विषय : डीआरडीओ की कानपुर स्थित डी एम एस आर डी , लैब  में वयाप्त भ्रष्टाचार के सन्दर्भ में

अब  तक रक्षा मंत्री के पद संभालने पर आपको आपके अधिकारियों ने डी आर डी ओ में व्याप्त भ्रष्टाचार के बारे में अवगत करा दिया होगा  और पिछले सालो से भ्रष्टाचार  व्भाई भतीजा वाद के शिकायतों का अम्बार भी दिखा दिया होगा I

डी आर डी ओ द्वारा 10000 करोड़ हर साल खर्चने के बाद भी हारपून मिसाइल अमेरिका से खरदीने की सेना की मजबूरी से अपने अंदाजा लगा लिया होगा की डी आर डी ओ किस दिशा में जा रहा है I

सर क्या आपको 40 दिनों के दौरान एक भी सैन्य  अधिकारी मिला जिस ने डी आर डी ओ की वकालत की और आप के मंत्री पूर्व सेनाध्यक्ष श्री वी के सिंह का डी आर डी ओ के प्रति क्या आंकलन है I

डीआरडीओ  में व्याप्त भ्रष्टाचार ख़त्म करने के लिए आपको कठोर कदम उठाने होंगे जिससे इस महत्वपूर्ण संस्थान को प्रोडक्टिव बनाया  जा सके I

इसी सन्दर्भ में आपको सूचित करना है कि पिछले कुछ महीनो से  डी आर डी ओ की कानपुर स्थित डी एम एस आर डी ई  लैब  में वयाप्त भ्रष्टाचार की  दर्जनो  शिकायतों बाद एक फैक्ट फाइंडिंग इन्क्वायरी समिति द्वारा जाँच की गयी और मामले को रफा दफा करने का  प्रयत्न करते हुए दो शिकायतकर्ता वरिष्ठ वैज्ञानिको का तबादला कर दिया गया, तबादलों के पीछे भ्रष्टाचार का खुलासा करना वजह बताते हुए दोनों वैज्ञानिकों ने कैट में याचिका दायर कर दी।

सर, आश्चर्य की बात है कि  जंहा एक ओर आज अमर उजाला कानपूर 8 जुलाई 2014  के  हवाले से  डॉ. रवि कुमार गुप्ता, निदेशक (पब्लिक इंटरफेस, डीआरडीओ) कहना है कि  डी आर डी ओ की इंटरनल इनक्वायरी में सारी शिकायतें फर्जी पाई गई हैं। (यंहा एक बात और स्पष्ट करनी है कि  डी आर डी ओ में मीडिया मैनेजमेंट के लिए हर साल लगभग २ करोड़ का बजट रखा जाता है क्या मंत्री महोदय इस बात को संज्ञान  में लेंगे )

वंही दूसरी ओर  डी आर डी ओ ने एक और फैक्ट फाइंडिंग इन्क्वायरी समिति का गठन करते  हुए डा. डी सी पाण्डेय, वैज्ञानिक-एच,एल आर डी इ,बैंगलोर,चेयरमैन तथा सदस्य श्री हरीबाबू श्रीवास्तव,  निदेशक,  लेसटेक , दिल्ली  श्री   जगदीप , साइंटिस्ट , ऍफ़  व्श्री  आर एस मेहता , जॉइंट  डायरेक्टर , विजिलेंस एंड   सिक्योरिटी , डीआरडीओ हेडक्वाटर को दिनाक 9 व्  10 जुलाई  2014 से  इन्क्वायरी हेतु नियुक्त् किया है I

श्री हरीबाबू श्रीवास्तव  निदेशक  लेसटेक, दिल्ली के मूवमेंट  आर्डर (No 027/V&S/Mov/LASTEC dated 2/7/2014 ) में स्पष्ट लिखा है  “To attend meeting on Fact Finding Inquiry(FFI) Committee at DMSRDE, Kanpur”

डी आर डी ओ कैट में शपथपत्र  द्वारा कह चूका है कि  डीआरडीओ की इंटरनल इनक्वायरी में सारी शिकायतें फर्जी पाई गई हैं।तो  दिनाक 9 व् 10  जुलाई 2014 में  फैक्ट फाइंडिंग इन्क्वायरी समिति

किसकी इन्क्वायरी करेगी या डा ऐ के सक्सेना निदेशक, डी एम एस आर डी ई के साथ बैठ कर देश के  गरीब करदाताओं के पैसे से दावते करेंगे I

ये नई फैक्ट फाइंडिंग इन्क्वायरी का गठन यह साबित करता है की पहली फैक्ट फाइंडिंग इन्क्वायरी समिति का उपयोग केवल शिकायतकर्ता वरिष्ठ वैज्ञानिको सबक सिखाने के उद्देश्य से किया गया था असलियत में समिति एक ढकोसला थी I

असलियत में  डा ऐ के सक्सेना निदेशक , डी एम एस  आर डी ई  लैब ,कानपुर द्वारा की गयी खरीदारियों में  अनियमताओं के ढेर सारे सबूत उपलब्ध है जिनका कि कोई जबाब नहीं है I और डी आर डी ओ के भ्रष्ट अधिकारी, डा ऐ के सक्सेना को बचानें  की बेकार कवायद कर रहे है I  वे भूल रहे है कि अबकी सरकार भ्रष्टाचार को कतई बर्दाश्त नहीं करेगी I

फ्यूम हुड केस के सप्लाई आर्डर को  निरस्त कर दिया गया है I

 डा ऐ के सक्सेना के व् मंगलम ट्रेडर्स के ईमेल का कोई स्पस्टीकरण नहीं है I

अतः उपरोक्त तथ्यों से साबित होता है कि एक  ओर जंहा शिकायतकर्ता वरिष्ठ वैज्ञानिको  का उत्पीड़ित करना डीआरडीओ का मकसद था  वंही दूसरी ओर  डीआरडीओ एक के बाद दूसरी  फैक्ट फाइंडिंग इन्क्वायरी समिति बना कर टाइम पास कर रही है

अतःआपसेअनुरोध है कि डी आर डी ओ में  चल रहे  इस भ्रष्टाचार के प्रति ढुलमुल रवैये पर   सख्ती से कार्यवाही  करेI

कानपुर। डिफेंस रिसर्च एंड डेवलपमेंट (डीआरडीओ) की कानपुर स्थित प्रयोगशाला डीएमएसआरडीई को कैट ने क्लीन चिट दी है। कैट ने अपने फैसले में न सिर्फ डीएमएसआरडीई को क्लीन चिट दी है बल्कि फर्जी शिकायत करने वाले यहां के दो साइंटिस्ट के विरुद्ध अनुशासनात्मक कार्रवाई की सिफारिश भी की, जिस पर दोनों का तबादला कानपुर से बाहर कर दिया गया है।
डीएमएसआरडीई के दो साइंटिस्ट आरपी गुप्ता और आरपी भट्ट ने संस्थान में करोड़ों के केमिकल और पदार्थों की खरीद में घपले की शिकायत की थी। एक के बाद एक हुई इन शिकायतों को एक वेबसाइट के जरिए सार्वजनिक भी किया गया। डीआरडीओ ने इस वेबसाइट को बंद करवाने के तमाम प्रयास किए, मगर सर्वर अमेरिका में होने के चलते यह संभव नहीं हो सका है।
इधर इनके आरोपों पर डीआरडीओ ने हाई लेवल कमेटी से जांच आरंभ कराई। जांच रिपोर्ट में घपले की बात खारिज हो गई। इसके बाद दोनों वैज्ञानिकों के विरुद्ध अनुशासनात्मक कार्रवाई करते हुए तबादले कर दिए गए। इसमें आरपी भट्ट को नेवल फिजिकल एंड ओर्शनोग्राफिक लैब कोचीन और एमपी गुप्ता को डिफेंस लैब तेजपुर आसाम भेजा गया। तबादलों के पीछे भ्रष्टाचार का खुलासा करना वजह बताते हुए दोनों वैज्ञानिकों ने कैट में याचिका दायर कर दी। यहां सुनवाई के दौरान डीआरडीओ से कमेटी की रिपोर्ट सौंपने के निर्देश दिए गए। रिपोर्ट गोपनीय होने के चलते उसका सारांश कैट में दाखिल किया गया। इसके अलावा अन्य दस्तावेज भी दाखिल किए गए। कैट ने दोनों पक्षों को सुनने के बाद कार्रवाई को सही ठहराया। इस फैसले से असंतुष्ट वैज्ञानिकों ने हाईकोर्ट में भी याचिका दायर की, लेकिन वहां भी कड़ी फटकार के साथ नई तैनाती में ज्वाइन करने के निर्देश दिए गए हैं। आरपी भट्ट ने कोचीन ज्वाइन कर लिया है, मगर एमपी गुप्ता ने फिलहाल नई तैनाती नहीं स्वीकारी है।

डीआरडीओ की इंटरनल इनक्वायरी में सारी शिकायतें फर्जी पाई गई हैं। पूरा घटनाक्रम संस्थान को बदनाम करने की साजिश मात्र था, जिसका पर्दाफाश हो चुका है। दोनों वैज्ञानिकों का तबादला कर दिया गया है। कैट में भी जांच रिपोर्ट का सारांश प्रस्तुत किया गया है, जिसमें कार्रवाई को सही ठहराया गया है।

A senior scientist in the country’s premier defence research organisation DRDO, who has highlighted various irregularities and malpractices in the organisation, has served legal notice to the DRDO chief Avinash Chander for allegedly defaming him for taking a stand against corruption.avinashchander

Navin Prakash Gupta, a computer scientist working the Kanpur-based laboratory of DRDO, last month was transferred from Kanpur to Tezpur following his series of complaints to Central Vigilance Commission and the defence minister highlighting various irregularities in the department.

Following the transfer order, Gupta moved the Central Administrative Tribunal (CAT) for seeking stay on his transfer orders. In reply to his petition in CAT, the DRDO said, “Scientist NP Gupta has been vitiating the atmosphere in DMSRDE through his irresponsible behaviour and undesirable activities.”

Denying this, Gupta told dna over phone from Kanpur, “The allegation is full of imputation. There is no enquiry against me. Even no show cause notice was served to me in my entire career of 21 years. I am being harassed because I raised voice against corruption.” Gupta claimed that his transfer is laced with vengeance and motivated. Gupta has made at least 12 complaints to the corruption watchdog CVC including irregularities in procurement of chemicals and fabrics in the Kanpur-based DMSRDE (Defence Materials and Stores Research and Development Establishment (DMSRDE) laboratory. And CVC is conducting probe into his allegations and forwarded to the ministry of defence for detailed inquiry. “I have written about large scale malpractices and irregularities in procurement for the laboratory. Besides irregularities in procurements, top officials of the laboratory were giving out construction contracts worth lakhs of rupees to private vendors and individuals with aim to benefit them by violating all rules and regulations,” Gupta added.

When contacted Drdo spokesperson claimed that conduct of Gupta was not upto the mark over the years. “I could only say that conduct of Navin Gupta was not in order. Beyond this, we do not want to comment on the issue as it is pending in the court,” DRDO official said.

Meanwhile, Navin Gupta has decided to file a criminal defamation case against DRDO chief and head of directorate of personnel Dr AK Singh. “They have not replied to my notice. And now I’m going to file a criminal defamation case on them,” Gupta added.

Yes, Madam. Defence Research and Development Organisation (DRDO) has developed Explosive Detection Kit (EDK) capable of detecting and identifying explosives commonly used for destructive purposes. The kit was launched by a US Company, Crowe & Co. On 2nd August, 2013. DRDO has granted a license on non-exclusive basis to sell EDK in countries other than India and on exclusive basis for manufacture & sales in US..

Sir,

Defence Materials and Stores Research & Development Establishment (DMSRDE), Kanpur is one of the establishments under Defence Research & Development Organisation. Dr. Arvind Kumar Saxena was appointed as Director, DMSRDE, Kanpur with effect from 01 January 2011 and he is posted in DMSRDE, Kanpur since 28 April 1984. In past 30 years he developed deep connections with local vendors and after his appointment as Director since 01 Jan 2011, these pet vendors are playing major role in procurement of stores & items.

  1. As vigilant & patriot citizen of the country, I filed 12 complaints on issues of Corruption against Dr.  Arvind Kumar Saxena, Director, DMSRDE to CVC and Hon’ble Defence Minister with proofs. Details of complaints on Corruption against Dr. Arvind Kumar Saxena is enclosed as Annexure-1.
  2. CVC has informed me vide his various letter & sms that my all 12 complaints have been forwarded to CVO, Ministry of Defence but till date no action has been taken against Dr.  Arvind Kumar Saxena. Copies of letters from CVC are annexed as Annexure-2.
  3. Since copies of all these complaints were also sent to Shri Avinash Chander, DGR&D, DRDO and Scientific Advisor to Raksha Mantri but till date no action has been taken against Dr. Arvind Kumar Saxena by Shri Avinash Chander, DGR&D, DRDO.
  4. The two statutory rules viz CCS (Conducts) Rule 1964 and CCS (CCA) Rules 1965 have been framed by Government of India for maintaining good conduct and discipline. Under Rule 14, Government of India Order on “Inquiry Officers to be senior in rank to the officers enquired against” it is mandatory that inquiry officer –Chairman as well as all members Inquiry Committee should be one  rank senior to the officer whose conduct is being inquired into. This principle has been reiterated in CVC Vigilance Manual, Railway Manual, CPWD Manual and all other DOPT Manuals.
  5. Shri Avinash Chander, DGR&D, DRDO and Scientific Advisor to Raksha Mantri is giving patronage to corrupt practices of Dr.  Arvind Kumar Saxena and promoting corrupt officers in the organisation. One simple example of patronage to Dr.  Arvind Kumar Saxena by Shri Avinash Chander, DG R&D, DRDO is to constitute an illegal Fact Finding Committee in Jan-Feb 2014 for inquiring complaints against Dr. Arvind Kumar Saxena. In this committee Shri SS Negi, Scientist ‘H’ was Chairman and Mr. Manoj Bali, Scientist ‘G’ and Shri Jagdeep, Scientist ‘F’ was members. This Committee was totally illegal as Chairman was of equivalent rank and two members of FFC were very junior to Dr. Arvind Kumar Saxena. This establishes that Shri Avinash Chander, DG R&D, DRDO wilfully constituted an illegal committee for giving patronage & protection to corruption in DMSRDE, Kanpur by Dr. Arvind Kumar Saxena. Intentions of Shri Avinash Chander, DGR&D, DRDO is very open to protect corrupt officer Dr. Arvind Kumar Saxena by any means.
  6. This Fact Finding Committee took only one complaint out of my several complaints and gave false report despite FFC did not interact with me and all proofs were submitted along with complaints. That complaint was regarding procurement of ‘REACTOR. The said REACTOR was procured by DMSRDE in 2012 and REACTOR was supplied to DMSRDE in January 2013. Till date payment of said REACTOR has not been made to the vendor.
  7. In light of the above, in the interest of organisation, I kindly request you to take appropriate action against Dr. Arvind Kumar Saxena, Director, DMSRDE   and issue directives to CVO (MOD) to speed up the investigation on my complaints.

  4. Complaints dated 28.12.2013, 06.01.2014 & 09.01.2014 have been received and these have been sent to CVO, MOD for necessary action vide Commissions OM No. 30714/2013/Vigilance9 dated 26.12.2013, 3617/2014/Vigilance9 dated 10.03.2014 respectively.
  5. Complaints dated 12 Jan 2014, 06 Feb 2014 & 03 March 2014 are consideration of Commission.

Arjun scientist probed by CBI

The CBI is investigating graft allegations against a senior scientist associated with the Combat Vehicle Research and Development Establishment (CVRDE Chennai) of the ministry of defence (MoD). The scientist under the scanner was part of a project on the production of India’s main battle tank, Arjun, sources said.
Sources in the agency said, “Initial investigations by the CBI have revealed that the scientist allegedly took a bribe from a private firm for giving a satisfactory report to a company which was developing assembly forged steel track links for the battle tank Arjun during an inspection in 2012.”
The suspected firm was given supply orders by the Defence Ordnance Factory for developing steel track links for the battle tank, they said. Arjun is a third-generation main battle tank developed by the Defence Research and Development Organisation (DRDO) for the Indian Army. It features a 120-mm main rifled gun, one 7.62 mm coaxial machine gun and a 12.7 mm machine gun.
The agency recently registered a preliminary enquiry to probe the allegation against the scientist.
“The agency will soon seek clarifications from the scientist as well as the suspected firm. The agency will also seek clarifications from certain senior officials of the MoD,” sources said.
“If the CBI finds incriminating evidence during the inquiry, it would register a regular case into the matter. Without registering a regular case, the agency does not have the power to call anybody to the CBI headquarters for recording the statement. If the agency decides to convert the PE into a regular case, only then can the CBI send summons to the people. At this point of time, the CBI can only seek clarifications from them,” sources said.
The CBI is also preparing to take assistance of former MoD officials in this case. “Former MoD officials associated with the project may be quizzed to understand the issues related to the case. Besides, the CBI may take the assistance of ordnance factory officials,” sources said.

Arjun tank: CBI probes scientist for taking bribe

The Central Bureau of Investigation (CBI) has begun a criminal misconduct probe against a senior scientist who was part of a team involved in the development of India’s indigenous main battle tank Arjun, for allegedly seeking and accepting Rs. 1.5 lakh from a machinery supplier.

The agency has lodged a Preliminary Enquiry (PE), according to which the Combat Vehicles Research and Development Establishment (CVRDE) scientist allegedly took the money in September 2012 from the consultant of a private firm supplying a tank component — steel track links— to approve its quality after its inspection by him, said a CBI source.

“The firm had bagged the supply order from the Defence Ordinance Factory for developing assembly-forged steel track links. Today at 2:30 PM Sub Inspector B P Singh visited DEAL and asked comments from Sh. R K Agarwal on Sh. Jagdish Kumar’s complaint under atrocity act. Sub Inspector B P Singh was escorted from DEAL gate to Sh. R K Agarwal’s room by Sh VVS Panwar, Technical Officer ‘C’ who is presently  looking security officer assignment and Sh Balwant, security in-charge.   As per Sub Inspector B P Singh, Raipur Thana that Sh. R K Agarwal told him that a written reply of queries will be submitted as soon as possible.

DRDO’s claim about being in a position to export Light Combat Aircraft Tejas has been dismissed as premature and unrealistic by former top IAF officers.

NEW DELHI:  DRDO’s claim about being in a position to export Light Combat Aircraft Tejas has been dismissed as premature and unrealistic by former top IAF officers, who want it to focus on getting the indigenous fighter plane inducted into own air force first.

“It is good to have ambitions but there are several miles to go before we can talk or think about exporting LCA.

“It is too early to talk about this as it has to be fist inducted into IAF before we take a decision on selling these planes,” former IAF chief Air Chief Marshal S Krishnaswamy said.

He was reacting to DRDO’s claim that it can sell light-weight multirole LCA to friendly foreign countries in future.

Krishnaswamy said DRDO and the country will have to be “realistic” as for exporting the aircraft. The country will have to make huge investments to create a new and big production line for mass production of these aircraft, he said.

The development of the home-grown fighter aircraft, which recently got ‘Initial Operational Clearance’ by IAF, has already taken 30 years at an estimated cost of over Rs 17,000 crore.

However, the induction is still awaited as IAF has not yet given the ‘Final Operation Clearance’. Production of the aircraft is estimated to push up the cost further.

Krishnaswamy said when it comes to exporting combat aircraft or helicopters, the seller has to provide long-term fleet support to the customer countries and “DRDO has no exposure to such fleet management practices”.

“We had exported some choppers to a country and one of them crashed during the national day parade of that particular nation.

“So, we should first focus on developing the aircraft for our own requirements and then think of other things,” he said.

Krishnaswamy said the first indigenously built bomber HF-24 Marut aircraft had to go through several modifications due to problems experienced in it even several years after it was inducted in IAF.

देहरादून। डीआरडीओ में वैज्ञानिकों की भर्ती में हुई धांधली में गाज गिरनी शुरू हो गई है। फर्जीवाड़े से संस्थान में नौकरी पाने वाली वरिष्ठ महिला वैज्ञानिक टी चंद्रा बानु को हटा दिया गया है। इस मामले में सेंट्रल विजलेंस कमीशन (सीवीसी) की जांच रिपोर्ट के बाद 2013 में तात्कालिक रक्षा मंत्री एके एंटनी ने सीबीआई जांच के आदेश दिए थे। डीआरडीओ ने महिला वैज्ञानिक की नियुक्ति समाप्त करने की पुष्टि तो की लेकिन कारणों का उल्लेख नहीं किया है।
पिछले साल सीवीसी को शिकायत मिली थी कि डीआरडीओ के दो पूर्व प्रमुख सहित कुछ वरिष्ठ वैज्ञानिकों ने अपने रिश्तेदारों को वैज्ञानिक पद पर नियुक्ति देने में नियमों को नजरअंदाज किया है। इस मामले में तीन महिला वैज्ञानिकों की नियुक्ति पर सवाल उठाए गए थे। सीवीसी ने तीन महिला वैज्ञानिकों की नियुक्ति में अपनाई प्रक्रिया की जांच की, जिनके रिश्तेदार पहले से डीआरडीओ में वरिष्ठ पदों पर तैनात थे। हालांकि जिन अधिकारियों पर आरोप हैं उनमें से अधिकांश संस्थान से रिटायर हो चुके हैं। जांच के बाद नियुक्ति में नियमों को नजरअंदाज करने की रिपोर्ट सीवीसी ने बीते वर्ष दी थी। रिपोर्ट में शिकायतों में दिए गए तथ्यों को सही ठहराया गया था, जिसके बाद नवंबर 2013 में रक्षा मंत्री एके एंटनी ने इस मामले में सीबीआई जांच के आदेश दिए थे।

DRDO regional director RK Satpathy stabbed by juvenile in Hyderabad

Hyderabad: A senior DRDO official suffered injuries after he was attacked with a razor blade by a juvenile pickpocket on Sunday who managed to escape even after being caught for stealing a cell phone in the crowded Charminar area.

Regional Director of a Koraput-based DRDO unit R K Satpathy, who suffered injuries below his chest after the teenager attacked him with a blade, was immediately rushed to a government hospital and his condition was stated to be out of danger, police said.

A group of 15 officials of the Defence Research and Development Organisation (DRDO) had come to the city to attend a seminar.

Satpathy, along with his colleagues, went to the Charminar area for sight-seeing and shopping, Deputy Commissioner of Police (South Zone) Sarvashresth Tripathi said.

Taking advantage of the crowded area, a 16-year-old boy snatched a cell phone from the pocket of Satpathy’s colleague Logaonkar.

His other colleagues and some locals immediately chased the teenager and caught him and handed over the boy to Satpathy, the DCP told PTI.

“After catching the teenager, who is a pickpocket and addicted to sniffing whitener, they alerted the police. Even as Satpathy was holding the boy he took out a shaving blade and attacked him and fled away,” Tripathi explained.

“The DRDO official was immediately rushed to a government hospital and his condition was out of danger,” the senior police official said.

The boy, whose identification has been established, was recently arrested in a chain-snatching case and for quarrelling with a local person, though he was out on bail, police said.

Hussaini Alam Police booked a case on charge of attempt to murder and other charges under the relevant sections of the IPC in connection with the incident and launched a hunt to nab the juvenile.

The Regional Director of Regional Centre for Military Airworthiness was on a visit here, said Ravi Kumar Gupta, Director, Directorate of Public Interface, DRDO.

The incident has nothing to do with “DRDO affairs,” he said.

Satpathy was rushed to a hospital. “He is out of danger,” Gupta added.
