NEW DELHI: Ten major projects of the Defence Research and Development Organisation (DRDO), including the LCA Tejas aircraft and several key missile programmes, have been delayed due to various reasons, Lok Sabha was informed on Friday.
Giving details of DRDO’s delayed projects, defence minister Arun Jaitley said during Question Hour that “corrective/ remedial” measures are being taken to address the issue of delays.
Besides Light Combat Aircraft, other delayed projects include Naval Light Combat Aircraft, Aero Engine Kaveri, Airborne Early Warning and Control Aircraft and Long Range Surface-to-Air Missile.
The Air-to-Air Missile Astra, Advanced Light Weight Torpedo, Dual Colour Missile Approach Warning System for Fighter Aircraft, among others, have also been delayed, the minister said.
On remedial measures to complete the projects, Jaitley said that consortium approach is being used for design, development and fabrication of critical components.
According to him, synergy and better co-ordination were being promoted among user services, DRDO and production agencies through cluster meetings.
Jaitley also said the general impression that DRDO is lagging behind and that government is not providing enough support “may not be very accurate”.
“It is not fair to say that activities of DRDO have been curtailed by paucity of funds,” he said.
On proposal to allow 49 per cent foreign direct investment in the defence sector, Jaitley said the objective is to bring in best technologies into the country.
The government has decided that now it would be “Indian majority controlled” and it will bring the best technologies in the defence sector, the minister said.
The country has to come out of the situation where India is the largest buyer of defence equipment and ensure that “we have domestic capacity within India”, he noted.
“Government is making all efforts to grant Performance Related Incentive Scheme (PRIS) to DRDO scientists on par with scientists of Department of Atomic Energy (DAE) and Indian Space Research Organisation (ISRO),” Jaitley added.
In DRDO there is no HR policy, although the post of CC R&D HR and a big HR directorate under him working in DRDO Hqrs but they are working with sole aim and object that how to execute and manage the unethical/ unconstitutional demands of DG, DRDO to all establishment heads.
Generally these demands are to adjust their beloved by any means like Smt. T Chandra Bhanu or Ms Geetha or Ms Swati Srivastva or Ms Dolly Bansal recruitment cases. Some cases come out from the four walls of DRDO but inside DRDO everyone knows this practice is continue carryon in DRDO by so called DRDO,HRD like adjustment of Commander Patel, Ex- SA’s daughter, CEPTAM Chairman’s son, Ex- Scientist ‘G’ in DEAL who was head of HRD, DEAL adjust his son Sh Saket Jain with all farzi certificates.
It is very well proven DRDO HRD can do any dam thing under wish of their AAKAS whether harassment of any individual from class IV employee to Scientist ‘H’. There is no moral exists in DRDO, HRD n numbers of examples available of transfers cases, manipulating in ACR/APAR’s, Awards to incompetents, authentication of false claims, list is too long.
The following case of Sh M R Gupta, TO ‘C’ is a clear cut case of dictatorship of DRDO officials, several years torture now Sh M R Gupta become chronic depression case.
Sh M R Gupta joined as JSA-II in 1979 in GTRE, DRDO, Bangalore, transferred to IRDE, Dehradun and subsequently joined DEAL as SSA in October 1987.
Up to 1986 his ACR’s was very good and enjoyed regular growth, but the day when then Director, IRDE Dr O P Nijhawan raised his eyebrow and put him in hit list, the bad days started and Sh M R Gupta’s service journey till date exposes the DRDO HR policy.
His 1987 ACR reflects the real bossism of Mr O P Nijhawan number dropped to 62
As IETE graduate Sh M R Gupta applied for the post of Assistant executive engineer in I & B through UPSC and got selected but Dr O P Nijhawan not supplied his 1987 ACR so he was deprived to get post.
Dr. O P Nijhawan’s effect also passed to DEAL and it was always made confirm that any advantage should not passed to Sh M R Gupta,
Sh M R Gupta qualified 9 times LDCE examination of Scientist ‘B’, the RTI revealed that RAC maintained the boss wishes. No one imagine the act of RAC officials.
Sh M R Gupta‘s ACR/ APAR of 1995 and 96 was found blank.
The 2004 ACR/APAR was reviewed by Sh Y P Sehgal, Ex Sc ‘G’ illegally as Sh M R Gupta was never worked with him and put adverse remark “ Onedisciplinary case is with DRDO Hqrs” and remark was duly approved by the Director, Sh Ashok Sen and it was not even communicated to Sh M R Gupta.
DRDO having very common scenarios that if one official is in hit list then all chamchas never leave any chance to fix him to make happy the boss.
In case of Sh M R Gupta same thing happened, several attempts were done to harm, Dr. B S Jassal throw his wife’s medical bill for unforeseen reason and exchanged heat argument, in those argument frustrated Sh M R Gupta told him that I will jumped from the building, very next movement the explanation call with initiation of disciplinary action raised against him.
In 2004 Sh Mahakar Singh, Sc ‘G’ also demonstrated the extreme loyalty and one incident he scrimmage with Sh M R Gupta in his office room, next moment the room was sealed and an ION was served and an inquiry was constituted in a hurry and stage was set for dismiss Sh M R Gupta. By grace of God Sh M R Gupta approached local police and case was registered, subsequently after lower court to high court and again to lower court Sh Mahakar Singh rendered his apology in front of Session Judge, Dehradun and matter was closed.
This is not a single case, the HR policy ingest lot of DRDO officials by heart attack, High blood pressure, increasing number of bye passes, inserting stunts, depressions or exodus.

It seems DRDO take U –turn in DMSRDE corruption cases. Shri AvinashChander , DGR&D and SA to RM constituted second four members FFIC under Chairmanship of Dr. D C Pande, Outstanding Scientist, LRDE, Bangalore and members Shri Haribabu Srivastva, Director, LASTEC, New Delhi, Shri R S Mehta, Joint Director, Dte of Vigilance& Security, DRDO Hqrs, Shri Jagdeep, Scientist ‘F’,Dte of Materials Management DRDO Hqrs reached at Kanpur on 9th July early morning 5:00 AM at DMSRDE, Guest House, Kanpur by Rewa Express.
In deference to three members first FFIC which was led by Dr. S S Negi, Outstanding Scientist,this second FFIC did not entertained Dr. A K Saxena, Director, DMSRDE, Kanpur. Dr.Saxena was sent for two days leave and remained in his government residence just adjacent to Transit Hostel’s DRTC Room where whole FFI was conducted for two days by FFIC.
The first FFIC Committee did their inquiry under supervision of Dr. A K Saxena in DMSRDE Office in the room just opposite to Dr. Saxena office so that he can monitor activities of first FFIC. Chairman & members of first FFIC tried their best to discourage complainants and in month of March 2014 all scientists were under pressure due to their APAR and coming assessment and not opened or uttered any single word against Dr. A K Saxena in front of first FFI Committee. The first FFI Committee overlooked the gravity of complaints to Defence Minister rather they were busy in digging the past history of complainants. They were basically misleded and managed by Dr. A K Saxena.
The letter No DOP/DS/008/M/01 dated 28 May 2014 of DOP Dr. A K Singh prepared on basis of first FFI Committee Report already exposed the nexus between Dr. A K Saxena and first FFI Committee because the without any constitution rights and ignoring the terms and condition of FFI Committee they simply recommended the transfers of both complainants with baseless and illogical reasons. It should be asked to Dr. S S Negi, Outstanding Scientist that if on allegations of habitual drinking one senior Scientist may be transferred then what about the drinkers of whole DRDO right from top at DRDO HQ and bottom at 52 Establishment/Labs of DRDO. Why they have not been transferred even they are heavy habitual drinker. In fact first FFIC was hijacked by Dr. A K Saxena.
The two days grilling of involved scientists of DMSRDE by second FFI Committee members especially by Shri Mehta, Vigilance, DRDO Hqrs shows some hope that the committee will help to Shri Avinash Chander , DGR&D and SA to RM and DRDO Hqrs to take one step forward towards eradicate prevailing corruption in DRDO like Dr A K Tyagi, Sc ‘G’ waiting to face CVC disciplinary proceeding against him as he also involved in corrupt practices in procurement at DIAT, Pune.
Some scientists of DMSRDE given in writing about the facts of these procurements and shows their helplessness.
Second FFI Committee also got advantage that the DRRDS result was declared and scientists who supported Dr. A K Saxena’s corrupt practices under pressure opened up and exposed the modus of oprendi adopted by Dr. A K Saxena. FFI Committee also got inputs about nexus between M/s Manglam Trades, Kanpur (Mr.Anish Gupta/Mr. Manish Gupta) and Dr. A K Saxena in various procurement cases.
1. Reactor case is open case that the procurement was done in coalition with M/s Manglam Trades because all mails are the perfect evidences of corruption and DRDO Hqrs already aware that CBI, Lucknow have already got all evidences and approached MOD. Payment of Reactor case has not been made till so far even after 18 months the Reactor was installed in January 2013 at DMSRDE.
2. The case of procurement of Laboratory Microprocessor Based Programmable High Temp.Furnace supplied by M/s Omega Furnace Industries, Bangalore. In this case illegal Second TPC was done for recommending to make payment to M/s Manglam Traders, Kanpur.( It can happen only in DRDO)
3. Fume Hood Chamber procurement case is open example of looting in DRDO.
Common man are waiting to see the impact of new Prime Minister Shri Narendra Modi ji’s Government on DRDO, as Shri Avinash Chander Ji especially mentioned in his address in last JCM that “now new government has come and the accountability is also increased”.
It is coincidence that both FFIC having chairman from Uttarakhand and Uttarakhandies are famous for their honesty and devotion in service. We hope that like Dr. S SNegi, the Chairman of second FFIC Dr. D C Pande will not be hijacked by corrupt nexus of DRDO and he will do justice with DMSRDE people.
Following inputs being published for awareness of all DRDO officials. All of them are experiencing the arbitrariness of entire DRDO‘s Lab directors. Every year you all are silent spectators of this arbitrary conduct of the respective lab directors when DRDS or DRTC promotion’s results are declared.
Few days’ frustration looks are seen on the faces of few but again they indulge in the same cycle. If you seriously observe the health condition of DRDO scientists, this time every year a bitter sip of humiliation distorted the life and health conditions of each one.
It is not because of their failure in assessment. It is because of the success of those incompetent / working on non-scientific assignments.
Earlier in days of beginning of 90’s this kind of push pull was not done openly or in a big way. One or two cases were seen in entire DRDO, but nowadays Directors, New born DG’s, DRDO Hqrs beloved boys are fully creating dadagiri and clearing/helping incompetent and ignoring all those who are seriously involved in scientific research and development.
Although the exodus ratio dropout because of two reasons. One, the world economic recession and two, the VIth pay commission hike in pay package of scientists, but this frustration directly affected their output and as well as their daily life. The enthusiasm of young scientists is lost in DRDO and now they are involved to mint money in all means. An example would be like the LTC 80 scam of Metcalf house is a clear signal of the mindset of the new generation of DRDO team.
The following papers are the example of dadagiri of DRDO lab directors. Sh. M R Gupta, TO ‘C’ was joined DRDO in 9 Nov 1979 as JSA – II, subsequently transferred IRDE in 1981 and in 1987 in DEAL, he is IETE graduate (1987), presently he is working as TO ‘C’ in DEAL since 2008. As per normal conditions he is supposed to get a promotion in 2001.
Sh. M R Gupta rested his ACR/APAR through RTI in 2013 from 1987 to 2013 after a long battle CIC ordered to supply all ACR to DRDO on 4th March 2014 vide File No.CIC/LS/A/2013/001815/RM dated 2014 “DECISION – The Commission directed the CPIO to provide copies of ACRs for the period 1987-2007 as sought by the appellant within three weeks from the date of receipt of this order, free of cost”
Now see in followin enclosed document, Sh M R Gupta shocked to see that his two year ACR/ APAR of 1995 and 96 was blank and in 2004 ACR/APAR was reviewed by Sh Y P Sehgal, Ex Sc ‘G’ illegally as Sh M R Gupta was never worked with him and put adverse remark “ One disciplinary case is with DRDO Hqrs” and remark was duly approved by the Director, Sh Ashok Sen and best part of this RTI revealed that it was not even communicated to Sh M R Gupta.
This illegal unethical act done by Sh. Ashok Sen, then Director, DEAL was perfect example of DRDO work atmosphere, which proves that the absolute power made DRDO Lab’s director became autocratic/dictator/tyrant, etc.
This is not the only case you will find this kind of act in the entire DRDO. RTI’s also revealed that in several cases white fluid applied in ACR/APAR, tempering of marks in any stage even after in final stage at DRDO Hqrs.
It is requested to all suffering DRDO officials to please file RTIs with reference to supreme court order of Justice Markandey Katju, in Devi dutt Vs Union of India (CIVIL APPEAL NO. 7631 OF 2002)to confirm your ACR/APAR marks and comments.
One more important observation is that these DRDO Lab’s director also authenticating false claim of work to their beloved incompetent scientists.
Hope with the following example you all will review your promotion profile and analyze the possible flaw in the process of DRDO’s promotion mechanism.

A senior scientist in the country’s premier defence research organisation DRDO, who has highlighted various irregularities and malpractices in the organisation, has served legal notice to the DRDO chief Avinash Chander for allegedly defaming him for taking a stand against corruption.
Navin Prakash Gupta, a computer scientist working the Kanpur-based laboratory of DRDO, last month was transferred from Kanpur to Tezpur following his series of complaints to Central Vigilance Commission and the defence minister highlighting various irregularities in the department.
Following the transfer order, Gupta moved the Central Administrative Tribunal (CAT) for seeking stay on his transfer orders. In reply to his petition in CAT, the DRDO said, “Scientist NP Gupta has been vitiating the atmosphere in DMSRDE through his irresponsible behaviour and undesirable activities.”
Denying this, Gupta told dna over phone from Kanpur, “The allegation is full of imputation. There is no enquiry against me. Even no show cause notice was served to me in my entire career of 21 years. I am being harassed because I raised voice against corruption.” Gupta claimed that his transfer is laced with vengeance and motivated. Gupta has made at least 12 complaints to the corruption watchdog CVC including irregularities in procurement of chemicals and fabrics in the Kanpur-based DMSRDE (Defence Materials and Stores Research and Development Establishment (DMSRDE) laboratory. And CVC is conducting probe into his allegations and forwarded to the ministry of defence for detailed inquiry. “I have written about large scale malpractices and irregularities in procurement for the laboratory. Besides irregularities in procurements, top officials of the laboratory were giving out construction contracts worth lakhs of rupees to private vendors and individuals with aim to benefit them by violating all rules and regulations,” Gupta added.
When contacted Drdo spokesperson claimed that conduct of Gupta was not upto the mark over the years. “I could only say that conduct of Navin Gupta was not in order. Beyond this, we do not want to comment on the issue as it is pending in the court,” DRDO official said.
Meanwhile, Navin Gupta has decided to file a criminal defamation case against DRDO chief and head of directorate of personnel Dr AK Singh. “They have not replied to my notice. And now I’m going to file a criminal defamation case on them,” Gupta added.

Defence Materials and Stores Research & Development Establishment (DMSRDE), Kanpur is one of the establishments under Defence Research & Development Organisation. Dr. Arvind Kumar Saxena was appointed as Director, DMSRDE, Kanpur with effect from 01 January 2011 and he is posted in DMSRDE, Kanpur since 28 April 1984. In past 30 years he developed deep connections with local vendors and after his appointment as Director since 01 Jan 2011, these pet vendors are playing major role in procurement of stores & items.
As vigilant & patriot citizen of the country, I filed 12 complaints on issues of Corruption against Dr. Arvind Kumar Saxena, Director, DMSRDE to CVC and Hon’ble Defence Minister with proofs. Details of complaints on Corruption against Dr. Arvind Kumar Saxena is enclosed as Annexure-1.
CVC has informed me vide his various letter & sms that my all 12 complaints have been forwarded to CVO, Ministry of Defence but till date no action has been taken against Dr. Arvind Kumar Saxena. Copies of letters from CVC are annexed as Annexure-2.
Since copies of all these complaints were also sent to Shri Avinash Chander, DGR&D, DRDO and Scientific Advisor to Raksha Mantri but till date no action has been taken against Dr. Arvind Kumar Saxena by Shri Avinash Chander, DGR&D, DRDO.
The two statutory rules viz CCS (Conducts) Rule 1964 and CCS (CCA) Rules 1965 have been framed by Government of India for maintaining good conduct and discipline. Under Rule 14, Government of India Order on “Inquiry Officers to be senior in rank to the officers enquired against” it is mandatory that inquiry officer –Chairman as well as all members Inquiry Committee should be one rank senior to the officer whose conduct is being inquired into. This principle has been reiterated in CVC Vigilance Manual, Railway Manual, CPWD Manual and all other DOPT Manuals.
Shri Avinash Chander, DGR&D, DRDO and Scientific Advisor to Raksha Mantri is giving patronage to corrupt practices of Dr. Arvind Kumar Saxena and promoting corrupt officers in the organisation. One simple example of patronage to Dr. Arvind Kumar Saxena by Shri Avinash Chander, DG R&D, DRDO is to constitute an illegal Fact Finding Committee in Jan-Feb 2014 for inquiring complaints against Dr. Arvind Kumar Saxena. In this committee Shri SS Negi, Scientist ‘H’ was Chairman and Mr. Manoj Bali, Scientist ‘G’ and Shri Jagdeep, Scientist ‘F’ was members. This Committee was totally illegal as Chairman was of equivalent rank and two members of FFC were very junior to Dr. Arvind Kumar Saxena. This establishes that Shri Avinash Chander, DG R&D, DRDO wilfully constituted an illegal committee for giving patronage & protection to corruption in DMSRDE, Kanpur by Dr. Arvind Kumar Saxena. Intentions of Shri Avinash Chander, DGR&D, DRDO is very open to protect corrupt officer Dr. Arvind Kumar Saxena by any means.
This Fact Finding Committee took only one complaint out of my several complaints and gave false report despite FFC did not interact with me and all proofs were submitted along with complaints. That complaint was regarding procurement of ‘REACTOR’. The said REACTOR was procured by DMSRDE in 2012 and REACTOR was supplied to DMSRDE in January 2013. Till date payment of said REACTOR has not been made to the vendor.
In light of the above, in the interest of organisation, I kindly request you to take appropriate action against Dr. Arvind Kumar Saxena, Director, DMSRDE and issue directives to CVO (MOD) to speed up the investigation on my complaints.

Compliant dated 17.12.2013 was sent for necessary action to CVO, MOD vides OM No. 2056/2014/V9 dated 19.02.2014.

An official of DEAL, DRDO Sh. Jagdish Kumar, Technical Officer ‘C’ reported SSP, Dehradun against the crime committed by Sh. R K Agarwal, Scientist ‘H’ Principal Associate Director, (Farzi Designation because as per RTI information there is no such gazette notification), DEAL.
Today at 2:30 PM Sub Inspector B P Singh visited DEAL and asked comments from Sh. R K Agarwal on Sh. Jagdish Kumar’s complaint under atrocity act. Sub Inspector B P Singh was escorted from DEAL gate to Sh. R K Agarwal’s room by Sh VVS Panwar, Technical Officer ‘C’ who is presently looking security officer assignment and Sh Balwant, security in-charge. As per Sub Inspector B P Singh, Raipur Thana that Sh. R K Agarwal told him that a written reply of queries will be submitted as soon as possible.
Sh. Jagdish Kumar, Technical Officer ‘C’ accused Sh. R K Agarwal that his APAR marks intentionally downgraded due to hatred towards the SC community. Sh. R K Agarwal’s malicious act was proved by ASCODAR committee headed by Dr S S Negi, Scientist H, IRDE, Dehradun, which in turn restored the APAR marks.
Sh Jagdish Kumar, TO – C, DEAL, Dehradun send a representation to DG, DRDO and requested action against Sh R K Agarwal, Scientist H, DEAL, Dehradun for ill treated as he belongs to SC community.
DRDO Hqr Letter No. DOP/01/00008/DEAL/M/01 dated 12th March 2014 in reference of representation of Sh Jagdish Kumar, TO – C, DEAL, Dehradun and directed Sh R C Agarwal, Director, DEAL to assure Sh Jagdish Kumar in this regard.
But king of nepotism Sh R C Agarwal, Director, DEAL ignored the DG, DRDO directives and encouraged Sh. R K Agarwal to commit such crime. Sh Jagdish Kumar explored all option and at last he approached local police for seek justice.
Appeal to clean DRDO of corrupt and anti-national officials
