been issued with the letter of offer of appointment to the post of Scientist ‘B’ in DRDO on 23rd December 2010, when he  at own resigned and SOS from DRDO on 20th December 2010 and joined NDA, Pune on 22nd December 2010. The post of Scientist ‘B’ against which he was selected was meant out for the departmental candidate of DRDO as such, when he was not entitled to be given the offer of appointment to the post of Scientist ‘B’ in DRDO
  6. When the last date(22nd January 2011) bu assumption of charge of appointment to the post of Scientist ‘B’ in DRDO and joining the mandatory training course in DIAT, Pune by 20th April 2011 has already expired, his request for joining the post of Scientist ‘B’, DRDO should not have been entertained.
  7. Sh. Dharmender Kumar vide his letter dated 3rd February 2011 written directly to Scientific Adviser to RM (and not through proper channel of his office NDA, Pune) requested to extend the period of joining in DRDO as Scientist ‘B’ for a period of 2 months. The extended period of joining time expired on 22nd February 2011.
  8. As per the terms & condition of offer of appointment to the post of Scientist ‘B’ in DRDO as well as under the provision of DRDS Rules 1979 and amendments made thereof, the offer of appointment was required to be cancelled when he has failed to adhere to the terms & condition, a offer of appointment.
  9. From the contents of letter dated 3rd February 2011 of Sh. Dharmender Kumar it is  under that he was bypassed the official channel by writing directly to Scientific Adviser to RM, when he has holding the post of Assistant Professor (Mathematics) in NDA, where he was supposed to taught lesson overall discipline, including with regards to correspondence, command & control. He has left DRDO and NDA not for the sake of nation, but consideration (refer to para of his letter 3rd February 2011) both the offer being equally lucrative, more ever; the growth prospect and financial incentive were higher in the said venture. He has send the copy of his letter directly to the DOP, DRDO and not to his earlier controlling authority i.e. SPIC, DRDO

It is highly regretted to say that instead of taking any action against him for the acts of subordination, which are subversive of discipline, and cancelling the offer of appointment to the post of Scientist ‘B’ in DRDO, he has been allowed to join the post of Senior Technical Assistant -‘B’ in SPIC, DRDO on 2nd May 2011 and the very next day i.e. 3rd May 2011 itself the DOP processed his case vigorous  speed to evaluate him to join the post of Scientist ‘B’ in DRDO, thus violating the provision of:

a)     Terms & Condition of the offer of appointment letter to the post of Scientist ‘B’

b)     DRDS Rules 1979

c)      Central Civil Services (Conduct) Rule 1964

d)     DHRD,DRDO Letter No DHRD/17050/DIAT/POINTS16/C/M/1 dated 31st March 2011

I would like to request you to kindly consider the above facts and ask the Defence Secretary to conduct a thorough inquiry into cases of misuse, abuse and unauthorized use of office and position of DOP,DRDO by Dr Arun Kumar, Scientist ’H’ Outstanding Scientist,  DRDO Scientist of the Year Award in the year 2008. So that rule of law is allowed to prevail in the organization in a transparent manner.

We all look forward to your statements “Nurture talent, ensure fairness” “fairness at all levels”, but Sir, DRDO’s honest employees are eagerly waiting for implementing your statements, I ensure on behalf of all DRDO’s honest employees if the day this is implemented, the whole nation will see the great output of DRDO.

Hello sir,

Thanks for your initiative against your corruption in DRDO. We hope you will also fight human rights violation in DRDO. Please publish this letter in your website and kindly send a copy to SA, defence minister and prime minister for their kind help and consideration.

VIOLATION OF RIGHTS OF EMPLOYEES AT SF COMPLEX, DRDO, JAGDALPUR

SF Complex is located at ??? (We Don’t know exactly!!!).

The official address of SF Complex, is “SF COMPLEX, AIRPORT TERMINAL BUILDING, JAGDALPUR-494001”. All of us (the employees) of SFC are given appointment letters with above address as reporting place. But, all are forced to report at the above address as well as at its work centre located at Girola village, Bakawand block, Bastar district. This location is completely out of 40 Kms away from municipality (Jagdalpur) of the official address.

Where should all the employees report? As per rule they should report at the place of posting as per the appointment letter. But it is not so. Is it (forcing to report at other place) not violation of an employee’s right to report at the posting place? Sometimes management says that reporting place is at Girola and sometimes Airport terminal building, Jagdalpur. It is clear cut case of harassment that we are facing here. Let me site the example: one of the scientists, named Shri Kushal Sahoo, was killed in an accident near Bakawand last year while returning from the Girola site to Jagdalpur in Bolero vehicle. Bakawand police station filed FIR and accident report (you can refer the same with the police station). When settling the case the DRDO HQs asked the official movement order to consider it as death while performing duty. As the movement order was not issued actually (even for the all of us) for him and few more travelling in the same vehicle who are also injured, management of SF Complex made a statement of case stating that “Kusahl Sahoo is travelling for the purpose of meeting at Airport Terminal Building, Jagdalpur office”. Why this kind of statement if the travelling from Jagdalpur to Girola and back is official and as per the rule? After this accident all the staff took a decision and reported at posting place only. This happened for two days and later management has interfered and threatened to report at Girola. If we don’t report we will get termination letter as many of us are on probation. Later we were forced to apply for leave for that two days otherwise there will be serious action. And finally we were forced to report at Girola. Is it not violation of our right? Reporting at posting place is not correct? Then why appointment letters were given like that? After this episode management called the great DIRECTOR-DOP, Dr ARUN KUMAR and then DIRECTOR ASL, AVINASH CHNANDER. These people have come and told us that Girola is reporting place, not airport terminal building Jagdalpur, and shouted, threatened to do any extent if we don’t report at Girola. Working hours are considered from the time reported at Girola to time left from there.

Sir please tell us what we have to do? We have to follow appointment letters or we have to live in miserable and harassed life? We have to travel unofficially without movement orders like this? Even buses are already outdated and crossed their service life and travelling without vehicle move order. If, any, accident happens to these vehicles, who is responsible? Director, ASL or General Manager, SF Complex?

Kindly solve our problem as Director, DOP or Director, ASL or GM, SFC will not solve this problem. Please allow us to work in peaceful environment to make DRDO and our nation great!!!.

We appreciate your efforts to bring out website relating to DRDO. We congratulate you for good work initiated.

We have also gone through the letters speaking about DOP. This is to bring in your notice that this DOP is very helping to juniors like us. Anybody can meet him and get his difficulties removed.

Certain senior persons like CC’s are not very happy because of his positive attitude towards junior officers. Dr. Neelam Bhalla, Sc. F is also blaming and complaining against him for not getting promotion and also for her transfer done by higher authorities. We came to know that DOP’s daughter has been the gold medalist form Delhi University. Since we are in HQRs and we know DOPs behavior towards us that is why we informed you. Rest you know better what to do.

We will request you to keep the momento so that objective is achieved

My friends of ALS & Admin DRDO, thanks for your appreciation and encouragement of my humble effort to improve the work atmosphere of DRDO.

I have been and born and brought in DRDO  environment, I have witnessed the drastic downfall of DRDO working environment. DRDS and DRTC laid down the path of corruption and nepotism. The whole workforce of DRDO turned un-productive by imported NRI’s who were inducted time to time in DRDO main stream.  They simply used their management skills to give direction to HR and technical force to engage in corruption and nepotism, so the One Lakh Corers infrastructure and the mighty Thirty Thousand scientific and Technical manpower may become unproductive and remain busy with day to day survival affairs like rat race of promotions & awards etc.

I am not fighting with any individual of DRDO  official but you people just think if your deserving daughter and son was also an eligible candidate for the Scientist B and Dr Arun Kumar misused his power and did all kind of manipulation to give appointment to his daughter. Because of his act, your son/daughter was deprived to get appointment and then what was your reaction. Please think of other eligible candidates who were more deserving and needier then corrupt Arun Kumar’s daughter.

  1. The sanction list of 129 posts of scientist B was not having stream of Environment Biology.
  2.  Arun Kumar tried to get consent from Director DRDE that environment biology candidate can be adjusted in Biotechnology but the fax massage I have seen that shows negative comments of Director, DRDE.
  3. Then he tried to get same advice from Director DIPAS but he also refused by fax but by pressure he wrote few lines in his own handwriting that with some minor course it can be consider. But it was all fake comments.
  4. You can see the list and marks of eligible candidates they are far better. The screening committee was designed and approved by Arun Kumar.
  5. The Board was design and approved by Arun Kumar and the best part of the board was the faculty of Environmental Biology was the board member. The honorable Supreme Court had already passed the order if the faculty or guide of any candidate is board member the selection of such candidate is invalid.
  6. If you people see the whole process of Arun Kumar’s Daughter’s selection even lay man can sense the manipulations.
  7. If you people check the seniority of Scientist C you will find now Arun Kumar forged the roll and put her daughter qualification as MSc Biotechnology. If everything is fine then what is the reason to forge the seniority role.
  8. The helpfulness of Arun Kumar, I have observed in the case of Dharmender Kumar, but the corruption behind the scene you people not want to see.
  9.  Prof. S K Salwan who is chairman of committee investigating the DOP, Arun Kumar case is made chairman of ‘NAGARATANAM’ project having annual budget of Rs. 80 Lakhs and having monthly salary of Rs. 1 Lakh. He is favoring Arun Kumar with the help of SA to RM
  10. As Arun kumar helped Prof. S K Salwan in getting this job how can he make a impartial inquiry of his case. Other person member of inquiry Avinash Chander was made CCR&D(MSS) so he is also helping him.
  11. The officer V P Pande, Jt. Dir, DOP is given direction by DOP to manipulate the case file of DOP’s daughter, extension file and Dharmender’s case.
  12. Prof. S. K. Salwan is staying at DRDO Guest house at Development Enclave in Delhi Cantt, Where SA to RM is also staying. There Prof. S. K. Salwan is staying along with his mentally retarded only son. His son is taken care by DRDO guest house staff and in return he is helping to dilute the DOP’s daughter case inquiry.

Now my friends of DRDO if you know any above information is wrong then please send me the correct information and advise me and help me to expose the corrupt official of DRDO,  so that DRDO may take a new shape of productive hand of Indian Defence and we will be proud as part of  country’s asset.
