वंही दूसरी ओर डीआरडीओ में ताजमहलो का निर्माण बदस्तूर जारी है I इसी सन्दर्भ में करप्शन इन डी आर डी ओ   वेबसाइट   को एक ईमेल द्वारा आज जानकारी मिली डी आर डी ओ  द्वारा कि लॉन्ग व्हीलर आई लैंड में करोड़ों रूपए खर्च करके सिर्फ चार अदद कमरो का एक वी आई पी गेस्ट हाउस का निर्माण कार्य जा रहा है जिसकी खास बात यह है कि उसके हर कमरे का डिजाइन दुबई के एक सात सितारा लक्ज़री होटल के कमरो के अनुरूप किया जा रहा है I

यह निर्माण कार्य 100 मजदूरो द्वारा रात दिन लगातार कार्य जा रहा है और अगले सप्ताह इस   गेस्ट हाउस का उद्घाटन होना है I यह सब निर्माण कर्नल सत्पथी के देख रेख में चल रहा है जो की लभग दस वर्षो से वंहा कार्यरत है  इसके अलावा एक लक्ज़री बोट भी किंग्स एंड क्वीन कंपनी से खरीदी  गयी है I क्या आपको लगता है की किंग्स एंड क्वीन की बोट में बैठ कर जाने से मिसाइल ज्यादा सटीक निशाना लगाएंगी I जंहा एक और सामान्य कर्मचारी सरकारी आवास समस्या से जूझ रहे है काफी लम्बी प्रतीक्षा सूची चल रही  है वंही दूसरी ओर इन  तथाकथित विज्ञानिको को विलासिता सूझ रही है I

आपसे नम्र निवेदन है कि शीघ्रता पूर्वक इन तथाकित वैज्ञानिको को देश के बहुमूल्य पैसो की बर्बादी से रोके सादगी का सन्देश दे क्योंकि कोई भी रिसर्च के लिए इन सब विलसिताओं की कोई भी आवश्कयता नहीं होती I सर जे सी बोसे ने कोई भी अविष्कार फाइव स्टार होटल में बैठकर नहीं किया था I

ऐसा न हो की आप अपने सांसदों  व् मंत्रियो को सादगी का सन्देश देकर  देश का लाखो रुपये बचाये और दूसरी ओर ये  तथाकित वैज्ञानिक देश का करोड़ो रुपये बर्बाद कर दे I

Each room is modelled as per designs from Dubai luxury hotel and more than 100 labourers are working day and night under Shri.Col. Satpathy who is the permanent Construction c.c.e. for the past ten years at the same sensitive and maney making post at Baleswar and Kolkata for the past 10 years. He has made similar seven star guest house in Kolkata also for his VVIP bosses to please them. A luxury boat(yact) is also being purchased for the Kings and queens of D.R.D.O. in Wheeler Island. Please do something to stop this. Like the fake degree scam, another big chunna to govt is by employees building houses in same station with H.B.A. and still staying in lab quarters by renting their house. Such like artificial scarcity of quarters is created and the waiting list is too long. moreover, taking this artificial shortage into account new quarters are being built by the construction department at exorbitant costs (much higher rates than C.P.W.D.)our department has become more of a construction dept. than R&D. That too contracts are issued only to some big fish contractors close to these corrupt officers without any transparency. When the whole country is following e-mail tendering, our dept. follows selective tendering. These construction engineers have even started taking projects from other than our dept. due to the huge kick backs provided in the over priced contracts. Please please do something otherwise we are going to be doomed. Wellwisher.

Arjun scientist probed by CBI

The CBI is investigating graft allegations against a senior scientist associated with the Combat Vehicle Research and Development Establishment (CVRDE Chennai) of the ministry of defence (MoD). The scientist under the scanner was part of a project on the production of India’s main battle tank, Arjun, sources said.
Sources in the agency said, “Initial investigations by the CBI have revealed that the scientist allegedly took a bribe from a private firm for giving a satisfactory report to a company which was developing assembly forged steel track links for the battle tank Arjun during an inspection in 2012.”
The suspected firm was given supply orders by the Defence Ordnance Factory for developing steel track links for the battle tank, they said. Arjun is a third-generation main battle tank developed by the Defence Research and Development Organisation (DRDO) for the Indian Army. It features a 120-mm main rifled gun, one 7.62 mm coaxial machine gun and a 12.7 mm machine gun.
The agency recently registered a preliminary enquiry to probe the allegation against the scientist.
“The agency will soon seek clarifications from the scientist as well as the suspected firm. The agency will also seek clarifications from certain senior officials of the MoD,” sources said.
“If the CBI finds incriminating evidence during the inquiry, it would register a regular case into the matter. Without registering a regular case, the agency does not have the power to call anybody to the CBI headquarters for recording the statement. If the agency decides to convert the PE into a regular case, only then can the CBI send summons to the people. At this point of time, the CBI can only seek clarifications from them,” sources said.
The CBI is also preparing to take assistance of former MoD officials in this case. “Former MoD officials associated with the project may be quizzed to understand the issues related to the case. Besides, the CBI may take the assistance of ordnance factory officials,” sources said.

Every fortnight launching a missile – hidden agenda of DRDO

Sh. Narendra Modi ji, Honorable Prime Minister when asked about Indo-Pak relations he said “Talks get lost in the noise of bomb blasts.” It was a simple and effective way to convey the message to our neighbor.

Since 1999, when DRDO credentials were on stake due to the exposure of its strength in KARGIL WAR, the then Genral Malik openly criticized the role of DRDO.

DRDO planned to create a thunderous noise to divert the attention of the government and common people of India by simply launching missiles. After smelling the effect, it started missile launching roughly at the interval of fortnights with different variant of missiles like Prithvi, I, II, III, Akash, Agni I, II, III, IV, V, IV Nag, Trishul and ………….

All the developed nations have demonstrated the ability to analyze the failures and incorporated the corrective measures and are able to sell and generate revenue out of their research.

DRDO, however justifies the failures and with thunderous noise tries to divert the attention of government and common people of India who in turn pay crores and crores rupees for the development of missiles.

No practical data showed on photographs of missile launching or hitting the target has been shown to the nation. DRDO always released the launching flight scene but never demonstrated the kill probability. Why the matter of fact as per sources that last month Sh. Avinash Chandra witnessed the target hitting of a 100 KW laser Aditya which was suppose to hit moving targets. It was not able to hit static target, in fact it missed it by meters. The case of 20 KW Coil laser is also an example that without delivering the required output project main 16.58 Cr. equipment was mysteriously burned in fire accident but surprisingly DRDO announced that the project was successful and a successful completion letter from under secretary, MOD, Mr. Deb was put in project file to fool the government and common men of India who are paying the money for their misadventure. And the best part of this is that he project leader Dr. R K Tyagi got scientist of the year award from DRDO.

In 1991 Gulf war, Americans demonstrated the capability of Patriot missile’s hitting and intercepting the Scud missile and the scene was witnessed across the globe.

Can SA to RM demonstrate the same capability to our new Prime Minister Sh. Modi Ji? It will help him plan the defence preparedness to secure the boundary.

DRDO by far has a hidden agenda of launching a missile in every fortnight just to divert the attention of the government and common people of India from the rampant corruption of DRDO misappropriation of funds, misinterpretation of rules, the common practices noticed by the CGDA in special audit of DRDO.

Since the KARGIL WAR, incompetency has flourished in DRDO and has created a void as a result. Those who were supposed to retire from active service have managed during UPA government two to even three extensions with promotions ignoring Honorable Supreme Court and violating DoPT guidelines.

They are involved with 1000 crores of programs (of course without any end result) the commission/omission does not permit them to lose the extra income and perks and they are blessed by the competent authorities.

India has voted for a strong government in the centre and expecting new government will sense the weaker points and fix the accountability of DRDO. The government will look what was the compulsion of previous governments or in which circumstance they gave such unprecedented extension to such selected group of people like

DRDO Hqrs Not Having Capabilities to Manage Fake/ Unrecognized Diploma /Degree Business – Proved

Kindly provide me with the following information requested under the purview of the Right to Information Act, 2005 in respect to  your 5 RTI same replies RTI/01/2091/P/2014/0055,56,57,63 & 64 dated  5 & 6 March 2014 regarding  on acquiring higher qualification by DRDO officials at their own. As per details provide by DRDO RTI cell the following DRDO official acquired their qualification.

Refer to DOP&T O.M. No. 1/2/89 – Estt. (Pay-I) dated 9-4-1999 para -3

The qualifications meriting grant of incentive should be recognised by the All India Council for Technical Education, Department of Electronics, Deemed University, University or recognised by the Government

As per above DOP&T OM it is mandatory to verify the submitted documents.

As common RTI replies it is mentioned that “It is stated the cases for grant of Lump Sum Incentive are received from respective Labs/ Estt in which it is certified that the higher qualification and the institute are approved by competent authority. On receipt of such confirmation, the cases are submitted to Ministry of Defence”

As per above it is requested provide the following information

  1. Copy of above mentioned certified letter of each case submitted by respective Lab/Estt in requested cases in my RTI’s as mentioned above.

Your RTI replyNo RTI/01/2091/P/2013/0387 dated 27 the December 2013 in enclosed list no 162 Sh Amit Chawla, STA’B’ LASTEC granted incentive of Rs 8000 by Min of Def. But it is matter of fact that till date the DO is not published and money is not given to individual as the degree was not verified till date.  So question arises on RTI reply statement without corruption it not possible, that Min of Def granted incentive only after receiving verified documents.

  1. The name of wife of deceased Rishi Raj was Smt Kailash Devi in his official’s records.
  2. His marriage date is 5th May 1977 and he never changed his wife’s name as Smt Rita in any of official records of DEAL.
  3. The compensatory appointment given to Smt Rita who claimed that her name was Kailas Devi before marriage and she has presented a affidavit signed by Sh V Shahni on 6th March 1991 after death of Sh Rishi Raj
  4. The copy of High School Certificate is enclosed which was submitted by Smt Rita.
  5. Smt Rita submitted two copy of educational certificates High School and Intermediate  which are not even attested by gazetted officer
  6. Smt Rita’s service book has no any original paper
  7. Smt Rita’s did her 22 years service in DEAL, Telephone exchange and never did any clerical job because she is illiterate.
  8. It is a clear case of corruption which indicates the involvement of top officials of DRDO

DRDO makes own rules on pay scales

HYDERABAD: Sixteen months after it was pulled up for sanctioning projects without the approval of the government, the Hyderabad-based Defence Research and Development Organisation (DRDO) has done it again. This time, the premier defence research establishment has amended the pay scales of its employees on its own in violation of the rules and without the approval of the Union finance ministry.

Documents in possession of TOI show that DRDO amended or upgraded the Grade Pay of Technical Officer ‘A’ from Rs 4,600 to Rs 4,800. The defence organization effected the hike in 2009 with retrospective effect from 2006 and it came to the knowledge of the Union finance ministry in April 2012 through a query raised under the Right To Information (RTI) Act. A furious finance ministry then held that the order was ‘irregular’ and sought a strong-worded explanation from DRDO. The defence organization was also directed to withdraw the higher pay scale already granted to its Technical Officers.

But what followed was hilarious! In response to the reprimand from the Centre, DRDO reportedly sought retrospective permission for amending the Grade Pay scales. At this, an even furious finance ministry turned down the request in a strongly worded letter saying that the “arrangement was irregular, contrary to the accepted recommendations of the 6th Central Pay Commission (CPC) and in violation of allocation and transaction of business rules since it had been undertaken suo motu without reference, much less concurrence.”

The finance ministry also rubbished the claims of DRDO that this was done to maintain ‘relative hierarchy of Senior Technical Assistants (STA ‘C’) vis-a-vis Technical Officers ‘A’. DRDO was reminded that 6th CPC’s recommendations were aimed at de-layering the government and that ensuring the same ‘relative hierarchies’ as existed before the CPC awards defied the very purpose of rationalisation/standardization of pay scales attempted by successive Pay Commissions. At the end, DRDO was once again asked to withdraw the orders.

And now, DRDO in an attempt to cover up its administrative blunder, has distressed its more than 1,100 such technical officers across its 52 laboratories of which almost 124 promotees have already retired. In December 2013, DRDO not only downgraded these officers of DRDO Research and Technical Cadre, but also asked these officials to appear for special review and assessment and interview schedule in addition to the recovery of money so paid to them.

Meanwhile, the aggrieved officials maintain that it took them five years residential period and rigorous assessment tests to earn technical officers promotions from Rs 4,600 to Rs 4,800 grade. The DRTC Officers Association has reportedly urged defence minister A K Antony to bring the erring officers to book. These officials have been asked to return money to the tune of Rs 1,000 to Rs 5,000 earned monthly all these years as a result of this increased grade pay.

This was the second instance that DRDO has been found indulging in arbitrary functioning. About 16 months ago, a clandestine audit conducted by the Comptroller General of Defence Audit (CGDA) on the instructions of defence minister Antony, found major anomalies in DRDO’s arbitrary functioning. The defence organization was found guilty of sanctioning projects without government approval etc.

When asked about the developments, DRDO director general Avinash Chander said “while following the orders, the defence organization is trying to find a solution to the problem and issues raised by the technical officers issue.” Dr G Malakondaiah, chief controller, R&D (HR) at DRDO, while refusing to comment upon the orders in the past, said attempts are on to find a way out of the situation stemming out of the technical officers’ pay scale issue.

When asked about the developments, DRDO director general Avinash Chander said “while following the orders, the defence organization is trying to find a solution to the problem and issues raised by the technical officers’ issue.” Dr G Malakondaiah, chief controller R&D (HR) at DRDO, while refusing to comment upon the orders in the past, said attempts are on to find a way out of the situation stemming out of the technical officers’ payscale issue.

Shri Avinash  Chandra Ji, after you joined as DRDO boss, honest and neutral official expected and hoped for good decision, good administration, good cohesive  environment, hope you will shake DRDO with your full strength  to get rid of incompetent stuff.

But sorry to say you disappointed the honest scientists/ staff/ officials and they are not finding any reason to stay or giving their 100% output to DRDO.

Avinash ji, collect all your good energy and get rid of the nexus of culprits who are controlling SPIC, CCE, Department of Personnel, RTI Cell, RAC, CEPTAM and some Lab heads.

Every DRDO official knows acts and deeds of these corrupt officials but sake of their carrier not coming forward but sending anonymous or fake signed letters ( inputs are correct) to Prime Minister, Defence Minister and other government agencies and of course to you also, I have also received some from various labs. (Sending bunch to Honorable Defence Minister)

The increasing numbers of court cases are also perfect examples of mismanagement in DRDO.

The decision of giving responsibility of administration/material management to scientists is also going to be a big problem in the coming time.

Perfect administration and perfect procurement is not cup of scientists. They are not able to match with laid down rules of government of India. Day by day increasing number of anomalies / audit objections in recruitments / procurement are going to be a big issues.

Dr. P S Goel’s DO letter implementing of interaction for promotion from  Sc ‘ F’ to Sc ‘G’   without approval from cabinet is a clear cut  case of violation of Article 309 and the repercussion now started in shape of court cases which was hampering the progress of DRDO and created demotivation among senior scientists

Same in RAC/ CEPTAM encouraging recruitment of incompetent / fake degree / diploma appointment of such candidates who are not eligible as per SRO/ appointment on the basis of nepotism/ in this respect you only see the RTI’s on these issues, you will find clear picture of the future of DRDO.

You are under the impression that corrupt CPIO, Dr A K Tyagi is protecting DRDO. It is not true, instead of exposing the corrupt practices, he is trying to bury the information and very soon these corrupt practices will sink the DRDO ship. As you aware CVC already issued advice to CVO, MoD against the Dr A K Tyagi for “Regular Disciplinary action is recommended on: 9/9/2013“and you are not taking any action to remove him for the post of CPIO, DRDO. What does it mean, it means still you are in grip of corrupt officials. A honest advice is first change your staff officer and old staff of Dr Sarswat’s time, than only you will be find some change in DRDO’s scenario.

Avinash ji, we all very well know that you are washing dirty linen of Dr V K Sarswat’s several misdeed which are the outcome of mismanagement of Dr Sarswat, because he was only on? Government agencies very well know about that, and why he was not able to get extension,    Ms R. AMRUTHA VANI, SC ‘F’’s  (‘Below the Bench Mark’) case, Dr Neelam Bhalla’s, Sc ‘F’ (Workplace Humiliation, Harassment, Gender discrimination & Victimisation)  case etc. but problem is that you are dealing all issues with same set of officials ( Dr Sarswat’s  & Dr. W Selvamurthy’s gang) who created and responsible for these kinds of hurdles in DRDO for their own wasted interest.

CEPTAM Director enjoys all type of corrupt practices like he is engaging his wife and relatives in different recruitments boards as experts. Recent CEPTAM recruitment process he introduced mandatory SMS registration (cost Rs 3 to each applicant) for his personal benefit (he worked this out this without proper procedure) and due to this almost thousands of aspirant were not able to get their admit cards. In this process lot of SC/ST candidates also suffered, you can check with records, where Government of India facilitates to SC/ST candidates in recruitments without any fee. Almost 5 lakhs candidates applied nearly one lakh rejected and thousands of candidate could not appear due remote centre problem, candidates were not given asked choice centers, they received admit cards with centers like Goa, Mizoram, Chennai, Patna.

CEPTAM Recruitment Case – Few examples

  1.  Sh. Kamdev , SC candidate – Admit card not received  reason –  SMS registration
  2.  Sh. Kunal – Admit card received after one day   – 5 times he registered by SMS – Delhi local but centre was Ajmer
  3. Sh Satvir – Applied for post of welder and asked for local nearby centre Delhi but he was given centre Chennai
  4. Mohd Shahbaz – No Admit card received/ SMS registered/ application not found
  5. Sh Saroj Kumar- applied for 0217 Diesel Mech local Harsh Vihar, Delhi based   admit card received with Centre in Patna
