Hyderabad: In a shocking incident, unknown assailants stabbed the Assistant Director of Defence Research and Development Organisation (DRDO) in the old city area here today .
The victim scientist, identified as Satyapathi was rushed to Hyderabad’s Osmania Hospital where he is undergoing treatment.

DRDO RTI Cell is acting as a blind body. Since RTI Act, 2005’s implementation, DRDO felt its power and put all efforts to get rid off but success was partial, Schedule – II exemption did not include the corruption and Human rights allegations and subsequently CIC also gave guidelines that, day to day administration and management matters are also not exempted.
This CIC supports give honest officials and citizen an immense power to fight against neck deep corruption/nepotism/favoritism prevailing in DRDO.
Cases started to expose the corrupt practice of senior DRDO officials in various matters like recruitment/promotions/procurements, etc and action started against corrupt officials by Defence Minister, CVO, CVC, etc
The DRDO management now come under desperation and looking after to fix those who are trying to expose the corrupt senior officers, few terminated/dismissed, few transferred, few deprived with promotions, a message was passed among the DRDO officials/employees, that if any one seeks RTI, he should be ready to face consequences and it is established that facts that DRDO management extensively used unwritten policy not give promotions or due credits to those who are involved in RTI acts practices.
It is a clear cut message to the nation that DRDO top management is a dishonest corrupt and not working in the interest of the nation because it is not committed towards the constitution of India.
On 8th March 2014, Dr. R B Sharma, CPIO, DRDO Hqrs acted as a super boss and sent a letter to all Labs/ Establishments of DRDO to not give any information under RTI Act, 2005.
On 28thMay, 2005 a meeting was held under DRDO transparency officer Dr. Sudershan Kumar, DS and CC R&D (PC & SI). In that he told to all DRDO’s CPIO not to supply any information under RTI Act-2005. It can be verified by records of DRDO’s RTI cell that no information was passed after this decision to any RTI applicant.
That all RTI applicants receiving reply in the same format which was supplied by DRDO RTI Cell and First appellate authority reply was also given by DRDO in same format.
Surprisingly the following case of Dr. R G Taware, Ex- Technical Officer ‘B’ was to show the blind act of DRDO’s RTI cell.
Dr. R G Taware, Ex- Technical Officer ‘B’ was illegally dismissed by DRDO management with conspiracy. The conspiracy was proved by single point DRDO used then RRM, Sh Palam Raju for suspension and after dismissal and material fact is that RRM, Sh Palam Raju nor has the power for such approval, because as per Ministry of Defence orders of power delegation by Defence Minster shows he has never delegated such powers to RRM, Sh. Palam Raju specially for DRDO.
Dr. R G Taware, Ex- Technical Officer ‘B’ suspension /dismissal orders one of major allegation was “The tone and tenor of letter of Dr. R G Taware dated 26 Aug 2009”
Dr. R G Taware send an RTI request to CPIO, HEMRL, Pune, information sought that DRDO scientists developed a machine which can measure “The tone and tenor of any letter”, he asked whether scientist got any award and promotions for this great innovation.
The Blind DRDO RTI cell replied in a standard format “ You hereby inform that DRDO is placed in second schedule of RTI Act and exempted from disclosure of Information under Section 24 (1) exceptpertaining to the allegation of corruption and human right violations”( copy enclosed)
Further after getting above reply from BLIND DRDO RTI Cell, Dr. R G Taware sent first appeal to FAA, DRDO to check their IQ.

DRDO’s honest officials send corruption inputs from all DRDO establishments and with help of RTI’s and from internet information, the corruption inputs are regularly passed to the government and relevant agencies like CVC, IB, CBI etc.
www.corruptionindrdo.com’s efforts recognized by honest officials of DRDO and website regularly getting corruption/nepotism inputs from each and every corner of the country. On basis of the points raised by the website, DRDO also took several corrective measures and constituted inquiry committees for examining the truths.
In my 16th April 2014 letter I have requested Honorable Prime Minister to kindly take appropriate corrective measures against officials who are involved in unconstitutional acts and give strength to RTI- Act 2005. It has really empowered the common man. Also, fix those who are diluting the effectiveness of the strong RTI Act -2005.
The online RTI portal “Guideline – An applicant who desires to obtain any information under the RTI Act 2005 can make a request through this RTI Online Portal to only the Central Public Authorities of main Ministries/Departments located at New Delhi initially”. In the first phase, this facility is available to Ministries/Departments/Apex Bodies mentioned in the list available in ‘GUIDELINES’, but there is no list available in RTI portal. Like Defence Ministry having several offices in New Delhi
Sir, I have received a letter from DoPT Letter No.6/1/2014-IR dated 6/6/2014 copy to Sh Kaushal Kishor Pandey, SO, PMO, New Delhi in respect of reply my letter dated 16 April 2014 to Prime Minister with subject “Unconstitutional act of DoPT officials who are managing the Online RTI Portal and supporting corrupt officers of DRDO”
In DoPT letter Sh R K Girdhar, Under Secretary (RTI) stated that “if you not satisfied with the reply of CPIO, may filed appeal before the first appellate authority in the same public authority u/s 19(i) of the RTI Act 2005” it seems that the letter forwarded by PMO was not even read by Sh R K Girdhar. It shows the seriousness of DoPT regarding RTI issues or Sh R K Girdhar just trying to shield the nodal officer.
I have enclosed the remark of nodal officer not CPIO that they have returned with “You have filed more than 40 online RTI applications relating to DRDO on the address of Department of Defence which has been physically transferred to DRDO under intimation to you. DRDO is a separate public authority and is also placed under Second Schedule of the RTI Act, 2005. Therefore, your online RTI applications seeking information in r/o the DRDO and sent to Department of Defence will not be acted upon henceforth. You may directly send your application to the DRDO for the information.”
Sh R K Girdhar, just overlooked the letter contents and send regular fixed reply without applying any mind. I don’t know RTI Act 2005 is a serious responsibility or just for feeding papers.
Sir, after exposing the corruption / nepotism of DRDO’s senior officials because RTI Act-2005. Some officials suspended, some got charge sheet and some are in queue. Now DRDO officials are trying to make a wall for RTI Act 2005. Recently an unconstitutional letter issued by Dr. R B Sharma, CPIO, DRDO, Hqrs Cell on 8th March 2014 to all establishment/Lab show that they clearly made their policy not to give any RTI reply. (Copy enclosed) As per Sh R K Girdhar in one RTI reply in reference to that “any CPIO can compel to other CPIO not to give information under RTI” he stated that “There is no such policy of compelling or a CPIO being compelled by other PIO for not providing information to the information seeker. A PIO can be penalized by Information Commission under Section 20 of the RTI Act, 2005.”

In view of the above, I request you Sir, the RTI is the only effective way to restrict corruption in DRDO. Please give directives to DRDO & DoPT to honor the RTI act 2005 in the right spiritto promote transparency and accountability in the working of every public authority.

DRDO has a great and noticeable procurement culture. Rice exporter supplying sophisticated missile/high end parts or tent suppliers supplying rare chemicals or mostly cases the computer AMC holder become expert high end laser to xyz supplier.
Almost a dozen corruption cases of Defence Materials & Stores Research & Development Establishment (DMSRDE), DRDO, Kanpur were submitted to CVC.
CVC as a routine practice forwarded these complaints to CVO, MOD and MOD forwarded to CVO, DRDO.
CVO, DRDO working under DG, DRDO, his ACR/APAR and career depends upon the hands of DG, DRDO. Secondly in DRDO the CVO assigned to Brigadier Ajay Gupta and it is observed that DG, DRDO used to pressurize his army channels through Lt. Gen who are posted in DRDO.
In DMSRDE corruption case DG, DRDO made a Fact Finding Committee consisting all yes men. Not a single person from outside like PCDA, CGDA, CAG was included. The result was that the fact finding committee gave a clean chit to Dr. A.K. Saxena, Director, DMSRDE, DRDO, Kanpur as Dr. A.K. Saxena submitted affidavit to court that “ Fact finding committee has been constituted by DG, DRDO which has also not found any truth in any complaints”
It is very heartening to know that if honest citizens contributing to Governments anti- corruption movement put all their strength, time, life at stake and some incompetent officials throw it in the dustbin. Besides, all complaints were submitted with all evidences.
Sir, once again without losing courage still submitting a complaint with evidence to CVC through your good office. DMSRDE procured 227 Kg Polydimethylsilane (PDMS) costing worth Rs. 1,86,35,780.00 during the period 01.01.2011 to 31.12.2013. The whole supply of PDMS was made by M/s Manglam Traders, Kanpur and M/s Paawavni Speciality Chemicals, Kanpur. Both of the firms are owned by Mr. Manish Gupta & his family members. Copy of the details of procurement of PDMS in DMSRDE Kanpur supplied by M/s Manglam Traders, Kanpur and M/s Paawavni Specialty Chemicals, Kanpur is enclosed as Annexure-1.
PDMS is used as a precursor material for synthesis of Polycarbosilane and the whole amount of PDMS was procured under a project titled ST 12-DRM 552(IPHTA- Inorganic Polymers for High Temperatures Applications) for synthesis of Polycarbosilane from PDMS.
Vide Govt. of India, Min. of Defence letter No. DRDO/DBFA/FA/83226/M/01/2031/D(R&D) dated 10 July 2010 Sub: Delegation of Financial Powers to Secretary Department of Defence(R&D), Chief Controllers(R&D) & Heads of Defence R&D Lab/Estt., the maximum limit for sanctioning of purchases under Open, Global or Limited Tender basis is up to Rs. 50 Lakhs. Copy of the letter is enclosed as Annexure-2.
Dr. A.K. Saxena, Director, DMSRDE, DRDO, Kanpur planned the procurement cases in such a way that total cost of the Supply Order remain just below Rs. 50 Lakhs (the financial power of Director) and split the consolidated demands in small demands to keep the cost of Supply Order below Rs. 50 Lakhs.
Total numbers of eight demands were raised from various indenters in DMSRDE for procurement of PDMS. Five demands in limited tender basis and two repeat orders and one in open tender. But the best part is whole exercise by fooling all laid down procurement system in all cases then bagged by M/s Manglam Traders, Kanpur and M/s Paawavni Speciality Chemicals, Kanpur (both firms same owner), it clearly shows the manipulation level of DMSRDE officials.
7. Criminal Conspiracy, gross violation & subversion of Purchase Management 2006 for Corruption took place in procurement of 60 Kgs PDMS by Open Tender Reference Number DMSRDE/13552064 dated 13.06.2013. Details of the case have been mentioned in above Demand-8. Other details regarding conspiracy & Corruption in procurement are given below.
In tender reference No. DMSRDE/13552064 dated 13.06.2013 four vendors qualified in TPC/NC. These vendors were Manglam Traders, Kanpur, Paawavni Speciality Chemicals, Kanpur, Dhankar Enterprises, Kanpur and Polygon Solutions, Hyderabad. Out of these two firms Manglam Traders & Paawavni Specialty Chemicals, Kanpur is family firms of one man Mr. Manish Gupta.
The third firm Dhankar Enterprises bids for support for to the M/s Paawavni Speciality Chemicals because M/s Dhankar Enterprises was registered at DMSRDE, Kanpur in year 2013 with registration number DMSRDE_013/02C/35_10L in category Chemical & Instruments with capacity of 10 Lakhs. This firm Dhankar Enterprises, Kanpur is registered with UP Commercial Tax Department with TIN 09645200799 dated 14/05/1998. This vendor is not registered for commodity name Chemicals. Copy of the complete report of Dhankar Enterprises , Kanpur from Commercial Taxes Department, Uttar Pradesh is enclosed as Annexure-3
The fourth firm M/s Polygon Solutions, Hyderabad is registered with TIN 28849412432 dated 01/11/208 with commodity Computers Peripherals at Commercial Tax Department, Andhra Pradesh. Copy of the complete report of M/s Polygon Solutions, Hyderbad from Commercial Tax Department, Andhra Pradesh is enclosed as Annexure-4
The firms /vendors that are not registered under commodity CHEMICALS with Commercial Tax Department, then how do these vendors submit tenders under open tendering for specialized strategic chemicals rarely available in India.
All supply order placed to M/s Manglam Traders and its family firm M/s Paawavni Speciality Chemicals.
TPC/NC Minutes- External Rep was not present and Chairman TPC/NC was Scientist ‘F’ but as per Corrigendum year 2011 , the Chairman of TPC/NC should be Sc’G’/Director in cases above 50 lakhs
Polydimethylsilane is a rare chemical not manufactured in India, the cost of supplied item also attracts manipulation, M/s Mangalam Traders supplied Polydimethylsilane 197 Kg from 15 Dec 2011 to Dec 2013, rate varies from Rs 45000.00 to 80000.00.
It is requested to kindly check the import list of M/s Mangalam Traders because Polydimethylsilane is a rare chemical not manufactured in India, from where and what cost M/s Mangalam Traders managed the supplied Polydimethylsilane.
It is also requested that please check whether supplied chemical is as per required specification or not because once the supply of M/s Mangalam Traders was rejected on the basis of specification by indenter Sh.J. N. Srivatava (Demand No.: DMSRDE/13PPD010) and after that Dr A K Saxena made a committee and same supply was accepted.
By the facts stated above, it is amply crystal clear that prima facie material regarding Abuse of Authority by corrupt Dr. A. K. Saxena, Director DMSRDE exists.
In view of the above mentioned facts and evidences it is earnestly requested that an order for thorough investigation of all procurement done under patronage of Dr. Arvind Kumar Saxena after assuming charge as Director, DMSRDE, DRDO, Kanpur to stop further corruption and wastage of poor tax payers money.
Today I have received this letter with request to publish it on the website. This is the harsh reality of DRDO, everyone in every Lab & Establishment of DRDO is witnessing the same scenario in DRDS from Sc ‘B’ to Sc ‘H’, in DRTC Technicians to TO ‘D’, Admin allied, Stores are standing nowhere in DRDO’s priority.
In DRDO Directors’ Conference 2010, above mentioned view was unopposed accepted by almost all top brasses of DRDO.
Then to defy DOPT guidelines of FCS (Flexible Complementing Scheme) DRDO started to assign scientists, the admin allied and other non technical jobs as full time. Like Administration, Stores, Library, Conservancy, Works, Security, Motor Transport, etc.
As a result, now you see the chaos created by these incompetent scientists everywhere in DRDO. The number of court cases increased multifold. More than hundreds cases are running in various judiciary bodies all over the India. It can be verified by the amount spending by DRDO after 2010 onward.
Now scientists are running after these non scientific assignments because they witnessed in last several years the promotion jumps of scientists who are engaged in sundry work.
Interestingly, senior scientists who enjoyed these non scientific assignments are also able to pitch their after retirement assignments as consultants on contracts, etc. or members/chairman post of various committees where there are no age limits boundaries.
Recently, scientists also established one more area in the recruitment of admin assistant process for the interview board CEPTAM asked for admin rep. In LASTEC, Dr. A K Maini turned down the name of Sh. Prakash Singh, Senior Administrative Officer -II the single available official for required demand. Instead he sent the name of Ms. Sangeeta Talwar, ineligible for said interview board member as Admin Rep.
Second example that for the same recruitment of admin assistant process for the interview board, Jodhpur, CEPTAM asked for admin rep from DEAL Dehradun. The Director, DEAL, Sh. R C Agarwal proposed the name of his staff officer Sh. Vipin Kaushik, Scientist ‘F’ instead of Sh. K K Mishra, Joint Director, Administration.
There are several examples recently of Sh. Ashok Gupta, Technical Officer ‘C’ INMAS, DRDO who got deputation appointment of Senior Administrative Officer -I through UPSC in SSPL then shifted to DRDO Hqrs., DRDO. This foolish act shows DRDO situation is really very pitiable. How can a technical officer who is recruited for technical job avails the arbitration being a technical person got certified by Director, INMAS and concurrence by DRDO Hqrs that he did administrative /stores assignments.
Government of India has looked in to this DRDO rules manipulation game because these manipulations are a major cause of unproductiveness of this white elephant.

On 26th Feb 2014 an RTI request was filled to The Deputy Registrar (Information & CPIO) Delhi University, to know about the action taken by Vice-Chancellor Delhi University, surprising I have received a reply that office of Vice-Chancellor Delhi University not received my letter.
Now I am again enclosing this letter for your good office with expectation that as our Prime Minister is committed to eradicate corruption, in same line you will also take this high profile corruption, this type of corruption depriving the genuine honest talents for getting their due credentials. Ms S Geetha, daughter of ex Chief Controller, DRDO Dr W Selvamurthy submitted an experience certificate issued from Dr. B. R. Ambedkar Centre for Biomedical Research North Campus, Delhi University, for the post of Scientist ‘C’ in DRDO. The signature on certificate is of PROF. VANI BRAHMACHARI. Photocopy of RTI reply from Registrar, Delhi University in respect of said experience certificate that PROF. VANI BRAHMACHARI denied having ever worked with anyone named Ms S Geetha.

It is requested that please set an enquiry as per University Rules and regulation to find out the truth and punish the culprits so that this scientific & technocrat mafia who are working to oblige each other and thereby fooling the countrymen, stop their corrupt practices. The deserving and bright candidates consequently loose the opportunity to serve the nation.
Ms S Geetha is daughter of ex Chief Controller, DRDO Dr W Selvamurthy. Recently on 29thOctober 2013 Defence Minister recommended CBI inquiry against top DRDO officials and Dr W Selvamurthy is one of them. The recommendedCBI inquiry is for investigating the corrupt practices prevailing in RAC (Recruitment & Assessment Center) of DRDO. Ms S Geetha was also recruited direct as scientist ‘C’ with criminal conspiracy.

I am really shocked to see your concern and observations on corruption, although I once again am trying to convince as I belief that every human has honesty inside but needs to search for it within.
You will agree with me that whether Dr. A K Saxena’s involved and cooked the above procurement in an illegal manner or not.
In Point 2 he is writing in the above reference letter that “Never discussed, it is a false statement”

Sir, now tell me what else you want? As shown above, how does M/s Manglam Traders, Kanpur come in the picture? It is because of his supernatural power capabilities which are common phenomena of DRDO labs. Everyone knows the Director’s favorite vendors have super powers of respective Labs. They can interfere in any procurement case even if it is highly sophisticated missile parts or nuclear stuff or unattainable chemical (सुई से लेकर हाथी तक) etc.
Now the second proof which can expose the mechanism of corrupt practices adopted by Dr. Saxena’s friend with super powers is that he sent two mails to Sh. J N Srivatva, Sc ‘F’s mail id jn_sri<jn_sri@rediffmail.com the indenter on Wed, 21 Mar 2012 15:16:54 IST from mail id Anish Gupta<mangalam26@bsnl.in Subject: SUPPLIERS LIST in first mail he send list of 7 vendors for limited tender call for reactor procurement case and best part is that he highlighted the name of 5th supplier i.e. M/s De Dietrich, Andheri (E) Mumbai-400072, in second mail dated Wed, 28 Mar 2012 14:24:33 IST Subject: AADITIONAL SUPPLIERS LIST with same mail id sent list and address of 4 more suppliers. Out of 11 names Sh J N Srivatava invited quotations from 8 firms provided by Mr.Anish Gupta, Partner, Ms Mangalam Traders. Surprisingly the name Ms Mangalam Traders was not in the list.
Sir, Mr. Anish Gupta, Partner, Ms Mangalam Traders acted honorary consultant for Project DRDM-552, it will be very nice if you recommend the name of Ms Mangalam Traders for 2014
“Defence Technology Absorption Award” and he will receive this award from Honorable Prime Minister Sh. Narendra Modi Ji likes M/s Resins & Allied Products, Vijayawada received this award from Honorable Prime Minister Sh. Man Mohan Singh. The firm is related to Dr. A. Subhananda Rao, then CC R&D, Director, HEMRL.
It also covers his point no. 3 that “I have never sent any mail to Mr Anish” he forgot that I have never claimed in my complaint that Dr. Saxena had sent any mail to Mr. Anish. It is the frustration of Dr. Saxena so he is writing blah blah.
In same para he wrote that “How he got access of my email account.” It is very strange that if he totally denies of such communication of mails then why is he worrying about the mail access?In
In Para 6 I think Dr A K Saxena never gone through the letter of Sh S K Deb regarding Delegation of Financial Powers to Secretary Department of Defence (R&D),Chief Controllers (R&D) & Heads of Defence R&D Lab Estt No. DRDOIDBFAIF A/83226/M/OI /2031 /D(R&D) dated 30 July 2010.in which it is mentioned the power of Heads of Defence R&D Lab is Upto Rs 10 lakhs – Without consultation of Finance and Above Rs.l 0 lakhs and upto Rs.5 crores – With Concurrence IFA, Dr A K Saxena forgot that he is writing to his DG, who knows the financial power of a Director of Lab. As Dr A K Saxena wrote “ it range from 1 lakh to 5 cr with or without concurrence of competent authority” for justifying the split of procurement – bogus justification.
In Para 7 of his letter he quoted that”On my visiting card my e mail is written so any one who is having it can use” Dear Dr. A K Saxena in the computer era the mail generated by any one or sending to any one can be traced easily. Please allow DRDO or NTRO or NIC experts to prove the mail which you have received from Mr. Anish Gupta and duly forwarded to Sh. J N Srivastave are fabricated. I think someone has told you that if you format your computer nobody can prove that you have received a mail from Mr. Anish Gupta. Dr. A K Saxena if Dr. Bhujang Rao believes in national interest or faith in Sh. Modi ji’s mission to eradicate corruption from India then it is a matter of minutes and Google Gmail will provide all data of your Gmail account to the government of India and it is a common practice that Google has already mentioned from time to time on the request from various country.
Sir, it clearly proves the corruption on his side.
Although, it was a proven fact that corruption was done in this case, and many other cases which I have already submitted to competent authorities, I want to offer you or your rep if they want see the documentary evidences on this procurement. I will always welcome DRDO representatives or any government agencies.
Rest what else he has written to his above refer letter has nothing to do with justification of corruption. It is only to misguided to accounts people by using word like it is the only one which we have designed and developed in the first time in the world and blah blah or as he quoted “It is developed reactor based on our requirement not a market item” Dr. Saxena forgot in the age of Internet Era his son can understand that his father is fooling the whole nation in the name of technology.

Again, I believe that you will understand that Dr. A K Saxena is involved neck deep in corruption, but I do not believe the input of the fact finding committee because on the basis of evidences a blind man can smell the corruption but specially such a honest Chairman Dr. S S Negi closed his eyes for his future to become Director of IRDE or DEAL.
Now you throw ball in the court Dr. D C Pande, Sc H, LRDE for final enquiry, but it is unconstitutional that you are giving spare time to Dr. A K Saxena for cleaning his mess.
Sir, the corruption stains are same as blood stains because this kind of corruption by senior DRDO officials is compromising our national security. If it will not be checked properly, then in a situation like KARGIL WAR, DRDO will again have to be ready to listen to statements like than General Malik’s just after KARGIL WAR in reference with DRDO’s role.
An early action requested to eradicate corruption and again I am ready to support with evidences or if you feel I am also ready to face Dr. Saxena’s desired inquiry against me. It is always welcome by me as I have dedicated my life to the nation.
